RTI
Enquiry pending for over 18 years - The gratuity of the appellant who retired in 2006 was withheld because of an inquiry into the case of a fire which took place in one of the Railway Track Depot in 1988. The Commission criticised the apathy, callousness and insensitivity for holding gratuity for an enquiry into a case which had gone on for 18 years and gave the Railway Board given one month's time to settle the issue after which it shall have no moral right to deny disclosure of information.
The Chairman, Railway Board, recommended to initiate an inquiry as to why and because of whom the case has been delayed for 18 years and send a copy of the inquiry to the Commission, with the hope that at least this enquiry will not take years.
Comments
Most people think of the RTI Act merely as a means of seeking information. However, it has a role much beyond that- i.e. to promote transparency and accountability.

Aaj Ki Aaawaz
Kulkarni says that Advani will be back!!!
But hasn't Bhagwat already given Advani 'verbal notice' of his sack????
Kulkarni is in the doghouse and is dreaming to come out!!!!
Will Advani bounce back and will Kulkarni come out …. I doubt???
Advani's Maharashtra calculation…..Third Front will eat into 'secular' votes!!!!
Pawar will also play dirty ……on his own hot air Advani floats!!
Rather than taking an honorable exit Advani's chosen a dishonorable one!!!!
And by his own acts in he's been and is being done!!
For BJP's sake I hope Advani and Rajnath call it a day!!!!
They'll continue to damage BJP as long at the helm they continue to stay!!
Today Congress is decrying what they call cold blooded murders in Gujarat !!!
What Congress forgets that it's got a lot of blood on its own haath!!!
At least in Gujarat the Police are being taken to task!!!
After the butchering he did in Punjab KPS Gill ko questions no one did ask!!
Though now Congress has picked up a new trick!!!
Only cold blooded murders in the last five years it does conveniently pick!!!
So Manish Tiwari before you point fingers at Modi remember Congress's past!!!!
Be it the dark days of Punjab or the 1984 riots when humanness Congress did blast!!!
And then do not forget the fire in Punjab was created by Punjab Congress Leaders!!!
You can say they were the terrorism ke seeders!
Modi too needs to realize Islamphobia has not turned stale!!!
In front of issues that affect our day to day life this issue does pale!!!
His pitch should be for Nationalism,
Bring to the fore patriotism!!
Pranab Da walked the talk and travelled cattle class.....why don't MP's understand?
This is just a gesture to tell the people with you we stand!!!
The money saved when they travel cattle class will just be a pittance!!!
But it'll say 'we travel with the people the entire distance'!!!
Some young MPs got Maran to voice their objections on the cut backs!!!!
And some are using 'paid hacks' (Media)!!!
Tharoor keeps harping about the five star culture he's accustomed to!!!!
But what he was doing was not the right thing to do!!!
He was taking a favor from a Hotel Chain and as a Minister this was not right!!!
On the fact that he can favor the Hotel Chain as a Minister he should not loose sight!
By the way his pension becomes due when he turns sixty....money has not arrived!
And before its arrival 'into five star culture he dived'!!
Now that they've earned the brownie points for the Shivaji statue!!!!
Maharashtra Sarkaar should take the austerity cue!!
Announce that Statue will be made when conditions change!!!
Spending such money on a statue as State fights drought looks strange!!!
Think like Shivaji….. would he have wasted money in such a time????
The judicious King that he would have been careful to spend even a dime!!!
Junior Badal's chopper made an emergency landing because of Pilot's pyaar!!
Pilot's girlfriend wanted to fly the Chopper and she took the controls by her Pilot yaar!!
They say after the Chopper landed in a field a farmer reached it,
Found Junior Badal shivering like a leaf and he said in rustic wit.
'Kakaji ki hoya…. eh da tyre puncture ho gaya ki'????
And Kakaji or Sukhbir was so stunned he just kept saying ji …. ji…. ji!!
In Haryana Hooda is facing problems form within!!
Despite this though with a lesser majority Congress will win!!
Congress is getting a walk over as the Opposition in Haryana is in tatters!!!!
More like teams that do not have bowlers, fielders and batters!!
Hooda may be feeling it's his governance that is making Congress win!!
In Haryanvi- English 'Arre Chowdhury Hooda thaare ko ginaoo thaare sin'???
In Haryana they say Hooda aur Venod Sharma hai ek or one!!!
They say Hooda rakes the hay and 'collection and storage' by Venod Sharma is done!!!
Now Jaswant says his book has improved Indo Pak ties…good joke!!!
An unnecessary controversy he tried to stoke!!!
Now who cares who was responsible for the partition…. too late in the day!!!!!
And then when the Partition was done it was there to stay!!!
How come he's forgotten the Brits who were the villains of the piece????
The Brits wanted to cut India piece by piece!!!
Confucius says….. history like law tends to be open to interpretation….in this matter too!
And after reading the book my observation… Jaswant does not have a clue!

Ground all helicopters

A number of brilliant leaders have been lost in helicopter crashes. One such person was NVN Somu, the MoS for Defence in 1998. I feel the Govt/DGCA should ground all helicopters across the country as they are definitely not being maintained properly, leading to high risk. Transfer all these machines to IAF for this purpose and regular use. In future, whenever a helicopter is required to fly down a VIP/VVIP, the IAF should be asked to provide one from its fleet. Better for the country, and for safety of VIPs.

CIC has no jurisdiction
CIC has no jurisdiction to pass such an order. It cannot go into the circumstances as to how the writing of ACR was delayed or who was responsible. As the per the law of the land, it has to see whether the information sought by the applicant as defined under Section 2 (f) of the Act was provided to the applicant or not. The affected officers should file an appeal in the High Court immediately to get the order of the CIC quashed.

Why cry foul ?
Why cry foul over Jaswant Singh or Patels or Jinnahs views on India's partition? Everyone knows that Louis Mountbatten was a well known paedophile and homosexual and he used his wife Edwina to ingratiate himself with morally corrupt Indian polticians. This enabled him to achieve Britains aim of the balkanisation of India. Any guesses who that Indian politician was? My General Knowledge is poor.

Vacant posts of Financial Advisors in AIIMS like institutions
It may be clarified that only 4 out of 6 posts of FAs are vacant for AIIMS Rishikesh, Raipur, Bhubaneswar and Jodhpur. Further, the request has gone to all organised Group A Account services and to other services ( Income Tax, Customs and C Excise etc) to nominate officers of DS/Director level

Why blame UDC alone?
Why should only UDC be blamed for not doing any concrete work. Whether other levels in officers do the concrete work. U can see even up to the level of Minister not a word is being added to the note being put up by dealing assistant . Even if it is totally wrong . No body has the courage or time to see and correct the wrong notes put up by dealing hands. Do u think others are doing cocrete jobs. Every one is following the other UDC is also a part of the unit service being rendered by the organisation. Either Point out all those levels or dont speak against anybody

How is it related to corridors of power?
This is a clear indication that whispers is turning commercial. Just because one of the roles is a bureaucrats daughter, linking this novel to corridors of power is ridiculous. If it is routine book review , it is ok.

'Musical Chairs' exercise in futility
It looks like 'musical chairs' exercise in futility. No logic in keeping 1980 batch officers as CIT-appeals. Once again juniors with clout have succeeded in getting plum posts. All have been transferred without any rhyme or reason.

All subsidies are meant for 'powerful'
Prasad says "Build and give free houses to the downtrodden who have no regular income." The LIG houses and plots, highly subsidised by Delhi Government and DDA were cornered by a Chole Bhature wala, in connivance with MLAs. He also owned a large fleet of luxury cars, all for the benefit of MLAs. Still, the case is pending and no one has been punished.
All subsidies and quotas are meant for wealth making by politically strong persons.

Increase retirement age for time being
In the light of the policy of filling up only one vacancy against three vacancies for the last many years - and that too taking a long time to fill up - causing shortage of staff; payment of arrears due to revision of salaries and the Government thereby facing financial constraints; existence of drought conditions in the country and increased spending to meet this situation plus extra expenditure on holding Commonwealth Games and lesser collection of revenues, it would be desirable to increase the retirement age to 62 to postpone payment of retirement benefits. Thereafter the issue of reverting to 60 years-retirement age may be reviewed at the time of General Elections in 2014.

He is gem of a person
I resist myself in offering my comments on the Board as it is a matter within the purview of the Government with various reasons but, certainly, would say that the Chairman 'Prasar Bharati' Arun Bhatnagar has too much gravity in him thru his devotion and extraordinary brilliancy stored in him. Exceptionally, my individual views about BS Lally are that he is gem of person and befitted in the Organisation to tackle various issues.

No prizes for guessing
It is well known that Kerala cadre has dominated the scene as far as senior level postings are concerned in recent years. The reasons are far too obvious. What is lesser known is that there is one cadre in NE wherefrom nobody has ever made it to the rank of Secretary to GOI during last 30 years !! No prizes for guessing which cadre it is. It is the same state which has not produced a single union minister in last 30 years!!! So much for the fair regional representation, equality of all cadres in terms of career advancement of officers and impartiality in GOI selections.

DEBATE ON AGE OF RETIREMENT
If it's ok for teachers, judges, executives in pvt sector, bureaucrats on extension/assignments post-superannuation and politicians to go on and on,so be it for others also upto a limit. Retirement age should be raised to 62 for the reasons of equity & improved life span/health. It'll also mitigate the immediate financial burden on the Govt./PSUs/others.
