11 IAS officers to retire this month
Eleven IAS officers in the country are retiring by this month end. They are Mssrs G P Sewalia (UT), Ramakant Reddy and V P Jauhari (AP), R N Parasar (Haryana ), Sudhakar Rao (Karnataka), Jarnail Singh (Manipur-Tripura), A N Dash (Orissa), Tejinder Kaur (Punjab), Naresh Dayal and Siddharth Behura (UP) and K S Bandhopadhyay (West Bengal).
AP Chief Secretary to get three months extension ?
Andhra Pradesh Chief Secretary K. Ramakanth Reddy, who is retiring from service on September 30 is likely to get three months extension.

New policy restricts Army officials from changing streams
Indian Army's new promotion policy for Major Generals and Lieutenant Generals implemented w.e.f. January 1, 2009, restricts Army officials from changing streams. Under the new policy, senior rank officers would get promoted into two distinct staff and command posts but would not get any opportunity to change streams while moving up the ladder.
Jharkhand cadre demands reversion of IAS officers
As the grapevine has it. Jharkhand Government, which is presently under President's rule, has sought reversion of four IAS officers of the cadre. These are those IAS officers who are either on deputation at Centre or on inter state deputation.

Public Authority
Co-operative Society - The Commission noted that NCCF and NAFED are Multi State Cooperative Society (MSCC) included in Second Schedule of the Multi State Cooperative Societies Act, 2002 under which the govt. may subscribe to it's share capital and guarantee repayment of any loans and debentures. The govt. may appoint auditor where the affairs of any such society are not being managed in accordance with sound business principles. The govt. has the power to give directions in public interest to the MSCC. The govt. can remove the Board and appoint one or more administrators to manage the affairs of the society. The Registrar is empowered to enquire into the affairs of the Society and cause inspection of the Society.

Public Duty - Referring to the judgment of the Punjab & Haryana High Court in the case of DAV College Trust and Management Society v. The Director of Public Institution (Civil Writ Petition No.2626 of 2008) which lays down that a crucial touchstone for determining whether an organization qualifies to be a public authority is whether it performs a public duty, the Commission held that NAFED and NCCF qualify to be public authorities.

Comments
The concept of Public Duty would greatly enhance the scope of a Public Authority bringing many organizations hitherto beyond the scope of the RTI into its fold.

Government can save !
In the present financial crisis, extra burden on government exchequer towards payment of retirement benefits and consequential pensionery benefits can be postponed and retained and employees salary can be met out of the interest that will accrue on their retirement benefits. Government can also save retirement benefits to some extent as commutation value of surrendered pension gets reduced and no extra gratuity need to be paid to the employees who have completed 33 years of service

Seth would do wonders
Amongst the 3 Senior IAS tipped for the post of Secretary, Telecom, I take this opportunity to say that I have seen the sincerity, devotion and utmost proactiveness in Ajit Seth while I had been in Government of India.
Although, I am out of touch with the Governmental level for the last more than 2 years, but on seeing the name of Ajit Seth, I could not stop myself to put my views.
However, ultimately Government has to take its valuable decision. May Government give strength to Seth to put India on forward mode thru his vast experience.
