Given the provisions of the Companies Bill of 2009, the term of a managing

TRIFAC to float 2 SPV, companies
The Madhya Pradesh Trade & Investment Facilitation Corporation (TRIFAC)
of which Managing Director (MD) is Pravin Garg is going to float two
special purpose vehicle (SPV) companies .These companies will be based
near Ujjain & Rajgarh. The Knowledge city will come up near Ujjain
in an area of more than 800 acres. Other SPV company will be for setting
up power equipments manufacturing hub that will come up near Rajgarh,
said Pravin Garg who is an IAS officer of the 1988 batch. He belongs
to the Madhya Pradesh cadre. Initially it will come up in area of 4000
acre. Each of the SPV companies will get an allocation of Rs.One crore
as seed money. Replying to a question Garg said that TRIFAC's equity

When 81 year old lady can be made Governor, why can't 71 year old
person continue as Chairman/Chairperson? Or is the Government of the

The President of India had announced in the Parliament that improvement
in Pension of ex-servicemen below officers rank as recommended by the
high power committee would be implemented immediately. The FM also made
necessary budgetary allocation in current year's budget. Defence Minister
repeated the promise. But nobody knows where it is laying. Does anybody
know the present position?

The statement is so true that Badgaiyan may not even like to see his
name coming for appreciation in any forum. One would say that his services

DoPT's Pay parity Clarification
On 25.09.2009 DoPT has issued OM No AB. 14017/64/2008-Estt(RR) clarifying
some issues about non-functional upgradation for organized group A service
officers vis-à-vis two years junior IAS officers. No doubt many
of the issues has been settled except one which is point 3 in this OM.
This clarification is regarding date of financial upgradation of 1984
batch Group A service officer to SAG from 26.10.2006, the date on which
first officer of 1986 batch of IAS was appointed as JS at the Centre.
All senior batches of Group A services, which have not been promoted
till 26.10.2006, have been clubbed together and are to be given upgradation
from 26.10.2006. It implies that DoPT is not considering IAS officers
of 1985 batches or earlier, who are serving in Centre as on 01.01.2006,
as POSTED on 01.01.2006. The intention of The Resolution corresponding
to 6th CPC is to provide upgradation to Group A officers "Whenever
any IAS officer of a particular batch is POSTED in the Centre to a particular
grade pay
.. organized Group A Services that
are senior by two years or more should be given by the Government."
This OM means that DoPT is considering only those batches of IAS who
has joined after 01.01.2006 and not considering those IAS officers who
have joined prior to 01.01.2006 and continued to be posted in Centre
during 2006. The clause ' two years or more' of resolution means that
if for some reason or the other, no IAS officer of particular batch
joins in the Centre, in that case years of seniority may be more than
two years. Therefore, all batches of Group A services senior to 1984
batch should get upgradation to SAG from 01.01.2006 instead from 26.10.2006.

Making use of fake currency to satisfy the lust for more money
It's great to hear it. At least some proper use have been done. Earlier
it was known that at under-table dealing are done with honesty, but
with the fake currency notes on rampage these days, there is nothing
which can be trusted and now even the undertable dealing / 2number ka
kaam. The modus operandi have changed in bribes also - Some have suggested
that now a days the so called payments have been shifted to other means
like EMI, Repayment of Cars, Flats etc.

Rates of transport allowance: as per sixth pay commission recommendations
Government of India sanctioned transport allowance in two categories.
one category is applicable to metropolitan cities and another category
is applicable to all other cities, towns and villages. Officials working
in cities like Vizag and Vijayawada and officials working in villages
like Nandigama, Nalgonda, etc., are getting same transport allowance.
I presume that there is no proper justification.

Retirement age be enhanced to 62
The stage has come in our country to have a mature thinking for
a specific period keeping in view various issues of national importance
for which mature hands will contribute sincerely and with devotion.
Therefore, retirement age must be enhanced to 62 for normal government
officers. Even our young politicians, ministers also need elderly support
to attain mature decisions in the interest of the country. I don't mean
that youngsters cannot deliver goods, but still I feel elderly support
to them for a period of atleast another 5 years from now.

Bribe seekers encouraging printing of fake currency
These high profile bribe seekers are the one who are encouraging
printing of fake currency from the neighbouring country. Who wants to
pay these suckers the real money. With such huge amounts of bribes,
these people are themselves exposing themselves because once they start
circulating it, they too would be caught in the Police Raid.

Information Commissioner? Sounds like a demotion to him. Think of Chief
Justice of India being made Chief Justice of a High Court. May be in

A number of top level appointments in the GOI are made from amongst
retired senior officers. Neither procedure nor criteria is known. Could
you enlighten about the position in the GOI transaction of business
rules in this behalf as the apex court has ruled that these rules can
not be treated as classified though the government has not put them
on the website. This will be great effort in boosting morale and efficiency
in the civil service.

Yes. 60 years is too early to retire, the retirement age should be minimum
62 years of age. When politcians can work even upto 90 years, why officers
and staff can't work till 62 or 65 years of age?

Yes; the retirement age should be increased to 65 years. There is a
ban on recruitment and new posts are not being created. Thus, so many
retired officials are being retained by various Departments as Consultants.
Keeping the retirement age at 60 years would in no way help the young
aspirants for Government jobs till such time the ban on recruitment
is lifted. It is in Government's interest to increase the retirement
age to 65 years.

I think this is an irrelevant debate because people take sides as per
their personal benefits. Those who are below 54 or 55 yrs. don't want
the retirement age to be increased as it may hamper their growth. Whereas
those who are above 56 or 57 years want the retirement age to be increased
as it will benefit them immediately. The so called young people who
are opposing it today will start supporting the demand to increase the
age once they are nearer to their retirement. The debate on whether
a youngster is better or an experienced hand is better will never conclude.

I am regular visitor of your web site. It often gives insight into the
coming news. But this time I want to record my objection to the whisper
survey on retirement age. No, I don't have objection on the survey but
on the statement " If yes mail in your response to " . You
are only inviting favourable comment. This shows your biasness to the
topic. In my view the retirement age should not be raise rather it should
be reduced to 58. In India there is lot of unemployment in the younger
generation. Do they not have right to contribute to the nation. The
person in service for more than 30 years has already secured his future.
Now they should leave the place for younger generation. As far as experience
and expertise is concerned that can be utilised in private sector or
in some very deserving cases 2 t0 4 years can be given. By increasing
the general retirement age Government is forced to carry the load of
inefficient and burnt out employees.

Yes, I agree that the age of retirement should be increased to 62 on
the following grounds:
1. Old hands can work less and extract more;
2. Medical leaves can be utilised which remains balance in the account
of a person retiring at 60.
3. Young generation will get less chances of employment.
It is doubtless that they are rich in experience, however the same cannot
be compensated with the above.
In my opinion, the retirement age should remain 60 however there should
be an option for all employees if they want to work for the Government
of India on some nominal remuneration (keeping in mind the health ground)
according to the portfolio, as they will be drawing pension along with
medical facilities. In this way, we will get persons who are really
willing to work for the Government of India and not for personal benefits.
