Reliance Retail: Top guns exit the retail giant 
The Retail boom in India has not come exactly as a blessing for Reliance Retail atleast in terms of  retaining its senior executives for long. And even after four years of the Reliance Group's biggest bet on India's untapped organised retail market, the continuning exodus of the senior executives from Reliance group's retail arm had been rather surprising for the top recruiters in the corporate arena.
 
The latest in the string of  resignations were two top-level executives at Reliance Retail mainly Raghu Pillai and Sanjeev Asthana whose sudden decision to quit surprised even many within the Reliance Group. 
Reliance Retail had been struggling to retain top executives since December 2006 when five senior Reliance Retail executives at the Vice President and Assistant Vice President level deciding to join the south-India based discount chain 'Subhiksha'  in the hope that the former is all set to take over the retail chain.
'The retail boom created immense opportunities for all in the Retail sector in 2006 and as the Indian economy went into recession and revived between 2008 to 2010, more number of executives decided to join other groups with a much higher pay package', a Reliance Retail insider said.
He said that companies continue to poach on talent and Reliance Retail is no exception. The hiring and exit of key executives keep on happening in the Retail business and the Reliance Group is no exception.
Back in December 2006, Rajeev Karwal who quit Electrolux as Managing Director to join Reliance Retail left within a few weeks of joining. His exit followed a string of resignations at the country's biggest Retail House with many moving to south India based retail chain 'Subhiksha' with an ambitious pan India strategy to open 1,000 stores by 2007 which was never realised as it started struggling to survive by the end of 2009.
Reliance Retail had gone on a hiring spree in 2006 when the retail boom made most other players look for key management talent when it hired executives such as Raghu Pillai from Pantaloons, Rajeev Karwal ( Electrolux,)  Sriram Srinivasan ( Indus League), Suresh Chingaravelu  (Prestige Construction) and Sanjeev Asthana (Cargill) among others. The company also carried out an aggressive management restructuring  exercise immediately after exodus of a large number of executives  and hired about 20 expatriate executives, mostly from retail chain Tesco in Thailand in the hope of replacing the executives who went looking for greener pastures. 
Asthana, who quit as the President and Chief Executive Officer (CEO) of Reliance Retail, is learnt to be planning to launch a $100-million (Rs 460 crore) private equity (PE) fund to invest in food and agriculture sectors. The PE firm named ' I-Farm Venture Advisors', the fund would invest in small and medium enterprises where Asthana is believed to be the main promoter.
It was learnt that the Reliance group is once again on a hiring spree while deciding to fill the vacuum in the Retail business left by exit of Raghu Pillai and Sanjeev Asthana from Reliance Retail.

Lack of vision lead to shortage

There is shortage because the department is very inward looking. They are not sure of the profile of the service. It's neither an armed force nor a para military like CRPF or BSF. They have an exit policy rather than a retention policy. They seem to be suffering from negative attitude and inferiority complex. They do not allow their personnel to go on deputation for fear that they may not come back. Their selection policies are faulty. Officers are selected by a departmental selection board rather than by UPSC. There are chances of Bhai Bhatijavad. The career profile of the officers is very ill-defined and instead of a selection policy for promotions they have a policy of elimination. How can anybody work in such an environment for life where the officers are not sure whether they would even go to the level of IGs equal to SAG in the civil services. An officer of civil service goes to this level in 16 or even less years. There is something seriously wrong with the department. Otherwise why there should there be so much frustration all around. People want to quit at any cost. ICG should do some soul searching to attract and retain talent.

Why salary to elected ones ?

As they voluntarily contest election and get elected to serve the people, Public servants like MPs, MLAs, MLCs, Corporators, etc. should not be paid any salary but can be allowed free telephone, free travel and the like which will help serve the community. If they are paid salary, then these free facilities should not be given to them and their performance assessed on annual basis by the community itself (like APARs of the Govt. staff). Government should take necessary action to amend the constitution accordingly.
