Radha Krishnan Nair to be Member IRDA
As the grapevine has it,Radha Krishnan Nair is going to be the Member
of Insurance Regulatory and Development Authority (IRDA) after C. R.
Muralidharan retires in November 2009. Presently Nair is Executive Director(ED)
with the Securities and Exchange Board of India (SEBI).He is a post
graduate in Science and Law and holds a Post Graduate Diploma in Management.
R.K. Nair joined Corporation Bank as a Probationary Officer in August
1976. He has held various assignments in the bank including Regional
Manager, Kerala, Assistant General Manager in Mumbai and in the International
Banking Division and Deputy General Manager, Investment and International
Banking Division. R.K. Nair has also held the post of Managing Director
of Corp Bank Securities Limited, Mumbai- a subsidiary of Corporation
Bank. Nair has attended training in different areas, both in India and
abroad. Shri R.K. Nair is also a visiting faculty at various institutions
like National Institute of Bank Management, Pune, National Insurance
Academy, Pune, Reserve Bank of India, Mumbai, BSE Training Centre etc.
He is a widely travelled officer of the SEBI.
3 IPS officers of UT cadre are ADGs
As many as three UT cadre IPS officers belonging to 1980 batch have
been elevated as ADGs. They are: K.K.Maheshwari IG Mizoram, S.K.Jain
IG Chandigarh & P.R.Meena Joint Commissioner of Police Security
Delhi.
R.P. Upadhyaya to be relieved soon
As the grapevine has it R.P. Upadhyaya whose deputation to Enforcement
Directorate (ED) was cleared is soon going to be relieved to join in
the ED. He is an IPS officer of the 1991 batch who belongs to the UT
cadre.
R.P.Singh is unlikely to be CMD, PNB
As the grapevine has it R.P.Singh whose name was okayed by Indian Finance
Minister Pranab Mukherjee for appointment as Chairman cum Managing Director
(CMD) of the Punjab National Bank (PNB) is unlikely to be appointed.
Singh is an IAS officer of the 1976 batch who belongs to the Andhra
Pradesh cadre. He was CMD of the Punjab & Sindh bank, till recently.
An interim posting for Jt.Secretary Banking
As an interim arrangement some officer from Finance Ministry will be
given additional charge of Joint secretary Financial Service i.e. Banking
department. The slot fell vacant yesterday as extended deputation tenure
of present incumbent Amitabh Verma concluded. He is an IAS officer of
the 1982 batch who belongs to the Bihar cadre.
Alok Nigam poised to be Joint Secretary Banking
As the grapevine has it Alok Nigam who is Director cum Special Secretary
Development &Panchayat with the Haryana government is poised to
be new Joint Secretary Financial Service i.e. Banking department. He
is an IAS officer of the 1986 batch who belongs to the Haryana cadre.

The newly appointed Media advisor to Ms.Meira Kumar Speaker of the Lok
Sabha Ms Rakhi Bakshi till now was a Newsreader with the Door Darshan.

Why GOI is dithering in naming new CMD, PNB
?
It is more than three months now; the post of Chairman cum Managing
Director (CMD) of the Punjab National Bank (PNB) has been lying vacant.
In business & financial circles it is being discussed that as to
why the Government is dithering over naming new CMD.The slot fell vacant
after Dr.Kamalesh Chandra Chakrabarty became the Deputy Governor (DG)
of Reserve Bank of India in July, 2009.

Appointments of new Executive Directors (EDs) in different public sector
banks have been delayed. Thanks to a faux pas that has resulted in the
delay. Consent letters to prospective EDs were issued without formal
approval of Indian Finance Minister Pranab Mukherjere on the related
file. This has happened for the first time. However, it was known that
Mukherjee did not clear the file when it returned from his office.
Pranab Mukherjee to decide about EDs in banks
Indian Finance Minister Pranab Mukherjere will decide as to whether
fresh allocation of banks to prospective Executive Directors (EDs) is
made or he approves the file with existing allocation.

Grapevine has it that ML Rawal, who is currently DIG in the
Railway Protection Force (RPF), is going be elevated as an IG.
What caused low popularity of lFS in the past
decades ?
The low popularity of IFS in the past has been, perhaps, because it
is felt that lAS officers enjoy a lot of power in a purely societal
sense. An lFS officer, on the other hand, has to spend a lot of time
outside the country and many people do not find that attractive enough.

Some of the top posts in the CRPF battalions, that have been
increased, will be manned by the IPS.

?
UT cadre IPS officers are not interested in central deputation, or at
least, it appears so. Against the deputation strength of 42, there are
only 20 officials from UT cadre on deputation at the Centre.

Winds of change have begun to blow in Chandigarh ever since Brijendra
Singh assumed the charge as Deputy Commissioner (DC) Chandigarh. Earlier,
he was DC Faridabad. He is an IAS officer of the 1998 batch who belongs
to the Haryana cadre. It may be stated here said that Brijendra Singh
is the son of Haryana Finance Minister Birendra Singh.

Arvind Mehta to join GOI by month end
Arvind Mehta, who on central deputation, has been appointed as Joint
Secretary Commerce & Industries and will be joining Government of
India by the end of September 2009. Presently he is Principal Secretary
(PS) Finance with the Himachal Pradesh Government. He is Himachal Pradesh
cadre IAS officer of the 1984 batch.

Show-cause notice to IRS officers by Election
Commission
As many as six IRS officers have been asked by the ECI to
show cause why disciplinary action should not be taken against them
for remaining absent from his briefing held at Hotel Shngri La, Delhi,
on September 12. IRS officers in the line of fire are Ram Singh of 2000
batch, Satish K Gupta of 1984 batch, Ashok Kumar of 1986 batch, Subrata
Sarkar of 1989 batch, Krishna K Jaiswal of 1989 batch and Ms. Sunita
Verma of 1996 batch. The next briefing is slated for September 18.
Chandra Prakash is new Member (Technology ) Telecom Commission
Chandra Prakash has taken over as new Member (Technology) in the Telecom
Commission. The post had been lying vacant since June after the superannuation
of K Sridhar.

SAIL leads Vishwakarma Rashtriya Puraskar 2007

The Steel Authority of India Limited (SAIL) continues to uphold its
leading position as a crucible of innovation. At a glittering function
held at Vigyan Bhawan on September 17, 2009, forteen of the total 28
Vishwakarma Rashtriya Puraskars presented by the Government of India
for the perfomance year 2007 went to SAIL employees. Sixty-three of
the total 121 Vishwakarma Rashtriya Puraskar awardees or 52% were SAIL
employees. The awards were presented by Mallikarjun Kharge Indian
Minister for Labour & Employment. SAIL Chairman S.K. Roongta while
felicitating the Vishwakarma awardees in the presence of other SAIL
Directors at Ispat Bhavan in Delhi, appreciated their innovative
spirit and urged them to continue their creative endeavours. The
culture of innovation was spreading fast in SAIL, he noted.

A matter to be looked into
How come a junior officer of 1981 batch get as ambassador in Malaysia
while others who are senior by 2 - 3 years not getting the same. It
is because they have no God father to help them. Please FS see to this
. Give benefits to our seniors too those who do not have any God father
like them. Its a shame in our system... Very unfair. I wish the new
FS looks into it.

Govt can save if
.
In the present financial crisis, extra burden on government exchequer
towards payment of retirement benefits and consequential pensionary
benefits can be postponed and retained employees salary can be met out
of the interest that will accrue on their retirement benefits. Government
can also save retirement benefits to some extent as commutation value
of surrendered pension gets reduced and no extra gratuity need to be
paid to the employees who have completed 33 years of service.

Experience of the employee is better utilised without incurring
extra expenditure as the salary of the employee can be met out of the
interest on his retirement benefits. Final retirement benefits such
as commutation of pension etc. gets reduced which is beneficial to the
government.

Is govt serious about austerity measures?
If so, it must look at the ARC recommendations regarding merger
of Ministries. If we can make do with 10 ministers less, it will be
an achievement? Is Mrs Gandhi willing to do this ?
Let all the Ministers surrender one personnel staff to surplus pool
(they will not miss them).
Let all the Secys/ Jt Secys surrender at least what is not due to them
like the excess number of staff deployed in their offices, the amount
of money spend on tea and coffee, overtime claimed by their staff and
drivers. Each JS level and above officer is using a government vehicle
or hiring taxi that costs government upto as much as Rs. 30,000 to Rs.
40,000 per month. Who will bell the cat???????

Austerity - just a publicity stunt
If these people travel from their pockets then its austerity!
If these people transfer their secret funds from abroad to the government
of India account that's real austerity.
If these people forego free passes on railways and telephone and electric
bill for a year then its austerity.
If these people attend parliament sincerely and let it function without
disruption then its austerity.
If these people forego commissions and kickbacks and implement projects
without any delay then its austerity.
Just wearing khadi on the outside covering your Rolex watches and gold
neck laces and zipping with NSG, z++, zzz+++ is just fooling not only
the country but also oneself.

May Good sense prevail
My sincere appeal to both Kalmadi and Singh would be to settle the tangle
without a day's delay else my inner feels about replacement of both
from the panel and there is no dearth of old bureaucrats and technocrats
to handle the situation even if they are appointed to replace them right
now. Even otherwise, long duration on any such positions exploits them
without any reason and rhyme.

Yes. I subscribe to your opinion that the Retirement Age in GOI should
be raised to 62 for once and all. It is well known that Longevity is
on the rise. Moreover, for teachers, judges, corporates and even in
politics, the hexogenarians are outshining by virtue of their age-long
experience and expertise. Then, why the bureaucracy should be deprived
of such benefit? Right to work should not be snatched in that phase
of age when it is mutually beneficial and required for employer as well
as the employee both. After sixty, the social (or family) set up in
India does not 'look for' any help to so called Senior Citizens and
also it does not aspire to 'look after' this group of persons. I am
not blaming anyone - everyone has one's own compulsions. At this age,
only the employer-employee relationship should not be discerned just
because of age factor - more so when the health (physical and mental)
of the individual is fit to deliver the goods.

Your suggestion about increasing retirement age is a valid point. In
fact I would suggest that there should be no retirement age and the
government servant should be made to work till death or else upto 80
years of age which ever is earlier and no pensionary benefit should
be given to him!!!!
