Dr. VK Bahuguna attends global meet in Nepal
Dr VK Bahuguna had delivered the Key Note address in a recently held
International workshop on Community Forestry in Nepal .The workshop
was held at Pokhra, Nepal from 15th to 19th September 2009 and was organised
by the Government of Nepal. It was sponsored by FAO and other UN agencies.
200 participants attended the workshop from 46 countries. President
of Nepal Dr Ram Baran Yadav inaugurated the workshop. Dr Bahuguna also
chaired two plenary sessions and helped in finalisation of the world
charter on Community Forestry 2009. This is the second time that he
was invited by the international audience to give the Keynote address.
He had also given the keynote address in 16th Commonwealth Forestry
Conference at Perth in April 2001.Dr Bahuguna is an Indian Forest Service
(IFS) officer of 1979 Batch belonging to Tripura cadre. He is presently
with the NRAA.

Does the Ministry of Statistics and Programme Implementation need an
IAS Secretary?
Ministry of Statistics and Programme Implementation, Government
of India have been under the Non-IAS Secretary, Dr. Pronab Sen, a well-known
economist of International fame and repute since last two and half years.
An objective evaluation of the system under Non-IAS Secretary is the
need of the hour. In view of Dr. Sen's proximity to the centre of power,
Government may be reluctant to do this exercise, but in the larger national
interest of strengthening the National Statistical System, this exercise
should be done sooner than later. I am confident that Dr. Pronab Da,
being an excellent economist, would also welcome such a move.
The National Statistical Commission constituted under the Chairmanship
of Dr. C. Rangarajan to find out a better mechanism for ensuring reliability,
adequacy and timeliness of statistical data sets recommended constitution
of a permanent National Statistical Commission with a secretary designated
as Chief Statistician of India (CSI). CSI has been made ex-officio Secretary
to the Ministry of Statistics and Programme Implementation. Unfortunately,
in spite of the best efforts of Dr. Sen, the system so envisaged is
in reverse gear.
Time-lag in release of data has increased. For example, data for 63rd
Round (July, 2006 - June, 2007) of NSSO is still to be released although
the fieldwork has been completed more than two years back (June 2007).
It may not be out of order to submit that according to directives the
data should have been released by June 2008 itself. Is anyone accountable
for this inordinate delay? Is it not true that this has partly happened
because of pre-occupation of some key officers in writing personal papers
ignoring their basic duties and partly because of demotivating style
of the present leadership in NSSO? Independent researchers have observed
that the unit level data of NSSO of recent few rounds have serious reliability
problem. Moreover, nothing has been done for improving the adequacy
of the data sets. Thus, the system, on all three counts, namely, reliability,
adequacy and timeliness is in reverse gear.
Indian system is yet to mature to be self-motivating and self-driving.
Therefore, too friendly approach of Dr. Sen is proving counterproductive.
Senior officers have no fear and hence neither responsible nor accountable.
Otherwise, can anyone explain as why in the last week a workshop has
been arranged by Data Processing Division in a five-star hotel at Ahmedabad,
far away from its headquarters, Kolkata, in spite of recent austerity
circular? Against the normal quota of ten, thirty odd officers performed
air-travel from Kolkata to Ahmedabad for the workshop. Has this workshop
been arranged at Kolkata the expenditure would have been just 1.5 lakh
against the present expenditure of Rs.15 lakh.
It is surprising that the Ministry has no sense of urgency for addressing
urgent needs. The post of ADG, DPD is vacant since 1st July 2009 and
a panel of officers is available for the posting. But posting has been
delayed basically because of gender bias. It is an irony that ISS Officers
desires parity with IAS in promotion and facilities, but do not want
similar parity in responsibility or liability. Delhi based officers,
especially from fair sex, avoid posting at Kolkata at all cost. There
are many other serious issues which cannot be put in public domain for
obvious reasons. But we hope that the UPA Government, which is serious
about transparency and accountability, will definitely consider posting
an IAS Officer as Secretary of the Ministry at least for administrative
work.

Regarding NSA annoyed at leakage of China incursion report
The NSA has already proved less than capable of holding his post, following
the 26/11 attacks. Covering up yet another security goof, and lulling
the nation into complacency regarding Chinese intentions, smacks of
the behaviour of the security setup immediately prior to the 1962 Himalayan
blunder with China. Indeed, already we are seeing the same sort of behaviour.
Is it a coincidence that after the demoralization visited upon the armed
forced by the VIth CPC, the Chinese are acting up, and the Pakistanis
are too? Who knows, maybe the whole VIth CPC fiasco vis-a-vis the armed
forces was engineered by the far more competent than ours secret services
of our two enemies in the region. Our armed forces demoralization is
their gain! We are a nation of fools, if we forget our recent history
so quickly. Or if we allow crooked elements to subvert us from within.

Don't lose sight of Shiv Shankar Menon
It is indeed a pity that former Foreign Secretary Shiv Shankar Menon's
exceptional talent is being wasted. He has not been given any position
so far after retirement. His services are priceless and should be utilized
immediately. His knowledge of Chinese affairs could be very useful.
Hope the PM does something fast.

bodies.
According to reports published in your website Raji Philip, CMD, Hindustan
Paper Corporation (HPC), was selected for the position of CMD - BHEL
in December 2007 by PESB. Now again in 2009 another committee consisting
of senior IAS officers (without a common member) has selected him for
CMD - BHEL. But on both occasions he has been pushed to No.2 position
despite the fact that he heads the second largest organization (HPC,
which is next to BHEL in terms of scale, size and performance) in the
Department of Heavy Industries and had exemplary performance record.
If anybody suspects a deep rooted conspiracy, he can not be blamed.
It was well known that Santhosh Mohan Dev was the evil force in 2007-08.

IPS officers are welcome in CPMF
Being an officer in CPMF I would love this idea of IPS officers joining
CPMF at the level of assistant commandant. Let's eradicate casteism
(different entries of officers such as IPS,AC(DE), promotee officer,
S S officer of army etc.) among officers. I would further wish and hope
that at some stage we must think of a one cadre of all gazetted class
A officers in whole India. Let's have a single entrance for all types
of officers, be it IPS, IAS, CPMF, states administrative officers etc.
Till we have different cadres, we cannot expect progress. I think Class
A officers of India are among the most learned and suitable persons
in the country and if we could not bring them on same platform then
we can never hope to be unified in the country.

Yes, retirement age should be 62.

It is my opinion the retirement age should be increased to 62. In most
countries the retirement age is 65. I don't understand why there should
be any objections from any quarters if there is an increase in the retirement
age. The seniors have an advantage of experience and awareness of the
rules and regulations unlike the younger lot today .If they are fit
they should be allowed to serve for more years. Of course an option
is always there that if one wants to retire at 60 he/she may do so.

It is known that the Law Commission has recommended the age upto 70
years. If that be so, why not apply the same formula for bureaucracy
as well. If it is only the table job for honorable judges, so is the
case with senior officers whose job is is to apply wisdom and judicious
analysis on the files, which in turn helps the entire nation. I thought
the whole thing needs to be more rational.

Weed Out Dead Wood,First !!!
There is a strong case for raising the age of retirement in the GOI
from 60 to 65 years at par with the teaching fraternity. The IAS officers
are already enjoying the benefits by way of getting re-employment in
CATs, Commissions, Committees, Regulatory Authorities and so on. Some,
even, beyond 70! Then, why deny the same benefits to the non-IAS ? Is
this not discriminatory? But, before embarking on such a course of action,
the GOI would be well advised to first chop off the dead wood to achieve
savings. About 50% human strength in the GOI could be given the golden
hand shake, straight away, by a conservative estimate. Only the efficient
officials deserve the benefit.

No public servant of any kind should be allowed to hold any kind of
office beyond 65.This should include MPs and Ministers. On retirement
all their assets should be confiscated by the state. This will check
corruption and abuse of power. More old age homes for the retired should
be started by charitable organisations and they should be herded there
to roam like empty asses and graze in the commons.
