BJP's back to bickering,
After RSS's meetings with BJP leaders many saw the 'revolt' candle flickering!!
After the breakfast meeting with Bhagwat they say Advani looked at ease!!!
Seems Bhagwat okayed his ' let me go out honorably please'!!!
Advani is playing games
.. because he feels in Maharashtra BJP
will do well!!!
And then he feels he'll tell his detractors to go to hell!!!
He looked relaxed because he has bought time!!!!
So for BJP basically the man does not care a dime!!
Sushma went to Jaswant to 'cajole' him to resign his PAC Chairmanship!!!
As into this post Murli Manohar Joshi BJP wants to ship!!!
On the other hand now many in the BJP question Jaswant's sack!!!
And many want that he be taken back!!!
Scindia thumbed her nose at 'monosyllable' Venkaiah and sent in a 'Doctor's
chit'!!
In her Delhi home aaraam se karr rahi hai sit!!!
It's Venkaiah whose actually cooling his heels!!!
And looking at the 'nazaakat' of the situation he can't tell anyone
how he feels!!
Laloo says 'For the sins of its Netas BJP is paying'!!!
For once truth Laloo is saying!!
He should know because his Party and he are paying for his sins!!
Nowadays the joke is where to find Laloo
.. just look in dustbins!!
Though Advani feels confident about winning Maharashtra I feel he's
in for a shock!!
Yes with UPA2's performance Congress and NCP are in the dock!!
But Sena is in a disarray and Balasahib is for all purposes tired and
retired!!
And MNS is all fired (up)!!
Udhav is not a vote catcher and does not enthuse Sen'a vote bank!!!!
In fact 'after he was made the heir apparent 'Sena's fortunes sank!!
I wouldn't be surprised if post election MNS could ally with Congress!!!
Why do they call Raj ' as ruthless businessman in a Neta's dress'???
If Congress does go with NCP then NCP's seat share will be cut!!!!!
But how will Congress negate Pawar's created rut???
Well its here that people say Congress may decouple from NCP pre election!!
And then couple up again after the election!!
NCP's is expected to do badly and post election Pawar's 'size' could
be cut more!!!!
Seems for Pawar there is more downsizing in store!!!
In Haryana INLD has come up with some effective ads
. like the
one on Dal!!!
A person hears the price of Dal and says 'kyaa iss mein ghee diya hai
daal'????
Or the one on cheeni
.. Tau kehta tha meethi chai chaiye ya meethi
baatha (baath)!!
Motto
..Abbe dekh ke dokha kyon hai kaatha!!!
Congress will win hands down and Chautala and Bhajan will eat humble
pie!!!!
'Sugarless ' pie with sugar free chai!!!
Kalmadi has proven to be a smart cookie..... for him sports is business!!!
And he really minds his business!!!
An expose shows that for Kalmadi F1 means Family 1st..... 'me and mine'!!!
Crores kiye Kalmaadi apne pariwaar ke liye assign!!
GDP, Deficit, Inflation, WPI figures doled out are for the gallery
clap clap!!
Such figure fixing makes India and Indians take the rap!
Because this fixing gives the Sarkaar excuse not to react!!!
Figures are fixed here and this is a fact!!
Inflation is touching 15% and Sarkaar says it's in negative territory!!!
On GDP and Deficit it's the same story!!
GDP figures say growth was to the tune of 6.1%
reality is at 3%
growth did halt!
Overseas they say figures being doled out by India should be taken with
a pinch of salt!!
Mohna and Montek are masters at this fudging of figures!!!!
Fudging is done and announcements timed
did I hear someone say
'that figures'???
Confucius says
..Never trust Sarkaari stats, figures or rates
..
fudged
lie!!!!
Sarkaar's stats, figures or rates only a fool karta hai buy!

ITDC is being run unprofessionally.
ITDC is being run unprofessionally. The profits are very low. If there
is no transport units of ITDC, the hotels will run into losses. The
hotels are basically surviving because of Government functions &
bookings. I would suggest these be totally privatized and run in a professional
way. Regards.

Write ACR in time or be ready for punishment?
Thanks to Central Information Commission for granting justice to a lady
officer who was the victim of her superior officer. In a case before
the CIC, the Appellant informed that she could not be promoted for the
want of documents like ACR for two years. During hearing before the
Commission, it was emerged that her superior officers had either withheld
her ACR for malafides reasons or for some other mischief. The Commission
held that the concerned officials are responsible for dereliction of
duties and responsible in so far as writing of ACR is concerned. The
Commission directed to identify the officials who are responsible for
the missing ACRs, including non- completion of formalities by the Reporting
and Reviewing officers. Necessary Penal action would be initiated u/s
20(1) {Financial penalty} and u/s 20(2) {Disciplinary action} for withholding
information and laxity in performing obligatory function. All the Reporting/
Reviewing officers should ensure that that they write ACRs by end of
the June of every year.
H.K.Deewan
This is Hilarious. Such a big fraud in the so called biggest democracy
of world. People like Maya's and Mamata's are still better than these
so called doubled faced exposed people.
I can't stop laughing. It is like BJP is caught having incest on
camera and now trying to prove it right as dharma .
Bravo!!! A Medicore "Advani" led to such a Glorious Exposure
of BJP.
Congrats to Indian Public

Time scale promotion
The present day controversy about one Group 'A' Service officer is getting
more pay than the other Group 'A' All India Service member, can be removed
for all time to come if the time scale promotion concept is percolated
down the line to all the Groups be it Group 'A', Group 'B' or Group
'C' officer. For example if the qualifying service as Assistant for
Promotion to the post of Section Officer is laid down as 8 years of
regular service, then after putting in 8 years of regular service as
Assistant, the concerned employees should be promoted to the post of
Section Officer, irrespective of whether there is a vacancy or not.
Similar should be the case with CSSS, CSCS etc. organised services.

Promotions: Ad-hoc Vs Regular
You must have felt/experienced the impact of the changed policy of the
CS Division/DOPT with regard to promotions. They are now trying to amend
the 'damage' suffered due to non-finalisation of the regular panels
in various grades, particularly of Under Secretary and Section Officer
of CSS. But in its zeal to make up the delayed process of releasing
the regular panels, they have simply stopped the ad-hoc promotion altogether,
as if they want to clear the 'backlog' of ad-hoc promotions first. But
in the process the problems being faced by various Ministries/Departments
due to vacant posts of US/SOs is being simply ignored. There should
be no correlation between the regular promotion and the Ad-hoc ones.
Personal financial loss to the victims could be a secondary issue for
decision makers in the Government. But the need of hour is to fill up
all the vacant posts by the quickest method, in the interest of smooth
running of the works of various Ministries / Departments also. The current
move of the CS Division to go ahead with only regular promotion will
not make any change in the incumbency situation in the vacant posts
of US grade, presently existing in various Departments for the time
being (till the 1995 batch SO are not regularized), as only those, who
are actually holding post of US, will be regularized.
Even after finalisation of 2003 batch of US after more than 1 yr of
hoopla, the effect on the incumbency position is same, as all the names
covered are either already holding the post of US or retired. This will
remain so till the finalisation of 2004, 2005, 2006 and 2007 batch at
least, if we go by the present indications. How much more time this
process will take, is open for anybody's guess. Event the procedural
delay should consume about 8 months for this task. Can DOPT allow the
vacancies in various Ministries/Departments/Attached Offices unfilled
till then? What about the umpteen request letters written by various
Secretaries to the DOPT to fill up these vacancies at the earliest?
If the refined form of Ad-hocism in the IAS cadre can be introduced
and left continued by way of giving the status of 'Special Secretary'
to the entire batch of the IAS if any one of them is included in the
'Secretary' level, on in-situ basis even when no post of Secretary in
the GOI is vacant, then what stops the government from giving ad-hoc
promotion to the eligible ones from the feeder grade at least to fill
up the actual vacancies exiting in various departments/Ministries? I
hope that the new Secretary(Personnel) will take up this issue on priority
basis and give a fresh re-look on the current policy of promotion in
the Central Secretariat.
