Pulok Chaterji is out of race for Cabinet Secretary's post ?
It is now almost certain that Pulok Chaterji is now out of race for the post of Cabinet Secretary. Reason : Incase he is made the Cabinet Secretary, at least 25 officials of 1972, 1973 and 1974 batch will have to be superseded which will be quite an uphill task, rather impossible, for the powers that be.

CWC achieves yet another record turnover
The Central Warehousing Corporation (CWC),of which Managing Director (MD) is B.B.Pattanaik, inspite of an economic slow down affecting the import/export trade and domestic industrial production, achieved yet another record turnover of Rs.849.25 crore during 2008-09 as against Rs.776.23 crore achieved during the preceding year, thus recording a growth of 9.41%. This could be possible due to increase in storage capacity by about 6.50 lakh MT and substantial increase in capacity utilization (occupancy) to 82% as against 73% achieved during previous year, mainly on account of increase in storage of foodgrains and cotton procured by FCI and CCI/NAFED, respectively. Besides, handling of containers at CFSs/ICDs and revenue earned out of container rail transport operations and pest control activities also registered growth. Despite increase in the establishment cost by about 40% due to salary revision and related provisions, CWC could achieve a post tax profit of Rs.110.46 crore during 2008-09. Keeping in view the excellent financial results, CWC has declared dividend at the rate of 30 per cent for the year 2008-09, second time in a row.

AP cadre IPS R Eshwer Reddy dies of cardiac arrest
R Eshwer Reddy, 1989 batch IPS officer of Andhra Pradesh cadre, posted as Inspector General of Police Intelligence (Security), died of cardiac arrest in Hyderabad on Wednesday. Reddy, 58, is survived by his wife, a son and a daughter. He was admitted to a local corporate hospital following heart attack last night and he died in the hospital while undergoing treatment. He was recently transferred to Intelligence Wing after having worked as Deputy Inspector General of Police, Hyderabad Range.

No Consultancy/ re-employment business

Government should ban all kinds of extensions/ consultancy/ re-employments, which are normally given to the near and dear ones. Nobody is indispensable in government. All have similar IQ level, barring some exceptions. It is a fact that that there is no optimal utilisation of HR in Government. It should be welcomed that the Ministry of Finance has implemented some economy/ austerity measures. The Ministry of Finance should issue guidelines for immediate stopping of re-employments after retirements. The temporary office may take officers/ officials on deputation basis. Necessary training can be given to such officials. In no circumstances, officials should be re-employed after 62 years. If any office keeps them after 62, there may be silly excuses for retaining the re-employed officials.

Austerity measures in force even before govt orders

With respect to the austerity measures put forth by the Government of India, Ministry of finance, department of expenditure vide office memorandum dated 7th September, 2009, this is to state that the office bearers of the Commission for Economically Backward Classes under the Ministry of Social Justice & Empowerment, Government of India, comprising of Major Gen (Retd.) SR Sinho - Chairman, Narendra Kumar - Member and Mahendra Singh, IAS(Retd.) - Member Secretary (who were otherwise entitled for air travel in business class) have been traveling in the economy class for the last three years ever since the inception of the commission with a view to economize the government expenditure. Other austerity measures, as envisaged in the said office memorandum, are also being followed strictly.

DEBATE ON RETIREMENT AGE

Retirement Age for all (GEN/SC/ST/MINORITY/etc.):-

65 for people like the Cabinet Secretary - Getting extension one after the other, Professors(in all States) and the real performers. Records like APR and qualities like Integrity Beyond Doubt, ACR through-out Excellent etc. also to be seen at the age of 60.

40 for Non-performers / Loose Integrity / Facing Vigilance case.

Please have mercy upon your average reader, who is fed up with the childish messages from govt. officials on the verge of retirement, pleading for increasing the age of retirement to 62 years. If ever, even by gross mistake the age of retirement is increaed by govt. to whatever age, you will find the same people once again writing at that time to further increase the age limit.

There is absolutely no merit in changing the retirement rule.

The retirement age should be raised to 62 or 65 or even 70 but it must be ensured that nobody how-so-ever influential politically or financially is given extension or re-employed by the Government in any capacity. In the present system the corrupt or influential officers exploiting their proximity to the ruling party or the ministers manage to get post retirement placements even by compromising their work. Majority of the IAS officers even now serve upto 65 years with the good connections they enjoy with the politicians. This benefit needs to be extended uniformally to all the services of the central Government for the sake of equity and justice.

Regarding retirement age, keep non IAS officers retirement age at 62 while the IAS should retire by 60. This would to some extent weed out the two years edge they get over other services. IAS are the defacto ST's and SC's in the caste structure of Indian Bureaucracy. They have reservations galore for themselves everywhere. BTW, I am a middle management cadre officer in a Private Bank and am not a Civil Servant. I am certainly directly affected by the mismanagement of the IAS in my day to day life.
