Lack of proper planning has lead to shortage of IPS officers

So that by political or other pressures the appointed or elected Commission is not forced!!!
Remove political pressure and don't award Cops for doing their job!!!!
Courts should do their bit and Media should be alert to every sob!!!
Look at it this way….. in the past when Cops went overboard in enforcing the law!!!
Or when 'the law took the law in its hands' in the old days there was a flaw!!!
Media was not that vigilant and so Cops got away with a lot!!!
But now for killings answers by the 'omnipresent Media' are sought!!!
Though Politicians and Cops decry Judicial activism but its good!!!!
And now by the Courts 'accountability' too is slowly but surely being understood!!
So improvement is there …… though still lots more is needed!!!

Austerity measures of GOI : An open letter to Cabinet Secretary
I wish to congratulate the Government for initiating the measures and rightly so at the top , but the need is to make a positive impact and some savings. May I therefore suggest the following -
1. Allow deputations and assignments to international organisations, UN agencies, not for profit organisations, academic institutions etc . Officers should be encouraged to take such assignments, EOL, Leave without pay etc. Assuming we have 1% of the work force out on such deputations/assignments, we make that much as saving
2. Ban Overtime allowance except during parliament sessions. this is one scam the government must curb as it is largely misused and amounts to 1% burden on exchequer
3. Ban the use of government vehicles on weekends and restrict the POL BY 25% as this is another area of gross misuse
4. Restrict domestic travel (NIC should set up video links for video conferences. Likewise, the Indian delegations to international conferences should be kept bare minimum ( 1 delegate, esp to those places that have Permanent Missions, such as Geneva, New York, Brussels etc )
4. Allow officers to forego LTC and get 40 % cash advantage
These are a few examples of what all could be done. I am sure there are many more ways to curb unnecessary expenditure and make good savings

Why extensions?
What happens when a person is given extension is that the juniors, who would have otherwise been posted in his post, loose faith in the system as it is pure denial of opportunity to them. This itself contributes to make them inefficient to an extent. So the Government is itself a participant to make some officers redundant. Their performance may come down and then this becomes a good ground to deny them equal postings in future. And this is a vicious circle from which they may never be able to come out. I suggest that if an officer is really indispensable to the country then it is better to retire him first, then induct him in some commissions or institutions, or in politics by lateral entry. This will help in using his potential and yet not give heart-burn to anyone. Or create a post of Advisor in the same department to utilise this wonderful officer.

Numbers alone don't make the world a better place to live in!
On Sep 14, 2009 NDTV online carried a news item titled "CAG report points at lapses in Games preparation". Herein it was stated that in some cases CAG found that only 42% of work on some CWG stadium were complete. First, CAG is only repeating CWG's own published data. Second, percentage completion is generally reckoned by accounts departments by the expenditure booked on each work. If 42% work has been completed whereas 80% payment has been released, fraud or undue advantage to the contractor has been given. However, if 42% work has been completed against 30% of expenditure booked, then there is a system failure. It is also likely that while civil works have stopped, electrical works may be 60% complete and holding up the civil work at 24% completion. To average the two and say that work is only 42% complete is untrue, even misrepresents the ground reality. Either way the CAG wins!! But how does the nation gain by mathematical prowess alone? Numbers alone don't make the world a better place to live in!

Psychophancy at its nadir !
Psychophancy seems to be at its nadir now. For the last 5 years we have been tolerating seeing the photographs of Mrs Sonia Gandhi under the garb of UPA chairman in the Government advertisements being published at our cost. Now new Minister of Textiles has gone a step ahead. Recently, I saw an advertisement announcing inauguration of a Ministry's project in MP or Rajasthan with a photograph of CM of Tamilnadu in it. I would like to have the reaction of esteemed readers of this site and ways and means to lodge serious protest! Is there any end to it?

For allotment of 1st Floor in Lodhi Colony….
If you are in the waiting list for allotment of 1st floor(type-3) in Lodhi Colony, then meet the JE concerned for Lohdi Colony and keep him happy as he desires; then automatically he intimates the vacancy position immediately to Estate Office. In Estate Office, then get in touch with the dealing hand who once in a month updates the allotment for type-3 and compensate him; then without any difficulty your allotment is made. This is happening even when your allotment is due by turn.
On the whole Ajay Maken must be congratulated because during his term as MOS in this UD Ministry, he was not bothered as to how the allotment was done.His predecessor Jagmohan regularly monitored this. Jaipal Reddy, though he is also a Minister for this Ministry and located in Delhi, must be in Andhra Pradesh only and not bothered about the government employees in Delhi waiting for allotment in a fair way.

DEBATE ON AGE OF RETIREMENT
Yes, some government officials are corrupt and must be weeded out but we must have a mechanism in place whereby this is done at various junior stages. At senior levels, most officials can contribute greatly to the nation. It will be the nation's loss to lose them to a very long and idle retirement. In view of the increased longevity all the more so.

In the light of the policy of filling up only one vacancy against three vacancies for the last many years - and that too taking a long time to fill up - causing shortage of staff, payment of arrears due to revision of salaries and the Govt. thereby facing financial constraints, existence of drought conditions in the country and increased spending to meet the situation, and lesser collection of revenues, it would be desirable to increase the retirement age to 62 to postpone payment of retirement benefits. Thereafter the issue of reverting to 60 years-retirement may be reviewed at the time of General Elections in 2014.

In democracy, where in most of the cases is either 65 years (teaching/technical faculty) or 62 years, the natural justice demands that the retirement age for all the segments(irrespective of their class(particularly who no go father) - in case of Secretaries most of them get extensions or re-employment or posting)retire minimum at the age of 62 years.

I support enhancement of retirement age to 62/65 years for the reason:
Now a days education and attaining to other qualifications and made entry in service at late stage in cases even after 30 years of age, thereby leaving very less time to settle in life and at the time of retirement there are unfinished liabilities, particularly education of children, their marriage and other settlements.
Even if retirement benefits are much better then earlier (yet 50% cut in salary and in most of cases having no shelter) makes it very difficult to meet the requirements and fulfill the unfinished task.
Longevity has increased and so has the capability and capacity to deliver increased. Retiring at 60 is sheer wastage of capacity, capability and experience.

TAIL-PIECE
There was once a washer man who had a donkey and a dog. One night when
the whole world was sleeping, a thief broke into the house, the washer
man was fast asleep too but the donkey and the dog were awake. The dog
decided not to bark since the master did not take good care of him and he (the dog) wanted to teach him (master) a lesson.
The donkey got worried and said to the dog that if he doesn't bark,
the donkey will have to do something himself. The dog did not change
his mind and the donkey started braying loudly.
Hearing the donkey bray, the thief ran away, the master woke up and
started beating the donkey for braying in the middle of the night for
no reason.
Moral of the story " One must not engage in duties other than his own"
Now take a new look at the same story...

The washer man was a well educated man from a premier management
institute. He had the fundas of looking at the bigger picture and
thinking out of the box. He was convinced that there must be some
reason for the donkey to bray in the night.. He walked outside a
little and did some fact finding, applied a bottom up approach,
figured out from the ground realities that there was a thief who broke
in and the donkey only wanted to alert him about it. Looking at the
donkey's extra initiative and going beyond the call of the duty, he
rewarded him with lot of hay and other perks and made him his favorite
pet.
The dog's life didn't change much, except that now the donkey was more
motivated in doing the dog's duties as well. In the annual appraisal
the dog managed "ME" (Met Expectations) .
Soon the dog realized that the donkey is taking care of his duties and
he can enjoy his life sleeping and lazing around.
The donkey was rated as " star performer". The donkey had to live up
to his already high performance standards.
Soon he was over burdened with work and being always under pressure
could not perform to the high expectations. He was fired.
Now is looking for a NEW JOB ...
