Secretary level postings are expected to take place in the Government of India in a day or two. A couple of new Secretaries are to be appointed.

In the final round now there are reportedly only two contenders for the post of Secretary Telecom. They are 1973 batch Kerala cadre IAS officer P J Thomas and 1974 batch UP cadre IAS officer Atul Chaturvedi.
Who will be Secretary DoNER?
Who will be Secretary in Indian Government's Ministry for Development of North Eastern (DoNER)? This question is doing rounds in corridors of power.
BK Handique for an IAS who has an experience of the North East
As the grapevine has it, BK Handique, Indian Minister for Development of North Eastern (DoNER), wants such a bureaucrat as his Ministry's new Secretary who has an experience of having served in the North East. Though, a panel of five IAS officers was sent to him, Handique has reportedly made it clear to the PMO that only that officer should be posted as Secretary DoNER who has at least handled the desk of North East in GOI or has served there in the NE region.

Andhra Pradesh Chief Minister Konijeti Rosaiah has granted three months extension to Chief Secretary P Ramakanth Reddy . He was to retire on September 30,2009.

Many posts go up in review of IFS in Tamil Nadu
Many posts of Indian Forest Service (IFS) belonging to the Tamil Nadu cadre in a recent review have gone up. Posts of Additional PCCF has increased from four to 10.Similarly posts of CCF will be now 23. However, number posts of CFs, which was earlier 20, has been slashed to 16.

The career prospects of Indian Information Service (IIS) officers are expected to get a boost after Raghu Menon has Joined as the new Secretary in the Ministry of Information and Broadcasting. To begin with Menon has decided to lift the ban on forwarding the names of IIS officers for central deputation besides asking his department for speeding up SAG level promotions upto 1991 batch. Public Authority

Allotment of Government accommodation - A complaint was filed for deficiencies in the information made available on the website of Directorate of Estates which is not in conformity with section 4 of the RTI Act. Deficiencies included the list of vacant units are not viewable, Tables are not in real-time, Categorization of allotment is vague etc. The Applicants complained that database information is not being meaningfully accessible and the Government employees entitled to the accommodation have been inconvenienced and public at large also affected. The respondent committed before the Commission that the reconstructed website incorporating the points raised by the complainant would be on-line shortly. The Commission disposed the complaint with the stipulation that improvement of the website may be made a constant endeavour as per Section 4(2) and (3) so as to keep the public authority in compliance to the Act.
Comments
Most government servants posted to any Metro have faced the problem of housing. A system wherein the availability and allotment is transparent would make life easier.

Every service has its own importance

Recently on your website, there is lot of IAS and IPS bashing going on.. Some of the issues raised should be looked into but majority reflect such ideas which show the tunnel vision to look things in perspective. Vague views such as abolition of IAS and IPS service totally, not knowing the views in proceedings of constituent assembly, centre state relations, federalism etc show ignorance of utmost order. Every service has its own importance, that is why it is created in this country. It seems some officers, whether of departments or CPO"s are taking pride in ridiculing others..

Nice to hear that IFS officer Kurien is making mark in Government of India. I read two days ago that Dr VK Bahuguna another brilliant IFS officer was delivered the key note address and Chaired two sessions in International Workshop in Nepal on Community Forestry. Such officer are making their profession proud in the midst of sullied image of Environment & Forest ministry during the last three - four years.

DoPT and UPSC are two stumbling blocks in carrier progression of engineering services. DPC proposals are kept for months and clarifications takes sometimes more than 6 months. These bodies do not consider experience at director level under central staffing scheme in their parent cadre for promotion to SAG. What a mockery of the system. Secretary DoPT may look into it.

Yes retirement age should be 62 so that benefit of experienced persons can be availed of

In recent years the Government of India has played ducks and drakes with the retirement age of government servants. This is a national disgrace. The ducks retire at 60 and the drakes retire at 62. The geese retire at 65. You show me the face and I will show you his retirement age is the new rule. There must be only one retirement age for all government employees. 65 years is a good choice as initial recruitment these days is so late. I have seen a father and his eldest son together in Mussoorie as probationers both in different services. This is against the law of nature yet no one in the UPSC sees the absurdity of recruiting persons upto 35 years. The old rule of catch them young,21 to 23 years and 3 chances at the exam was best as the probationers were malleable and could be trained. Now a 36 year old probationer says that training in Mussorie did him no harm! Also the interview must have a minimum qualifying 40% for appointment as in the past or else what is the point of having an interview? Doctors and Engineers were banned from sitting for the exam in the past and this rule should be reimposed, as their education and talents are wasted in the civil service. Tinkering of the rules by politicians and non resistance by the UPSC to such tinkering of rules is the cause of the decline of the civil service in India.

Retirement age should be raised to 65 for general civil officers and 70 for Scientists and Engineers in the Government of India as well as in the State Governments and new fields should be created to generate employ fresh skilled manpower in the country.

Life span of human being is increased. More over financial burden on Government exchequer can be postponed in view of the present crisis. Employees are retained on free of cost as their own retirement benefits will earn the interest more than their salary and retirement benefits such as gratuity, contribution of government towards pension can be saved.
