Grapevine has it that Chief Information Commissioner Wajahat Habibullah is being appointed new Governor of Assam. He is retired 1968 batch IAS officer of J & K cadre.
R.P.Singh poised to be CMD PNB
As the grapevine has it R.P.Singh is poised to be the new Chairman cum Managing Director (CMD) of Punjab National Bank (PNB). The post of CMD PNB fell vacant following the induction of Dr. K.C. Chakrabarty as Deputy Governor RBI. Hitherto, R.P. Singh was CMD Punjab and Sindh Bank. He is an IAS officer of the 1976 batch who belongs to the Andhra Pradesh cadre. It may be stated here that R.P.Singh was instrumental in a major turn around of the Punjab & Sindh Bank. At present R.P.Singh is an officer in waiting.
Shantanu Consul rewarded by the PM
The way Shantanu Consul was unceremoniously removed from the Department of Mining at the behest of the then Minister Sis Ram Ola , Prime Minister Manmohan Singh was aware of it. Prime Minister had to shift Consul unwillingly to the Department of Drinking Water. He was keen to rehabilitate consul on an important department and when the opportunity came the Prime Minister himself proposed the name of Consul for the post of Secretary Department of Personnel.
Move to grant extension to DGH surprises many
As the grapevine has it there is a move to grant two year extension to V.K.Sibal Director General Hydrocarbons (DGH) in the Ministry of Petroleum . The move has surprised many, because Sibal's term expires on October 31,2009 but a proposal for his extension has already been moved.

Najeeb Jung has been appointed new Vice Chancellor of the Jamia Islamia University. Najeeb Jung comes from a family of renowned educationists. His great grandfather, Maulwi Samiullah Khan was one of the founders of the Aligarh Muslim University. His grandmother started the Hamidia Girls college at Allahabad and his uncle A.M.Khwaja was Vice Chancellor of the Jamia Milia Islamia and went on to be its longest serving Chancellor from the mid 1930s up to his demise in 1962. Jung studied at St. Stephen's college, Delhi and the London School of Economics, London, before joining the IAS in 1973 batch. He was allotted to the Madhya Pradesh cadre where he served in several districts as District Magistrate, and as Managing Director in two Public Sector Companies. He held several senior positions in the Government of India before spending 15 years at the Asian Development Bank (Manila) and as a senior research scholar at the Oxford University. He is an International expert on energy and has 2 publications to his name on the subject.

The reunion of Indian Forest Service (IFS) officers belonging to the 1979 batch on completion of 30 years of service was held at IGNFA Dehradun from August 24 to 26, 2009. Nearly sixty officers participated and discussed the role of forestry in climate change mitigation. Whereas, it was felt that REDD plus is welcome change after Bali summit ,there was general criticism of the Central Government's approach to negotiate on forestry as many felt that it did not firmly counter the developed world. The isolation of foresters in climate change negotiations did not go down well with the participants. Will the new active Minister for Environment & Forests, Jairam Ramesh take note and make a well-versed team?.

ITDC is being run unprofessionally. The profits are very low. If there is no transport units of ITDC, the hotels will run into losses. The hotels are basically surviving because of Government functions & bookings. I would suggest these be totally privatized and run in a professional way. Regards.

Write ACR in time or be ready for punishment?
Thanks to Central Information Commission for granting justice to a lady officer who was the victim of her superior officer. In a case before the CIC, the Appellant informed that she could not be promoted for the want of documents like ACR for two years. During hearing before the Commission, it was emerged that her superior officers had either withheld her ACR for malafides reasons or for some other mischief. The Commission held that the concerned officials are responsible for dereliction of duties and responsible in so far as writing of ACR is concerned. The Commission directed to identify the officials who are responsible for the missing ACRs, including non- completion of formalities by the Reporting and Reviewing officers. Necessary Penal action would be initiated u/s 20(1) {Financial penalty} and u/s 20(2) {Disciplinary action} for withholding information and laxity in performing obligatory function. All the Reporting/ Reviewing officers should ensure that that they write ACRs by end of the June of every year.

Time scale promotion
The present day controversy about one Group 'A' Service officer is getting more pay than the other Group 'A' All India Service member, can be removed for all time to come if the time scale promotion concept is percolated down the line to all the Groups be it Group 'A', Group 'B' or Group 'C' officer. For example if the qualifying service as Assistant for Promotion to the post of Section Officer is laid down as 8 years of regular service, then after putting in 8 years of regular service as Assistant, the concerned employees should be promoted to the post of Section Officer, irrespective of whether there is a vacancy or not. Similar should be the case with CSSS, CSCS etc. organised services.

Promotions: Ad-hoc Vs Regular
You must have felt/experienced the impact of the changed policy of the CS Division/DOPT with regard to promotions. They are now trying to amend the 'damage' suffered due to non-finalisation of the regular panels in various grades, particularly of Under Secretary and Section Officer of CSS. But in its zeal to make up the delayed process of releasing the regular panels, they have simply stopped the ad-hoc promotion altogether, as if they want to clear the 'backlog' of ad-hoc promotions first. But in the process the problems being faced by various Ministries/Departments due to vacant posts of US/SOs is being simply ignored. There should be no correlation between the regular promotion and the Ad-hoc ones. Personal financial loss to the victims could be a secondary issue for decision makers in the Government. But the need of hour is to fill up all the vacant posts by the quickest method, in the interest of smooth running of the works of various Ministries / Departments also. The current move of the CS Division to go ahead with only regular promotion will not make any change in the incumbency situation in the vacant posts of US grade, presently existing in various Departments for the time being (till the 1995 batch SO are not regularized), as only those, who are actually holding post of US, will be regularized.
Even after finalisation of 2003 batch of US after more than 1 yr of hoopla, the effect on the incumbency position is same, as all the names covered are either already holding the post of US or retired. This will remain so till the finalisation of 2004, 2005, 2006 and 2007 batch at least, if we go by the present indications. How much more time this process will take, is open for anybody's guess. Event the procedural delay should consume about 8 months for this task. Can DOPT allow the vacancies in various Ministries/Departments/Attached Offices unfilled till then? What about the umpteen request letters written by various Secretaries to the DOPT to fill up these vacancies at the earliest?
If the refined form of Ad-hocism in the IAS cadre can be introduced and left continued by way of giving the status of 'Special Secretary' to the entire batch of the IAS if any one of them is included in the 'Secretary' level, on in-situ basis even when no post of Secretary in the GOI is vacant, then what stops the government from giving ad-hoc promotion to the eligible ones from the feeder grade at least to fill up the actual vacancies exiting in various departments/Ministries? I hope that the new Secretary(Personnel) will take up this issue on priority basis and give a fresh re-look on the current policy of promotion in the Central Secretariat.
