A cause of worry for India ?
Russian President Dmitry Medvedev is hosting a summit on Regional Security
coming Wednesday for which Afghan President Hamid Karzai, Pakistan's
Asif Zardari and Tajikistan President Emmomali Rakhmmon have been invited
to participate. Exclusion of India in a Russian initiative on regional
peace with reference to Afghanistan and Central Asia and at the same

West bengal has sent three IAS officers Bihar has sent 9 and Jharkhanda
5. Bihar has been infact sending more always. Is Bihar more develop
than WB. The brilliant officers of Bihar may kindly think how Bihar
could be developed.

Colonial mindset
Stop focussing on 8 or 8.5% growth rate and look at the sorry state
of affairs on the governance front, thus said Narayan Murthy. According
to him politicians and bureaucrats are trapped in a colonial mindset
and they feel they are the masters and there is no need to show any
fairness and transparency. The penalty for corruption is minimal as
a result there is no fear of repercussions and there is no accountability.
Therefore Mr Narayan Murthy has advocated general administrators under
IAS be abolished and replaced by a new Indian Management Service . His
views have been whole heartedly supported by Lord Meghnad Desai and
are bound to find more supporters in days to come. It will be interesting
to watch reaction of all those who are greatly enamoured of role and
contribution of IAS.

Selection System for Armed Forces Officers
The selection procedure adopted for selection of Armed Forces Officers
is an amalgamation of the systems of constitutional body called UPSC
which conducts written tests and a Selection Procedures called SSB as
prescribed and overseen by the Defense Institute of Psychological Research
(DIPR) under DRDO. Both the are top class civilian agencies and not
under Armed Forces. The mission of DIPR is to provide psychological
support to the armed forces in selection, training, man-machine interaction
and human resources management for optimizing efficiency and well-being
of service personnel. The entire procedure is constantly reviewed, kept
updated and has been found to be best in the world. Firstly, since 1943,
the system has stood the test of the time and secondly, it does find
suitable men and women for the tough and responsible jobs. They do not
select administrators and Babus but officers. Why deride the system
if one had not made through it in his life time? Disqualification in
SSB is only disqualification to be Armed Forces Officer, nothing much
nothing less. The system screens largest number of candidates in the
Country per annum. Due to essential qualities required norms, the rejection
rates are very high.
Some participants in the "Forum" display utter ignorance or
deliberately and constantly spread lies about everything connected with
Armed Forces to show them in negative light. I, on the contrary suggest
that all class A job candidates be made to go through this system so
that subjectivity of the selection systems are minimized.
Some people, like the commentator Nandan, will never improve, though.

My salute to them
I consider myself fortunate to have worked under two Officers who left
an indelible impact:
Mrs. Shanta Shastry, IAS (MH:65) - She has deep interest in the Indian
systems of medicines and has written extensively on them. She is based
in Bangalore and it was a long time since I spoke to her. Her simplicity
was worth-emulating and workaholism noteworthy.
Next, father-like-figure was K. K. Jaswal, IAS (UP:68)whose interest
in Jain scriptures has won him accolades and awards. When I last spoke
to him, he was heading the Common Cause in his own inimitable manner.
His precision to detail is legendary and his wit incisive.

To me it seems that Suresh Kalmadi is being made a fall guy of CWG
while there are others who are worst culprits then him. Look out the
mess Delhi Government has created on the roads of Delhi and check out
the corruption in Delhi Government. Any detail audit would bring out
the massive scale of corruption in Delhi Government. NDTV started with
one investigative report on the Health Department Scam in Delhi Government
but then it suddenly went silent and whole focus was amazingly shifted
to Suresh Kalamadi led OC. Why?
Look out the mess has created in CP which looks like a bombed zone.
Why is media silent or soft on that? To me all this looks quite murky
and it appears that a deliberate attempt is being made to keep focus
on OC to save the bigger fish in the pond.

Punish the guilty
The mess being witnessed in the organizing CWG would exemplify the
weak accountability system we have. If you ask some fundamental questions
and if and if answer to all these questions is in affirmative then even
a child would say that punish the guilty but that is most unlikely to
happen in our system. Let me exemplify with following few questions:
Do we agree that in the run up to the CWG we have witnessed some of
the worst of our inefficiency and non-performance?
Do we agree that this inefficiency and non-performance has caused huge
jump in the cost of the CWG?
Do we agree that due to this we have also compromised on quality of
the various projects?
Do we agree that consequence to this we have also witnessed huge wastage's
of resources?
Do we agree that there has also been massive corruption at various levels
in the government and OC?
Do we agree that this has damaged our national reputation irreparably
?
If we have agreement on all these questions then anywhere in the world
the people responsible would have been given exemplary punishment. But
what would happen in our country? Most of the guys responsible for the
mess we are witnessing would not only get away with this but may also
probably get rewarded by the government for 'successful organization
of games'. I would love to be proven wrong.

a fight and wanted reinforcement from CRPF and copter assistance from
Airforce, both refused to cooperate. Airforce refused because their
80hrs per month quota was already exhausted. Imagine 4 copters have
been fixed a cumulative flight time of 80 hours per month which is less
than 1 hr time for each copter. CRPF refused saying that they will go
only if Airforce people go.
Strange is the situation. We have not heard what the defence minister
(boss of airforce) and HM (boss of CRPF) did react to this unfortunate
incident in which life of several policemen. Airforce pilots on duty
in Chhattisgarh keep resting in hotels, wining and dining. Is this the
attitude of those deployed in national duty.

Only corrupt officials allowed to stay in OC
The fact is Kalmadi and his cronies have allowed only corrupt officials
to stay in OC. In the begining many honest and efficient Govt officers
came to OC but all of them were forced to leave because of the corruption
and highhanded behaviour of the cronies and Kalmadi. How can we forget
that two most honest and efficient IAS officers S K Arora and Sudhir
Nath suffered heart attacks and died untimely after being posted as
Secretary Sports? S K Arora was humiliated by Kalmadi and V K Verma
and others .He wrote many letters to powers that are but was posted
out himself and nothing happened to Kalmadi. Once the Pune Youth Games
became a disaster, the Govt should have woken up.Now it is too late
and no body wants to take over at this late stage and be responsible
for failed games. So Kalmadi will stay and after the games, everything
