It is unfortunate !
It is unfortunate and demoralising for the professional Bankers having long and successful innings as Managers(scale-1 to scale- 8) and on turn being denied the opportunity of promotion as CMD and rather a bureaucrat (IAS)with extra curricular interests(Without any prejudice to RP Singh) is picked up out of blue to head the bank as CMD. My sympathies to the "dummies".

Time scale promotion can be a good concept if adopted in good zeal otherwise it will go ACP way. It can certainly address the problem of stagnation. It should be adopted for all cadres.

No service is lesser than other service
I had been reading a lot of comments by almost all the civil servants, their associations talking about superiority over each other. I think no service is lesser than the other service and each one works for the nation. That is a different issue that how many of us think our nation as a whole and how much we contribute to the service we are working for. The best way to end this rivalry and ill-will against each other is to (i) have only 11 scales in whole of India i.e. if Group D staff is getting Rs 100 the highest paid civil servant/Minister/PM/Vice-President/President should get Rs 1100. This is the formula adopted by the most advanced nations. (ii) Centre and state government scales should be the same.(iii) categorization of states i.e. A B and C should also be dispensed with so that the allowances attached to Basic pay in all the states are the same. This would reduce the burden on Metro cities too. (iv) For allowances, the only exception should be for the people who are working at Borders or difficult places be given hardship allowance. And also the doctors be given NPA as at present.(v) Tax for the working class should be uniform rate of 10% for all the Government servants. I am sure if this is really done, this would reduce lot of administrative burden of Government of India.
