It is felt that 6th CPC is basically formed to enhance the pay scales
of senior officers as evident from the following:- i) The difference between the lowest and highest pay scales is (PB-1
Rs 5200 + G/Pay Rs 1800) Rs 7,000 and 90,000 (fixed) (ratio of 1:12.86),
while the lowest paid survives with meager Rs 7000 per month the highest
paid will be finding it difficult to put such huge sums in various investment
schemes. While lowest paid employee gets Rs 350/- on 5% increase in
DA, the senior officer will get Rs 4500/-. It amply illustrates the
discrimination, though the market rate is same for both. It is also
important to highlight the additional perks and facilities being provided
to the senior officers in the form of 24x7 staff car, free telephones/mobile/internet,
newspapers/periodicals, office refreshment etc. A ratio of 1:6, with
a minimum scale of 15000/- would have been reasonable, considering the
present market rate, but who cares. ii) On the one hand Pay Commission/Govt have created new Pay Scale
HAG + for senior officers and upgraded scales of almost all senior cadres
and even certain subordinate categories like Nursing Staff, Teachers
and CPMF, on the other hand they have merged the pay scales of the major
work force with pre-revised scales of 5000, 5500 & 6500. As a result,
these categories are deprived of any promotion in future, while all
other cadres have promotion avenues open. It is hard to understand why
such a discriminatory stand against these categories. The pay commission
had been insensitive and has done a great disservice to the subordinate
cadre. iii) The pre-revised pay scales of Central Secretariat Staff and other
field offices were on same grid, which have now been separated with
higher scales for CS Staff, discriminating the Staff of field offices. iv) Officers having Grade Pay Rs 4800/- are allowed an automatic jump
to Grade Pay 5400/- on completion of 4 years in the scale, while this
benefit is not given to any other scales. v) Group 'A' officers right from bottom to top have been awarded bonanzas
and still more are in pipeline to please them. Many Cadre officers are
again placed in higher Pay Bands and provided with higher Grade Pays.
The mighty has his way to get things done in India. Bureaucracy has
a big role in deciding everything in our country. The ruling class dance
to the tune of bureaucracy. vi) The much publicized Modified ACP has come a damp squib with its
hierarchical clause for grant of grade pay, benefiting none. The employees
were cheated. Veliyam Sasi Drought on earth in India is officially over ! Now that India has discovered water on the moon the drought on earth
here in India is officially over. All that needs to be done is to connect
a water pipe from the moon to India. All austerity measures introduced
by the Government due to the prevailing drought will be withdrawn and
Shashi Tharoor will be allowed to joke again.Truely India has become
a Superpower D Choudhury Your Excellency, Caste discrimination I am writing to you with regard to the long standing India's position
on caste discrimination, asking UNHCR not to club it with other human
rights 2. In this regard, you would like to be informed that caste discrimination 3. For years MEA, India has implemented the recruitment and all key
positions Thus from a profoundly upper caste body, you cannot accept anything
but such a position on caste discrimination at the international fora. An IFS officer Heart burning in the ISS? Your report about ISS postings in MOSPI is correct. Some more transfers/postings
have since taken place, causing acute heart burnings in the ISS. The
transfer guidelines have not been followed at all. I would urge upon
the Editor-in-chief to give space to my personal views on this great
web-site for the public to know how postings are made in the government
of India on considerations other than merit. S K Gupta State will progress Karnataka is fortunate to get him as Chief Secretary of the state.
State will certainly progress with him as Chief secretary. B V Kulkarni DEBATE ON RETIREMENT AGE Yes Ravindran mithila@hotmail.com What is all this fuss about increase in retirement age? Justification
in terms of better life expectancy is utter non-sense. Even if so, have
they not enjoyed government hospitality for too long. I think it is
just a clever mask to cover-up the bitter reality of living on medicines
(huge medical bills), unproductive output (even closing many departments
will have no effect), wasteful office expenditure including unnecessary
travel (criminal on resources). Do they really have desired energy and
efficiency to deliver? And is it really worth considering even when
there are many unemployed young people with lot of energy, new ideas
and enthusiasm to waiting indefinitely in the hope of getting something. Personal aswing@rediffmail.com Yes Y S Jain ysjain@corpbank.co.in Eight crores registered unemployed in India. Unless people retire timely,
how can some of them get jobs ? Moreover, it is a fact that present
government employees are paid much more than most of them deserve. So
they better retire by 55 yrs of age and make way for others. D K Jadhav beenu68@yahoo.co.in Retirement age should be increased to 62 m.p.nathanael paulnathanael@hotmail.com Age needs to be raised in view of financial savings, availability of
experience and longer lifespan. mathew.c kunnumkal kunnumkalmathew@yahoo.in Retirement age should be raised to 65 for general civil officers and
70 for Sceintists and Engineers in the Government of India as well as
in the State Governments and new fields should be created to generate
and employ fresh skilled manpower in the country. O P Kasana opkasana@rediffmail.com 21-9 Yes A K Goel akg123akg@rediffmail.com In the present situation the age of retirement should be 62. But the
age of retirement of teachers of central institutions should be reduced
and young and qualified teachers should take over to save the educational
institutions from disaster. Let the government constitute a committee
to verify the efficiency of such teachers. Dr B K Mohapatra bkm.777@rediffmail.com Yes Kunal Sharma kunalsharma@gmail.com By enhancing the age from 60 to 62, the Govt. will get more experienced
personnel in different departments. Now, due to health awareness, people
are more energetic even upto the age of 70. However, benefit of enhancement
should be given only to those who qualify the medical board and purely
on the basis of service record. Moreover, younger generation does not
want to join Government. Their theory is to keep four appointment letters
and one resignation letter in their pocket every time. Ghanshyam ghanshyamdass7@hotmail.com It will help stability Thara thara307@gmail.com The Retirement age should not be raised to 62 years. Saibal Sarkar sarkar.saibal There should be a uniform retirement policy through out the country
and in all the government sectors; state as well as GOI. The officers
having wide experience in vital government functions should be retained.
However, there may be a scrutiny at attaining the age of 58 and 60.Only
the officers who are bright and honest should be retained beyond 58. Suresh sureshpadhi@hotmail.com No, retirement should not be increased at any cost. Bando sbando@email.com No, not at all ...give a chance to youngsters to serve the nation. Som Lal Retirement age may be abolished with the proviso that after the age
of 60 there should be a certificate from a nationalised lunatic asylum
at Agra or Ranchi certfying the sanity of the government servant. D Choudhury rameez.raja87@yahoo.com I agree. It should be 62 years. Anil Anand anil8788@hotmail.com Yes, it should be 65 Pradeep pkbhatnagar16@gmail.com Yes Ravindran mithila@hotmail.com Yes Y S Jain ysjain@corpbank.co.in There is no harm in enhancing the age limit provided that promotional
avenues are not blocked at all for the officers or other ranks due and
eligible for the promotion. Rajnish Lamba rajlamba123@gmail.com |
