It is not that Rahul Gandhi did not ride the car. He did ride in that.

What's happening to IAS officers ?
1) Senior officers committing suicide in Punjab and Orrisa.
2) Senior Officer arrested in Haryana and Himachal Pradesh
3) Several officers passing away in heart attacks.
4)Officer arrested and raided in Jharkhand
5) Senior officer's children arrested!
6) Helicopter crash also claiming an IAS officer
All in a matter of few months. Is it really hard inside the so called
corridors of power?
Also given the current health of officers, is the extension to 62 tenable?

Suggestion - apt and valid
This refers to Praksah's comments on CPOs being officered by IPS. IPS
as a cadre needs a serious thought for restructuring. To be good Police
officer one does need to be a PG but a graduate. Maximum age limit for
entry should be 23 years (24 for SC/ST and OBC). It would be far better
if there is a Police academy on the pattern of NDA and police officers
are taken in after 12th class. Army service of Five years after that
would be ideal. The CPOs must be manned at officers level by IPS only.
Then only do they have the right to provide supervision at higher ranks.
CPO direct recruitment for officers should be stopped immediately. Otherwise,
600 odd battalions of CPOs will merely remain as employment providing
and election winning force.

I do not know him, but can fully understand the aftermath of a heart

Holier than thou
There was much hullabaloo in TV channels this week about the list made
public at CVC website of officers against whom major penalty and prosecution
has been recommended. IAS. It is known that CVC has no jurisdiction
over state governments. But even when IAS are posted with GOI, are all
of them above board? We all know how clean is their decision making
but CBI or CVC could not catch a single officer.

Austerity year and shortage of officers
So much is being mouthed about austerity measures that GOI has proposed
but the real vision appears to be sidelined. In the beginning years
after Independence, it was generally felt that India being poor country
the Government should not be spendthrift. The country did have towering
political personalities who demonstrated the minimum comfort working
style. Over the years however the real vision has been replaced by tokenism.
Nobody seems to be worrying about real downsizing the Government machinery
itself. New departments, new posts are being created at the drop of
a hat be it UID or NIA etc. Suddenly there is an increase in the intake
of IAS, IPS , IRS etc. The batches have become very big. Why there is
no consistency in the policy of downsizing nobody knows. One should
think of short term horizontal entry into civil services. Moreover,
let the present civil services be further categorised as Administrative
Group, Police Group, Finance Group. Let there be pooling of officers
from different services into these broad groups for man power requirement
of GOI. I don't think a police service person be wasted in either administrative
or finance sector of GOI. Similarly, why an administrative service personnel
be wasted in Finance sector such as banking, insurance, enforcement
directorate etc. It's waste that officers of IFS are wasting their caliber
pushing files in the ministries instead of preserving forests.

Allow them and see the results
IAS Officers, if at all, be allowed to join Corporate Sector for 5 years
and come back should be restricted for the act within 8 years of their
service and not for their remaining entire years of service. This will
facilitate IAS to remain attached with Corporate Sector or come back
to IAS.
Similarly other services such as IA&AS, be allowed and come to know
the factual activities and alertness being adopted in Corporate Sector
with fair and uplifting manners of the Company they are working and
understand the Government as a biggest Corporate and contribute fabulously
in the progress of the country as a whole.

Live without Roti, Kapada and Makaan
The prices of essential food items have been going beyond the reach
of the people. The same is the situation as regards housing prices.
In Mumbai for example, since Govt. assumed office, prices which were
depressed earlier, have come up by 25%. They are now rising by 5% practically
every week which shows the support the builders enjoy with the Government.
The people must be thankful to the FM and the Government for teaching
them a valuable lesson on how to live in austerity as far as food and
shelter are concerned. Now Government may also teach the people a similar
lesson for clothing by ensuring that the textile prices go up. Ultimate
lesson: live without roti, kapada and makaan.

Yes. I subscribe to your opinion that the Retirement Age in GOI should
be raised to 62 for once and all. It is well known that Longevity is
on the rise. Moreover, for teachers, Judges, Corporates and even in
Politics, the hexogenarians are outshining by virtue of their age-long
experience and expertise. Then, why the Bureaucracy should be deprived
of such benefit? Right to work should NOT be snatched in that phase
of age when it is mutually beneficial and required for employer as well
as the employee both. After sixty, the social (or family) set up in
India does not 'look for' any help to so called Senior Citizens and
also it does not aspire to 'look after' this group of persons. I am
not blaming anyone - everyone has one's own compulsions. At this age,
only the employer-employee relationship should not be discerned just
because of age factor - more so when the health (physical and mental)
of the individual is fit to deliver the goods.

Your suggestion about increasing retirement age is a valid point. In
fact, I would suggest that there should be no retirement age and the
government servant should be made to work till death or else upto 80
years of age which ever is earlier and no pensionary benefit should
be given to him!!!!

(1)Large number of eligible young men are without employment in the
