Corporate pundits hope that India will overtake China's GDP by 2025, but The Economist(6.8.10) reports that population living in poverty as per Income under $1.25 a day in India is 40% but as per Multidimensional Poverty Index(MPI) nearly 58%  people lack basic things. If one recollects poverty statistics of 1970s,80s it is status quo. Dalits, Adivasis, most backward castes are multidimensionally poor. For them "Aadhar" should not be diversion of sovereign wealth to IT kitty but a source of leak-proof, red tape-free PDS, health & education. How can a country's GDP excell by ignoring 60 percent people? As long as we practice Sanatan Dharma, these poor castes continue to soak in slavery. Caste system ensures which viens receive blood! Pastoral leaders became industrialists, industrialists grew into knowledge business chop shops, shortly leaving planet earth as advised by Stephen Hawking, yet poor castes continue to remain poor class.

 Pay hike to MPs? 

On the pay hike to MP's -most of whom live like Maharajas, even Rajas and Zamindars of yore would envy the living standards of modern day MPs. Incidentally, the Zamindars were chosen by the British on the basis of  bidding process, the highest bidders got the post. (this practice is being followed by most of the Parties in distributing the tickets for MPs- BSP being the most transparent and fair in this game.)Something of this sort can also be experimented while deciding the eligibility for becoming MP -like he will have to pay a minimum one time fee for being an MP from a Constituency, the highest bidder gets the right to contest. Add to that a provision for sitting fee annually. It is already  happening in some way for most of the Rajya Sabha seats, the difference being fees are paid by the candidates to the MLAs/Parties underhand. Better to make it open and transparent, the govt. will get a lot of revenue rather than ending up paying hiked salaries to the MPs and Laloo will have no complaint to the effect that MPs are getting lesser salary than a Jr clerk. Believe me our politician will have no objection to this, it would be a small price considering the rich harvest that they reap ; after all its not for nothing that the Swiss Banks have more than $1450 Billion worth of Indian deposits - which exceeds deposits from all other countries put together; Incidentally does Laloo knows that the Bungalow alone, which he is occupying as an MP is more 4 to 5 lakhs a month (rental value plus all other expenses like maintenance, electricity, gardening, water, periodic upkeep etc included), leaving all other innumerable known and unknown, legal and illegal perks apart from bungalow. Does a Jr clerk gets all that? or will he mind exchanging his job with a clerk?

I allotted house by directorate of estates. I request for ground floor, given roof top house. Take it or leave it. No option I think Good for health-must climb stairs - daily exercise. I ask where this estate office? It under ministry of urban development. House needed repairs. I prepare list of repairs. I go in search to find where this ministry is and land up in Nirman Bhawan. At gate I not allowed to enter as my Sarkari I-card not ready but many touts seen entering quietly paying chai-pani money. So I go to reception & get gate pass with humiliation, little friendly argument. They suspicious I rogue, Security threat. Ladies more dangerous-remember Dhanu-LTTE lady bomb suicide squad.

I reach estate office run from one room to another, chaos, repeat same exercise for 4-5 days. Meet pompous, busy looking babus who appear like pickpockets eying repeatedly at my purse. My House still under repair, all else carried out but Peepal tree on roof top was uprooted, bricks and mud scraped from roof & work  left pending. Heavy Rains in Delhi, roof leaking, put bucket in leaking corner. Go to estate office, they tell why here ? go to CPWD. I go there. CPWD busy with CWG construction. Will do repair after October they say. I watch television eagerly looking for signs of CWG work completion.   Media tell news story about stadium leakages. I See Jaipal Reddy telling media leakage in roof of JL Nehru stadium is actually not leakage but new drainage system. I afraid CPWD may now not complete repair in house & repeat Jaipal Reddy reply.

I dream Gormint decide to disband directorate of estate. It wasting money. Too many idlers. Very corrupt like OC of CWG. All quarters distributed to respective departments as per their share. I wake up from nightmare. I go buy another bucket.

India must be prepared for security of itself on many fronts because, this step is being taken by the Russian President, out of frustration and their conflicts within.  Russia is already shattered due to various reasons and some anti India groups of Terrorists and others have already entered Russia routing towards India. My further submission to the  Prime Minister of India and Political heads of various parties is that to forget issues for the sake of security and integrity of India and boldly face the International challenges by making our forces clean instead of putting unnecessary pressure on the integrity of our forces. Our three forces should not have any reason to develop any sort of differences within and unitedly have a meeting with Home Minister/Defence Minister and explore the possibilities of the uncertain situation which has arise on the forth called for meeting by Russian Presidency.

 It is indeed surprising that Rattan is so agitated over my frank comments regarding the selection procedure in Defence Forces. May I tell him that this SSB selection is required to be independent, where invariably it is asked whether you have any close relative in Armed Forces. Another fact which Rattan may not be aware that the issue of improving selection system is under active consideration of the Govt but is being stonewalled by the persons inheriting British legacy.Go to any good school and ask students how many of them want to join Forces. The response will open eyes of Rattan.

 It is time somebody calls the bluff of Sri Narayanamurthy. Administering a complex country in a democratic way is not as easy as running a company like Infosys with underpaid SW Engineers (compared to their US brethren).What is happening in pampered Indian SW companies like Infosys is the total exploitation of our youth. Murthy has also cleverly converted the company into a real estate cartel by getting large tracts of land as freebees in states like Orissa, all in the name of SW development and using only a minute fraction of the land for industry. Are there no corruption and tax evasion in SW industry? We are all aware of the corruption prevailing in our country and the need for drastic action to curtail it. There is also the need for removal of inefficient administrators. But to replace the present administrators with a bunch of MBAs in the garb of a management service will be a foolish idea. After all our bureaucrats started their career at ground level and many of them are alumni of institutions like IITs, IIMs, Harward and Stanford. As far as Lord Desai’s opinion is concerned, let the earnest Lord first implement it in Britain by replacing the present civil service there with a management service.

The IAS,IPS, and all the Central Services are in fact the Management Service of the government in India. The suggestion that these services be abolished and replaced by an Infosys type  management service is naive in the extreme. Just because Lord Meghnad Desai endorses this view  does not make it a worthwhile suggestion. Lord Desai is just a professor with no practical knowledge of field conditions prevailing in India. Narayanmurthy is a businessman and does not know the complex  social  and political context in which the government functions. Simplistic recommendations and comparisons of the private sector with the public sector will get us nowhere. The present ills of our governance is entirely due to the political tinkering of the recruitment rules and standards of the civil service. This is the root cause of the rot which is spreading like gangrene in the government. Clean the Ministers and prevent them from interfering in the day to day functioning of government and you will see a sea change in governance. Even now it is not too late. In the 70s when the rot was setting in in Haryana state Bansi Lal had the political will to free the government of Haryana from the clutches of corrupt politicians and Haryana had a long spell of clean and strong governance. Later the momentum was lost and the rot set in again. The same is true of most state governments and the government of India as well. The big question really is , is democracy too expensive a luxury for backward countries like India who want rapid socio-economic development?
