Four IPS officers to retire this month
Four IPS officers are superannuating by this month end. They
are Mssrs Sukhdec Singh (Haryana), S K Venugopal (Karnataka), S K Sharma
(MP), G C Gupta and M C Govil (Rajasthan ).
Anjali Prasad appointed JS IPP
Ms. Anjali Prasad has been appointed Joint Secretary in the
Department of Industrial Policy and Promotion. She is 1983 batch IAS
officer of Uttarakhand cadre.

B Mohan to be IG, RPF
Grapevine has it that B Mohan, who is currently DIG in the
Railway Protection Force (RPF), is going be elevated as an IG.
Secretary DoNER to retire
Secretary DoNER Jarnail Singh is superannuating on September
30. He is 1974 batch IAS officer of Manipur-Tripura cadre.
Promotions of BHEL GMs delayed
The promotion list of GM's in BHEL is being delayed due to
efforts for enhancing number of vacancies.
Subhash Kumar to monitor Kumbha Mela arrangements
Uttarakhand Government has appointed Subhash Kumar to look
after Kumbha Mela arrangements. He is 1977 batch IAS officer.
Rao posted in Railway Board
K Vinayak Rao, SAG/IRAS, South East Central Railway, has
been transferred to Railway Board and posted as Executive Director Finance
(X)-II. He will replace Harsh Kumar who has been moved to the Northern
Railway.
Delegation from Bhutan to visit RCVP Noronha
Academy
The Bhopal located RCVP Noronha Academy of Administration
of which Director General is Dr. Sundeep Khanna is making waves. A five-member
delegation from Bhutan being headed by its Chairman of Public Service
Commission (PSC) will be in the Academy on September 24 & 25, 2009.
Among other things the Bhutanese delegation will see the rural capacity
building project at the Academy. The Academy is already, for the first
time, conducting foundation course for 79 officers of All India Services.
Vinod Rai, Comptroller & Auditor General (CAG) to Government of
India (GOI), opened it. Other training programmes were already going
on in the Academy. Dr. Sundeep Khanna is Madhya Pradesh cadre IAS officer
of the 1972 batch.
Graduate Diploma Programme in Public Policy
and Management
The Department of Personnel and Training is sponsoring a
twenty one months' Post- Graduate Programme in Public Policy and Management
(PGDPPM) at the Management Development Institute, Gurgaon. Designed
as a high quality programme with a set of core courses as well as a
range of electives, it is scheduled to commence from Dec 7, 2009. It
includes an international module of six weeks duration at the George
Mason University, USA.
Single & prestigious Lok Sabha bye election:
- Congress, BSP, SP fight battle of wits & strate
There is only one Lok Sabha bye election of Firozabad which
is due in November. Date is not yet announced but swords are out &
the battle has become very interesting. BSP has announced three times
MP, SPS Baghel, as its candidate. Samajwadi Party has put Akhilesh Yadav's
wife Dimple Yadav - first female from Mulayam Singh Yadav's family to
enter in politics. Congress has placed Raj Babbar the famous film star,
who recently lost Lok Sabha election from Fatehpur Sikri (Agra).This
election has become so prestigious that BJP is not able to decide its
candidate yet. This has become an election of strategies and tactics
evidently because Mayawati has instructed her think tank under Satish
Misra to manage everything to win this election. The chariot driver
of Mulayam Singh Yadav & the Chanakya of Samajwadi Party, Amar Singh,
who played a very important role in the marriage of Dimple with Akhilesh
is coming shortly from Singapore to take charge of guns to see that
hold of Mulayam Singh continues in his Fortress of Firozabad. Amar Singh
recently proved his manipulative skills when he made it a point that
Jayaprada wins from Rampur despite all odds. Congress has continued
its experiment of bringing youth into mainstream and has assigned Atul
Chaturvedi, who has been recently inducted in the youth think tank of
Congress, after recent Lok Sabha General elections, to plan the battle
formations for this bye election. Results will tell which think tank
actually works & which will survive?!!
1980 batch IAS officer passes away in Jaipur
S. N. Thanvi, a 1980 batch IAS officer, presently posted
as Principal Secretary Home, Government of Rajasthan passed away in
Jaipur early on morning of September 19,2009; due to a massive heart
attack

IPS must start entry in CPMF's
It is high time, now IPS must start entry in CPMF's as Assistant
Commandants. After commanding a company and battalion they will better
command these forces. CPMF officers entry should be stopped forthwith,
let all IPS man these forces. It will be in the interest of country.

Austerity year and shortage of officers
So much is being mouthed about austerity measures that GOI has proposed
but the real vision appears to be sidelined. In the beginning years
after Independence it was generally felt that India being poor country
the Government should not be spendthrift. The country did have towering
political personalities who demonstrated the minimum comfort working
style. Over the years however the real vision has been replaced by tokenism.
Nobody seems to be worrying about real downsizing the Govt machinery
itself. New departments, new posts are being created at the drop of
a hat. Be it UID, NIA, or parastatals etc. Suddenly there is an increase
in the intake of IAS, IPS , IRS etc. The batches have become very big.
Why there is no consistency in the policy of downsizing, nobody knows.
One should think of short term horizontal entry into civil services.
Further let the present civil services be further categorised as Administrative
Group, Police Group, Finance Group. Let there be pooling of officers
from different services into these broad groups for man power requirement
of GOI. I don't think a police service person be wasted in either administrative
or finance sector of GOI. Similarly, why an administrative service personnel
be wasted in Finance sector such as banking, insurance, enforcement
directorate etc. It's waste that officers of IFts are wasting their
caliber pushing files in the ministries instead of preserving forests.

ka bana do. Kyonki is desh mein rozgaar to bahut hainm bus berozgaar
hee nahin hain (arey jab neta hi chipke rahate hain to aur kyon nahi...)

Punish them severely
The bureaucrats, senior Officers or any politician connect in such case
must be punished severely. This is the only issue noticed at appropriate
person. At the same time, the officers involved, if speak out truth
and bring actual persons in lime light, they must be severely tackled.
It is a fact that such big crime is hatched by big fishes always. Small
persons are, mostly, punished but big fishes remain absconding and get
relief. This may not be allowed to happen in this case.

DEBATE ON RETIREMENT AGE
Enhancement of retirement age of central government employee to
62 is to be welcomed by assessing the caliber of the employee. The life
span is high. A panel of the experienced and dedicated employee will
prepared each departments and selection will be made from this list
after verifying the C.R. of his entire service.
