Krishan Kumar Khandelwal, the State Chief Commissioner of Haryana State
Bharat Scouts and Guides was conferred with the highest award of Bharat
Scouts and Guides 'Silver Elephant Award 2007-08'. A young & dynamic
IAS officer who is known for his administrative acumen Khandelwal belongs
to the 1986 batch & is from the Haryana cadre. President Ms. Pratibha
Devisingh Patil gave the Award to him at a function held in Rashtrapati
Bhawan, Delhi on September 23, 2009. Khandelwal has been in the Scouts
movement since his childhood. The award was in recognition of his contribution
for furthering the same in Haryana.

Yet another feather in the cap of Central Warehousing
Corporation
Yet another feather in the cap of Central Warehousing Corporation (CWC)
of which Managing Director (MD) is B.B.Pattanaik, has been added as
the Corporation has been elevated from a Schedule "B" public
sector undertaking (PSU) to Schedule A undertaking. Its notification
was issued on September 23, 2009. Last time it was notified as Schedule
"B" in October 2001. Earlier it was a Schedule "C"
PSU. The Government of India (GOI) does this kind of elevation after
an evaluation on qualitative & quantitative parameters. While, CWC's
turnover in October 2001 was Rs.340 crore, at present it is Rs.850 crore.
Remarkable thing about the CWC is that at a time when PSUs & corporate
companies were battling with global recession, it had achieved yet another
record turnover of Rs.849.25 crore during 2008-09 as against Rs.776.23
crore achieved during the preceding year.

CISF officers feel cheated
Some 150 Group A officers recruited in the CISF through the civil services

Tenth book published by B K S Ray
BKS Ray (I.A.S., 1972, Chhattisgarh Cadre - retired) has
released three books written by him in Raipur. These books are (a) Krantikari-Atankwad
ke Viruddha do mitron ki kahanai (b) Meaning of a Midnight and (c) Yellow
Leaves Are Falling. While the Hindi novel is against extremist violence,
the remaining two books happen to be English poetry relating to love,
loneliness, despair and death.
With these three books, Ray achieves the distinction of being the author
of 10 books so far.

HUDCO reduces its lending rates for Housing
Housing & Urban Development Corporation Ltd. (HUDCO) has effected
major reductions in its floating lending rates ranging from 1.5% to
4% for its housing loans.
In respect of the social housing sector covering Economically Weaker
Sections (EWS), and Low Income Groups (LIG), the new floating rates
would be 7% to 7.50% instead of 8.5% to 9%.
For the affordable housing through private sector, for loans up to Rs.15
lakh, the rate would be in the range of 9.5% to 12% based on loan slabs
as compared to the 13.5% earlier. For loans of more than Rs. 15 lakh,
the rate of interest has been reduced to 13% from the earlier 13.5%.
In addition, under its individual home loan portfolio, an overall reduction
of 0.25% has been provided, in the fixed rates, from 13.75% to 13.5%,
and an additional reduction of 0.75% has been provided to Women beneficiaries,
and all beneficiaries belonging to SC/ST categories. Thus for these
beneficiaries, the effective new fixed rate would be only 12.75%.

Should civil Servants be allowed to join private sector for 5 years
as a rule ?
In my view the bureaucrats /Civil Servants should be allowed to go on
deputation in private sector as it would provide good knowledge / experience
of working in private sector and also would help effectively implement
the Government policies. This would also help in modifying and amending
the Government policies as may be required. This practice is being followed
in many developing countries like Japan and if I am not wrong this practice
had been existing in India also few decades back. However, it would
be desirable that a fair criteria is adopted to allow deputation in
private sector to avoid possible nexus between the bureaucrats and the
private sector as has been apprehended by some colleagues in this column
.

Irony of IRPS
IRPS, one of the organised Civil Service is waiting for intervention
of MR as Board is yet to render it appropirate number of DRMship. The
irony of this service is its seniors are made GMs but it is not getting
its due for DRMship which is essential to become GM.While 1980, 1981.
1982 batch of IRPS is waiting for DRMship IRPS officers of 1980, 1981
and 1982 batch are being denied their due posting. The rumour is other
members don't want them their due by sharing their quota. People are
wondering what is the point in joining Civil Service if one get relegated
below Engineers who never cleared even Prilims of CS Exam. Hope some
one is listening IRPS plight.

Stagnation is the reality in Para-military Forces
Stagnation is the cruel reality in all ranks of all Para-military Forces.
There is no career policy for any cadre in any of the Central Police
Organisations. Government of India in general and Ministry of Home Affairs
in particular has been fooling the Officers of Central Police organisations
for long time. It may be appreciated that there are more than 10,000
Officers in all CPOs which is a convincing total to have a separate
career policy and organised cadre. It is high time that MHA take cognizence
of genuine grievances of CPO officers and reward them with organised
service and better career policy else frustration will continue to rise
and consequences can only be imagined. This is also fact that in our
country plethora of Central Police Organisations are working. The Officers
of same batch in one Force are DIG, where as in other they are either
Commandant or below. This type of incidental or accidental promotion
is not in the larger interests of any one. Such anomalies are required
to be done away with as early as possible.

Officers be allowed to grow in that organization
I think Officers in every department should be allowed to grow in that
organisation instead of adhocism, which is prevailing presently in the
country. There are already many police academies on the lines of Army
(IMA) but maximum age limit for induction should be 22 years for all
(No age relaxation for any category). Like in Army, there should be
no reservation on the grounds of caste and creed for induction in Police
Forces. Only then, this country will be able to get motivated, dedicated
and good police officers. Every CPO should be manned by their own officers
only who have grown up in that organisation like in Army, Navy &
Air Force. I think that there is no need to restructure the IPS cadre
instead there should be no recruitment of IPS officers all together
and it should be stopped for once and all. Only then, this country will
be able to come out completely of the clutches of the colonial rule
of bureaucracy.

The retirement age has to be increased to 62 considering the high life
expectancy and better health conditions of employees. This may be linked
to the number of years of service.Those who join at at 22 may retire
at 60,but those who join after 25 years may be given retirement at 62.In
short maximum service may be fixed at 38 years or till 62 years for
GrA officers and 40 years or till 62 years for all others.

For wholesome development of the human body every tinniest part of the
body has got equal weightage and importance of its own when compared
to the large and big parts of the body. Similar is the case with Government
of any country of the world including India who has to take along with
her every person's interests whether old or youth and allow them to
participate and contribute in the wholesome development of the country.
So, by increasing the retirement age of the civil servants to 62 the
Government will only extend to them the opportunity to contribute in
their own way, keeping in mind their strength and weaknesses, the plethora
of experience and expertise they have developed in themselves, first
by letting the Govt. withhold their terminal benefits and use it economically
and strategically for the national development, and, secondly, there
are more than one new sectors coming up in the economic scenario where
the energy of the youths could be utilised, it is not only the Government
sector alone where youths of the country could find for them the new
job opportunities. So my vote is for the PM to enhance the retirement
age to 62 years for all the government servants. Further, the aspect
of increase in the retirement age to 62 years should not be seen in
isolation. First, with the DOPT ban in operation on filling up of the
vacant posts resulting as a consequence on the retirement on superannuation/
VRS, death, resignation etc. etc., I would like to know how many of
the vacancies have been filled, I hope, very few, worth the mention.
On your website it has been reported that Law Commission of India has
recommended uniform retirement age of 70 years for tribunal heads. So
what is the harm in increasing the retirement age to 62 years for all
the Government employees. For the Government employees not in favour
of this suggestion may seek voluntary retirement at their own usual
date of retirement as at present.

Granting extensions on individual basis is denial of equal opportunities
to the affected. Retirement age should be enhanced to 62 years but thereafter
no extension to any body should be given. If at all Government considers
extension to any body after completing 62 years then it should also
consider extension to every that person who has good record of his services.
