SAIL Chairman commissions second Ladle Furnace at Rourkela Steel Plant (UPDATED)
Steel Authority of India Ltd (SAIL) Chairman C.S. Verma inaugurated
the second Ladle Furnace of Steel Melting Shop-II of Rourkela Steel
Plant (RSP) on Monday. The Ladle Furnace, is part of a Rs 197.66 crore scheme for ‘Simultaneous Blowing in Basic Oxygen Furnace (BOF) Convertors of Steel Melting Shop-II’ of RSP. It was conceived under the current modernisation and expansion plan of SAIL to take SAIL’s hot metal production capacity to a level of 23.5 million tonnes by 2012-13. RSP Managing Director S.N. Singh and Director (Personnel), SAIL, B.B. Singh besides other senior SAIL officials and members of the Rourkela collective were present on the occasion.

Transfer of application by the Head Office
The appellant sought the details of legal expenses incurred by the Central Bureau of Investigation (CBI) and the details of monetary awards given to CBI personnel during a particular period from the head office of CBI. The CPIO transferred the application to various branches of CBI u/s 6(3) of the Act. The appellant claimed that the offices or branches of the CBI cannot be considered ‘another public authority’, to which Section 6(3) of the Act would apply. He complained that the CPIO has made no effort to obtain the information from other officers u/s 5(4) of the Act.
The Commission observed that the information sought should have been accessible at a central point. This information warranted suo-motto disclosure u/s 4 (1) (b) (x) (xi) and (xiii) within 120 days of the enactment of the RTI Act 2005, updated annually, and should have been accessible through the website of the Head Office of the CBI. Under Section 19(8)(i), the Commission directed the CBI headquarters to issue
instructions to all officers under its control to compile and upload information on these two issues on the website of each with linkages with the website of CBI headquarters.

Comments
Treating each office of one department as a public authority is for the convenience of the citizen as any other approach would result in over-centralisation. The CIC has held that there is nothing in the law to debar the offices of a public authority located separately to be also designated as separate public authority for each to take full responsibility for the flow of information accessible under the Act. But, this does not give the headquarters an option to disown responsibility from keeping and providing information. Hopefully, the public authorities would now complete the task of cataloguing and computerising records as per Section 4(1)(a).

Why not promote state service officers ?
There is an item that frequently appears in your columns that there is a shoratge of IAS/IPS/IFS officers in states or GOI. Today there is an information that there is shortage of 15 IAS officers in Maharashtra. It is a matter of great regret that when well qualified and competent officers who have served more than 25 years in State Civil service at the same rank are available, the Government is still searching for officers. Why can’t these officers who have completed 20-25 years of Service in different ranks in State Civil Service be promoted and given IAS when their are eligibility criteria for IAS is only 7 years of service in State Civil service. If its a matter of not keeping state service officers in the same state, let them be allotted IAS and given the option of going outside their state. This injustice to state civil service officers is already effecting the administration of state governments and will further deteriorate if the  governments at the State and Centre don't wake up.

The IAS officers would not be able to clear the mess and would take the blame as then Kalmadi and his cronies would blame them. Every body knew that the games were heading for last minute crisis but nobody did anything about it as everybody is involved in partaking the loot. The only legacy the games would leave is increase in the number of slums and beggars in Delhi. The construction workers and their families would add to the population of slums and people staying under the flyovers. The loot pocketed by Kalmadi and all those whom he shared it with would go past in Audis  and other swanky cars. The body language of Mike Fennel showed how helpless and afraid  he was to tell the truth as he and CGF were also partakers of the loot. It is known that Fennel's wife is a partner in the Company which was to get sponsors.The games or nothing but organised loot of our poor tax payers money .

There is too much about corruption in the media. WIC is equally concerned. Let us examine the causes. when the people do not choose a government with a clear mandate, it is a sure recipe for all round corruption. When a government is formed with juggaad or coalition, it is neither a government of the people, nor by the people nor even for the people. It is blatantly a government of the part(ie)s of the jugaad, for the part(ie)s of the jugaad and by the part(ie)s of the jugaad. Since it is not for the people, it works for the jugaadis (parts), which go on changing according to the size and topping of the cake. Since Indians hate all those "corrupt", the jugaddis find more respectable epithets. Renowned writer Prahlad Bhagwati calls them "captured". I do not know how he thought the Indians would accept such a degrading term, when they do not consider themselves captured even during the centuries of slavery! It is so because nobody needs capture you when you offer yourself voluntarily in the service of others(it is more lucrative when the others happen to be foreigners). So the foreigners have given them their honour back and kept them as "retainers". Like corruption, Indians hate bribes. It seems to have been started by the Firangees!! But retainership is payment for your labour, your capabilities to deliver and your competencies to conceive and produce results. Now, it matters little whether it is Bhopal or Bofors or CWG or N-deal. It is okay so long as there is no bribe given or taken or promised and no corruption. The individuals are useful in retainership, but NGOs are more influential and camouflaged in their operation and carry a national as well as transnational image too! So matters get easily settled for(to borrow Bhagwati's expression once again),in view of the retainership fees "both current and prospective". Nothing personally to lose, excepting that the national interests are bound to be severely compromised, India's Sovereign manoeuvrability constricted and all democratic institutions crippled(parliament & judiciary included). India is invisibly under the knife under the charm offensive of soft words and softer economic deals!

Whisper about CBDT members !

 
One fails to understand the whisper about CBDT members. On one side you exclude Ahkilesh Prasad, Quaiser Shamim and Kamlesh Argal on the ground that they have less than one year of service but on the other you predict VK Bhatia to be member. Position of retirement of present Members is as below
1. Moorty Chairman will retire on 31.12.2010 and so MC Joshi (retiring on 31.01.2012 ) will become member.
2. CS Kahlon and Durgesh Shankar Members retire on 028.02.2011 and Mrs Hardeep Srivastava  (retiring on 31.01.2012) should become member. Next in the line of aspirants is VK Bhatia who retires on 31.12.2011.Thus in Feb 2011 ,when a vacancy arises for him , he has less than one year of service and by your logic that a person having less than 1 year can not become member, his chances are bleak.

In our day to day life also if someone is asked about his investments, rarely anyone will reply,  I have a son and a daughter who are professionals and good citizens of India. Everyone will speak of his plots, flats, shares and fixed deposits. The vested interest in this nation think that sale of cars is an indicator of economic development and investment in education is wasteful expenditure that is why the car loan is at 5% and education loan at 12%. A similar joke was done with the farmers of this nation when it was decided that you need to mortgage four acre of land to get a tractor financed. It was not to bring prosperity to farmers but to promote the sale of tractors. Even a fool in agriculture sector knows that a farmer having four acre of land does not need a tractor and in no way he can repay the loan. There are individual defaulters so big in industrial sector that the loan of all the farmers in one state does not reach near that figure. No industrialist has ever been arrested by banks for non payment of loan and none has ever committed suicide. However the farmers are arrested on the day of ceremonies and functions in their houses and are driven to commit suicide due to this fear and insult in front of their clan. For the sake of MPS

 
In the aftermath of pay hike for our MPs, let a prominently displayed score card be erected in Vijay Chowk showing the percentage of MPs attendance in the house that day, duration average of their attendance, total time lost due to disruption in each house and the financial loss suffered by the nation as a result thereof. This should be followed by similar practice in respect of state assemblies in state capitals. News papers and news channels should carry this information just like daily weather reports. MPs topping the various lists should be honoured on the Republic Day.

Offering tax payers' money to enemy ?

 
I have gone through press reports today - one regarding firing by Pakistan at our border and the other about offering more aid to Pakistan by our PM Manmohan Singh.  In the light of provocative actions by Pak many times in the past, please bring out an editorial to make our PM have some senses as it is the tax payers' money which he wants to offer to our enemy.

What a travesty of justice ?

 
 
CBI scanner for IAS ,IPS AND IFS. It’s a well known fact that the epicentre of  corruption  has now shifted to states as the central government is now just  transferring all its funds to state governments under various schemes, missions and the quantum of purchase of goods and services in various states is at all time high. Still there is no jurisdiction of CBI for the corrupt IAS, IFS and IFS officers who are swindling billions of rupees each year and roaming scot free whereas central government officers from the IRS, Railways, Telecom get regularly hauled by CBI for issues which even a Patwari of the state govt would feel ashamed to own as the quantum of corruption and the extent of violation for which the CBI nabs these officers is so low. Everyone knows that there is hardly any - power left with central government officers and hardly any discretion so the possibility of corruption is very low. Compare this with a district collector who handles 500 crore each year for schemes funded by centre and practically all the discretion in the world. So we are catching the ants and letting go the elephants. If this is so the IAS and IFS should not be recruited by the center and they should not be given central pay benefits but the IAS knows that the day CBI will have jurisdiction  on it,  at least 20 percent of  its cadre will be behind bars and that is why they  deliberately keep themselves immune of CBI.
