Vijay Dev to join in Goa
As the grapevine has it, Vijay Dev, an IAS officer of the UT cadre,
is poised to join the Goa Government from Arunachal Pradesh. He belongs
to the 1987 batch. It may be stated here that Dev had served in Goa
earlier also.
Anil Verma is London based Minister Economic
Anil Verma an IAS officer of the West Bengal cadre who belongs to the
1989 batch has assumed as the charge as London based Minister Economic
in the Indian Embassy. Prior to this he was private secretary (PS) to

Alok Sinha is Joint Secretary Civil Aviation
Alok Sinha -II is Joint Secretary Civil Aviation. The slot had fallen
vacant in the wake of Arun Mishra having gone to Montreal as India's
representative at the International Civil Aviation Organisation (ICAO).
He is an IAS officer of the 1986 batch who belongs to the Uttar Pradesh
cadre. Sinha had earlier also served in the Civil Aviation Ministry.

LTC rules relaxed
The Government of India (GOI) has relaxed leave travel concession (LTC)
rules for its officers & employees. Accordingly GOI staff members
will be able to claim taxi bills while availing LTC, if they went to
place by taxi. So far only travel by air, train or bus was only allowed.
This will enable physically challenged family members also to go with
GOI staff members when they would avail LTC.
TDSAT is defunct
As per the law Telecom Disputes Settlement And Appellate Tribunal (TDSAT)
is defunct, as it has no Chairman as of now. As long as the new Chairman
is not in place petitions meant for jurisdiction of TDSAT will have
to be filed in High Court. Enquiries by <whispersinthecorridors.com>revealed
that no case was filed in the High Court. Outgoing TDSAT chief Justice
Arun Kumar has already demitted his charge as Chairman TDSAT.
Why Rajeev Yaduwanshi's transfer delayed ?
It is quite intriguing that transfer of Rajeev Yaduwanshi Secretary
to Chief Minister Goa Digamber Kamat to Delhi has been in abeyance for
almost one year. He is an IAS officer of the 1989 batch who belongs

In corridors of power, it is being discussed that: has KM Chandrasekhar,
who is serving his extended tenure, become all-powerful. As the grapevine
has it, in course of a recent cadre review of IPS officers in Madhya
Pradesh & West Bengal, the recommendation by Indian Minister for
Home Affairs (MHA) was turned down. Though, the MHA had recommended
for three posts of DG rank each in both states, the same was not approved
in course of the cadre review.

There was a very good response to Madhya Pradesh Government's recent

organized under the chairmanship of Shivraj Singh Chouhan, Chief Minister

It is not a wise step
This step of installing YSJ as new CM of AP is not a wise step. There
may be more experienced and capable persons. This reminds us the rule
of ancient Kings. Democracy is farce. We are still governed by sons,
grandsons... of so called champions of freedom fighters. In India once
a person gets fixed to a certain post, he becomes indispensable unless
and until one of his blood relation is ready to occupy that chair. See
Punjab, Haryana, J&K, Karnataka, Orrisa, Bihar. State should always
be governed by a talented person who must strive for the overall growth.

Why 62, why not 65 or 70 for talented/hard working/efficient/productive
government employee ---- and ----
50 or 55 for in-efficient/corrupt/non-productive employees.
My suggestions, if it can be forwarded to any proper decision making
level, are following :
(a) A very large majority of government employees are either non-working
types or working much below their mental and physical capacities. The
reasons are many and this is not the forum to discuss them. Therefore,
I am not in favour of raising retirement age to 62, in a blanket manner
for all employees, including those who are burden on the government
and the country. It would not be in the interests of the country.
(b) But there is a large size of employees population, although in minority,
who are capable of give back to their employer and country, what they
are getting in the form of salary and service conditions. They are loyal
to their employer and country. They are in-corruptible, honest, hard
working, efficient, talented and have other positive qualities. Retiring
them at 60 is a loss to the Government and the country. Therefore, my
suggestion is that, retirement age for such employees may be 70, but
this should be subject to screening at the highest level ie. by Cabinet
Committee on Appointments.
