Nobody knows how rumours float in the grapevines of civil service but no bureaucrat would ever miss an opportunity to be updated on the latest rumours on the transfer and postings of the bureaucrats. So much so that there is even a web site for this. It is said that what most IAS officers do on reaching office every morning was not order a cup of tea or bury their noses in a newspaper but crank up their computers and log on to  www.whispersinthecorridors.com ; its homepage boasts: “Your website draws attention of all politicians, bureaucrats and policy makers of the country; it is not TV or print – its reach is global”. The site is maintained by Suresh Mehrotra whose sources are said to be placed so deep within the corridors of power that hardly any information on the country's "iron frame" passes by him. The last time I logged in, it showed that already more than two million visitors had been there.

BHEL synchronizes second 490 MW Unit at Dadri in UP

Bharat Heavy Electricals Limited (BHEL) , of which CMD is BP Rao, has successfully synchronized the second 490 MW Unit at the National Capital Thermal Power Project (NCTPP) Stage-II, at Dadri in Uttar Pradesh, with a new technology that would address the problem of coal shortage thereby helping protect the environment. These new state-of-the-art machines have a better Heat Rate leading to a direct reduction of coal consumption to the tune of 12,000 tonnes per annum per unit. The units also comprise advanced control, instrumentation and monitoring systems. These are the first of their kind indigenous units, which have been designed for operating at a higher reheat steam temperature of 565 degree Celsius. Power generated from the second unit (90 per cent) would be supplied to Delhi to meet its requirement during the forthcoming Commonwealth Games. The first 490 MW Unit at the same power project, commissioned earlier by BHEL, has been running satisfactorily, since commercial operation.

The PIO claimed that the information was sent by UPC the proof of which was shown to the Commission. The appellant claimed that he did not receive any of the letters sent by the PIO. Pointing out that the cost of one decision by the Information Commission is between Rs.5000/- to Rs.10000/-, the Commission recommended to the public
authority under Section 25(5) to send all the communications under the RTI Act through Speed Post.

Comments

It is fairly common that Public Authorities state that they have sent the information or communications under RTI by UPC and appellants claim that they have not received it. The use of the Speed Post over Private Courier Agency and other postal means would remove ambiguity and reduce piling up of inconsequential applications before the Commission.

Great transparency

For the first time in its sordid history, AS empanelment list has been published as an InformationNote by CS/DOPT. Until 2007, even the panel was not sent to the States (probably it was done at one time but was stopped for unknown reasons). This is great transparency. For this, the present Cabinet Secretary will earn respect - but, perhaps not a Padma! Is there a negative link that we are missing? .

Let us Shed Prejudices and Explore the Truth
 
Your esteem web page has been allowing Civil - Military debate. In the debate the contributors were charged, prejudiced and sometimes rubbish in nature. Not focussing on status or pay parity, I wish to submit a request to all to see things for the good of the nation.
 
The issue is, fortunately being discussed at many levels. The official, MoD / IAS controlled, IDSA is debating the issue under right guidelines of Sisodia, irrespective of his own perceptions. That needs to be credited to him for positive step.

At another level, reputed and well accepted "Seminar Magazine" of Jul 2010, has addressed the issue afresh including "Civil Military" relation in neighbouring countries. I request all vociforious contributors to read that issue - both the military men and the Babus.

Besides, one needs to be aware of grave consequences of "military being grossly misused and misled by Civil, particularly bureaucracy" as has been brought out by "Wikileaks". No study of Military - Civil relations will ever be understood by any one unless one studies two classics, first being "Pentagon Papers", a disclosure on Vietnam War and second being Samuel Huntingtons "Soldier and State".
 
I wish the very best to the so called "civil" and essentially implied uncivil "Military", as meant and intentionally emphasised,  to come to some sanity.

CWG  Conundrums ?

 
The WIC’s revelations of corruption in CWG projects have been vindicated.  Attempts are now being made by the vested interests to obstruct the investigations based on the CVC's and CAG's preliminary findings. The CWG 2010 will go down in the history of Sports as its ugliest face. Delay in investigation will be disastrous. It will be advisable for the "Vigilante groups" not to fall under the trap of Delhi Chief Minister’s assertion that irregularities will be looked into after the sporting event is over. In fact, all relevant papers dealing with the tendering process including those relating to calculation of justification costs, Measurement books, details of new items added to the work after opening of tenders at “abnormally high rates” and reasons therefore , payments made without sanctions and without  entering into formal contracts etc, must be seized by the CBI forthwith before any fudging could be resorted to by the unscrupulous babus. All payments due to the contractors who handled the construction of roads, stadia, fly-overs, street-lightings etc must be stopped till the investigations are completed. Preliminary investigations must start right away so that the same could be completed by Nov 30, 2010,the date of retirement of present Director CBI. A Special report on CWG must be submitted by the C&AG to the Parliament during the winter session. The inquiry must be transparent and open to public scrutiny. The RTI activists will, no doubt, start performing, sooner than the later.

I have come across S S Rana, DGIT about 10 years ago through his very close friend late K.N. Singh. Though not directly but through various category of officers in the Income Tax Department and a little at Ministerial level, it could be gathered by me that S. S. Rana is, exceptional in his department with utmost sincerity and devotion to his profession. Hence it is not surprising to me if he is given charge of Administration in addition to his present position as DGIT(HRD). Such intelligent and trustworthy officers are required in India during these days of unpredictable and corroborating aptitude of Tax evaders in the country.  Through whispers media, I desire to convey Rana best wishes and pray Almighty God to award more strength to him in the present scenario especially.

Directly recruited PCS officers, who are recruited through the State Public Service Commissions at senior Class II level with promotion due after 8 years to the IAS stagnate for 25 years before they are promoted to the IAS. The Provincial Police Service fares better since they have to contend with the IPS which is not as bureaucratically strong as the IAS. In some southern states like Tamil Nadu and Kerala, the situation is better since sons of the soil are preferred there. Sikkim and the north eastern states also do not fare badly for the same reason. States like MP and Rajasthan also fare well enough. Bihar, Orissa and Bengal fare worst. It is time for the PCS officers to insist on uniform promotions all over India. They must be allowed to retire as Commissioners/ Secretaries (equivalent to Joint Secretary to the Government of India for the PCS) and IG (for the PPS).  This will also reduce the trend of candidates continuously taking the Civil Services exam till age 35 (even when they are already in the PCS/PPS) which they only do due to the iniquitous lack of promotional avenues in the PCS/PPS. Similar is the case of the Forest Service where officers with seven to ten years seniority still take the Civil Services Exam since they see IAS officers seven to ten years junior lording it over their senior most officers.

"Strong lobbying" for elevation to SC: The truth is out !

 
Contributors to the whispersinthecorridors have been giving vent to their frustration on lack of timely promotions, ACP, ACRs, DPC,VI Pay Commission discriminations, monopoly of one service over the others etc. These are very intelligently woven webs to keep them entrapped during their whole service careers. The bare truth is that everything depends on "strong lobbying' alone. Those who have missed out on the connotations, efficacy and value of the word "lobbying" need to absorb it all, if they desire to get things done timely in a just and equitable manner. We have always treated our judges with the highest respect, even idolizing them! But nobody makes it to the Supreme Court without "lobbying", rather "strong lobbying". This mystery has been revealed when the cabinet decision to raise the retirement age of High Court judges to 65 was announced on 30th July 2010. The justification given was that it shall save the High Court judges/Chief Justice the embarrassment of indulging in intense/strong lobbying. So even our judges were indulging in the practice of lobbying! Isn't it? We knew of something called "pairavi", but lobbying has put some wisdom in wooden heads like mine. The game would not have attracted attention but for the practice being rampant in civil services, to refer to just one arms of public administration. Without lobbying you don't get what is advertised in the UPSC brochure on the civil services exam regarding career prospects after entry. That UPSC role ends there. The great Babu is unfairly given extremely unfair advantage in matters of pay and promotions by the VI Pay Commission)and the politician takes over thereafter. Their grip is vice like on the system, as harshly judged by WIC contributors have amply proved. That is why UPSC selected officers, earning consistently "outstanding" ACRs miss out on promotions/postings and other growth opportunities. Their names are included in panels of officers eligible for appointment to a particular post by the Board comprising the highest civil servants, approved by the Minister of Personnel, approved by the Appointments Committee chaired by the Prime Minister, but routinely returned first by the Babu and thereafter by the Minister, several times. Unless intense/hard lobbying is resorted to, no name will be approved by the concerned Minister. If the Cabinet Secretary or the PM forces the Ministry concerned and  orders mandatory posting, the incumbent will not be allowed to function smoothly by the corrupt Babu or the Minister, and shall be replaced soon by a "suitable" candidate. What can be expected of such suitable appointees? Honesty or corruption? If developments leading to G2 spectrum going cheap or CWG coming under the scanner of the CVC etc(I refrain using words like corruption/scam/scandal for these developments, since they mean nothing more than just developments now)do occur, why should the nation be angry or the media pulverize them into engrossing stories for several days? The great poet Tulsidas had written that everything is available on earth, only the lobbyist (he termed them karmaheen nar) get it not. Long live relentless lobbying!!!
