WAPCOS Limited of which Chairman-cum-Managing Director (CMD) is R.K.
Gupta has bagged a consultancy service order worth $ Four Million from
the Zimbabwe Power Company (ZPC). R.K. Gupta with Noah F. Gwariro Managing
Director (MD) Zimbabwe Power Company signed a MoU regarding
this. It was signed in presence of Ms. Ananya Ray Joint Secretary &
FA in central government Water Resources department (WRD) and Chairman
of the ZPC. Accordingly WAPCOS will be providing an experts team to
carry out due diligence study including identification of deficiency
in plant & equipment, skill and number of personnel required for
O&M; organizational structure for O&M; identify the deficiency
or critical
spares, system deficiencies; risk and safety adherence; active association
of ZPC counterparts in all activities in order to ensure
proper transfer of skills; advise ZPC on the personnel required for
smooth and effective O&M of the units/systems of Hwange Power project.
It may be stated here that WAPCOS ltd is a Government of India (GOI)
enterprise under the Ministry of Water Resources.
West Bengal falls way behind in civil services
exams
Bengal has fallen way behind as far as civil services exams are concerned.
Only three candidates from the state have made it to the prestigious
services this time while states like Bihar and Jharkhand have sent nine
and five candidates respectively.
CVC indicts 92 govt officials
The Central Vigilance Commission has in June recommended imposition
of penalty on 92 officials of different government departments for their
alleged involvement in corruption.

Taking VRS from Kerala cadre, I have penned down my memoirs in a book
entitled " Rolled Years & the Rollig Stream" . Of course,
it is yet to be published.Looking for a publisher. I produced two video
documentaries in English - one on Sri Lankan Tamil Refugees and their
Repatriation -an entry in the 5th Mumbai International Film Festival
for Short Films and video Documentaries. And the other on HIV + orphans
thrown out of school in Kerala in 2003,when I was Secretary,Health &
FW.It was telecast in local channels and were reviewed by Indian Express
and Malayala Manorama. I have written an article entitled" Walking
With +ves" detailing the way I fought for those two kids single
handedly, I slowly mobilised the community and got them integrated in
the society. A success story that led to introduction of anretroviral
treatment for HIV patients in India.I have also written a poem entitkled
" Flies,Flies All Around" - the story told by a single refugee

Declassification Policy of the Ministry of External Affairs (MEA)
The full bench of the Commission called for and perused the gist of
the eight files containing the outcome of the dialogue between the
foreign ministers of India and Pakistan held in 1963 to examine whether
they are exempted from disclosure. The documents contained the
position and viewpoint of both the nations after each of the six rounds
of talks, with reference also to the representatives of the
British and US governments. Under the provisions of the Section 19(8)(a)(iv)
of the RTI Act 2005, the Commission directed the MEA to
arrive at a decision regarding the declassification of such sensitive
and old documents of historic, political and academic significance to
be handled based on a conceptual declassification policy, at the level
of not less than the Foreign Secretary.
While accepting the reasons for delay in reply by the CPIO that there
are only two CPIOs in the MEA who find it difficult to handle
the
workload, the Commission opined that the Ministry must take more measures
for the implementation of the RTI Act. Under the provisions
of Section 19(8)(a)(ii), the Commission directed that either a separate
cell should be constituted or additional CPIOs appointed in
the MEA to handle RTI related cases to eliminate such delays.
Comments
Countries like the UK and US have policies of Automatic, Systematic
and Mandatory Declassification Review with respect to various
documents. Why cant the methods and principles applied in such
countries be considered and a Declassification policy with respect to
the old documents of historical and international significance formed
in India?

A welcome step !
Officers of 1977 & 1980 IAS would welcome in-situ promotion as Secy/
Addl Secy, as it would end the agony of waiting and wondering. Once
empanelled, most officers are looking around for slots as their main
daily agenda. This would be a verry health practice in civil service
governance. Incidentally it is followed in all state cadres for IAS
officers.

Is there any news in DoPT regarding the enhancement of retirement age
of Chairman & Members PF State Public Service Commission from 62
to 65.

Do we really need Civil Nuclear Deal?
India wastes more energy in transmission & distribution losses than
will be produced by the facilities becoming available through this deal.
The exact figures of T & D losses are not available presently but
the Prime Minister has recently constituted a special group to investigate
the issue and give him a report. It would only be logical to await this
report before going ahead with the deal. All political parties may place
their views on this deal before it is signed, for, in the most unfortunate
event of some industrial disaster, no political party will have any
moral right to blame the govt. We are still expecting concrete action
to give succour to the victims of the Bhopal industrial disaster and
have been denying damage to public health by other industries. The Estimates
committee of the parliament had reported on the large scale damage to
crops, human beings, animals, water bodies and other life forms within
a radius of more than 100 kilometers. Bhopal continues to be an enigma
and nobody can even give correct figures of deaths caused by the Union
Carbide mismanagement. That is so when there is a law on the statute
Book regarding compulsory registration of Births and Deaths. Without
obtaining a Birth certificate a child can not get admission in a school
and inheritance is not possible without a death certificate. Inspite
of that, the figures of casualties in Bhopal defies all clarity! If
something similar occurs, facts will be hidden, records concocted, misleading
reports will be filed by the corrupted officials and politicians. More
than the danger to human life, greater danger lurks due to irradiation
of food grains etc. Scholars have published facts on irradiated food
items being sent by philanthropic transnational organizations to countries
affected by natural disasters. In India, natural disasters are second
only to man made disasters(mass scale adulteration of milk, edible oil,
grains, sugar, liquour, drugs etc bringing deaths to thousands in a
matter of a day!).There is every reason for India to go slow on the
deal and consider all aspects, before thinking of winning a few useless
brownie points. The danger emanates more from faulty equipment/handling
rather than the technology or friendship between India & America!

PMs declining performance ?
Media was abuzz with news of PM taking keen interest in C'Wealth
Games reinforcing the old wisdom that King should sometimes
listen to inner voice also which is best reflected by Janata
or popular feelings. And our PM has been a brilliant
officer , dynamic Governor of RBI , reform-pushing Finance
minister but as PM performance has been rather dull and
under shadow of Soniaji . Let him exhibit his all qualities fully
as history may not give another chance !

MoD shy of giving due privilege
MoD (Fin) is a very important department which concurs the proposals
of the Armed Forces, but is very shy in giving due privileges to its
own wing ie. Defence Accounts Department (DAD). The perks and privileges
enjoyed by the armed forces are denied to DAD. This is in gross difference
with its peer department of Railway Finance and P&T Finance, where
the Finance department of the concerned ministry is not underprivileged
and are at par with their executives.The working environment of MoD
(Finance) and DAD has become archaic. There is no scope for any grooming
and external exposure is near about Nil. The officers of DAD are called
civilians by Armed Forces and Fauji by Aam Public. They are devoid of
a true identity. Ninety percent of the Armed Forces do not know anything
about the DAD as the role played by the DAD is very spurious and limited
unlike its sister department of Railways and P&T.

Wrong selection criteria results in shortage of army officers
The shortage of army officers is due to the wrong selection criteria,
otherwise it would be difficult to imagine in a country of 1250 million,
where even recruitment to a soldier's post results in stampede that
the posts are vacant. An independent recruitment board may be necessary
to expose this myth.

CWG : Is there something more than meets the eye?
Despite so much criticism against Kalmadi, both by the Opposition and
the Congressmen ( in private), the majestic silence of Dr Man Mohan
Singh and Sonia Gandhi is baffling. Instead of sacking Kalmadi, a Congressman,
will be playing a second fiddle to K M Chandrasekhar, the Cabinet Secretary
who will be inspecting the functioning of the CWG Organizing Committee
headed by Kalmadi. What an irony? It is? But, the thick-skinned Kalmadi
is unruffled by media expose. He is not stepping down by virtue
of protection given to him by the Congress party. Is there something
more than meets the eye? Only, the future holds the key to this riddle
inside an enigma wrapped in mystery.
