DoP's new guideline
The Department of Personnel & Training (DoPT) has issued a new guideline for empanelling officers in Government of India (GOI).As the grapevine has it, DoPT has said that those officers who are already on deputation to Government of India (GOI) cannot be considered for empanelment. They must report to their parent cadres on completion of their deputation tenure & meet the stipulation of completing cooling off period. Then only they could be considered for empanelment.

Koutons Retail--Not quitting in a hurry
Not all is well with Koutons Retail India Ltd, as it has plunged deeper into trouble with its key management personnel now moving out to look for alternative career options with reports of the retail chain now struggling to pay salaries.

The market is already abuzz with the news that the lower-level employees of the retail chain numbering about 300 have not  been paid salaries for the past six months, retail industry sources said.
 
The latest in the chain of resignations had been  three directors and two senior executives putting in their papers during the past one-and-a-half months. Those who have been reported to have put in their papers are -- Rajiv Grover and Anik K. Khatod of  Argonaut Private Equity and Ajay Mittal  appointed by  venture capital firm UTI Ventures. The retail chain established in 1991, sells clothing for men, women and children from 1,374 outlets across India.
 
Another key personnel to quit the organisation was Ajay Mahajan, Chief Financial Officer leaving the existing board members of the company surprised as it was only on August 13, the company's board had met to consider and take on record un-audited financial results for the quarter ended 30 June and also declared the audited result for fiscal 2010.

MPs seeking three fold hike 

"How far is it justified for the MPs , our representatives, who boast of being servants of aam aadmi, to seek three fold hike in their salaries when Aam Aadmi is writhing in pain due to unprecedented escalation of prices ? "

Code of conduct for MPs ?

This is in regard to the hike in the salary & perks of MPs. Having argued (by MPs) that they should be given salary hikes along the similar lines with the Government employees (though, unlike babus, the bulk of their remuneration comes from hefty perks, salary being just the icing on the cake) should they also not lay down some minimum qualification for themselves? and should they not lay down some code of conduct/rules for themselves (like the Disciplinary & conduct rules, Service Rules Leave Rules etc) in line with the Govt employees?

Delhi celebrates!

Really. The Games logo and the theme song released the other day is a big joke with Delhites. Caught in the worst traffic snarl on the waterlogged roads of Delhi after even a moderate rainfall one is forced to add after the song "meri dilli meri jaan, meri dilli meri shaan" hum sab hain pareshan. kuch public ka bhi karo dhyan. What about giving a final touch to this song by also adding what one would have seen at the back of trucks "Mera Bharat mahaan.Sau me se nabe beimaan (90 out of 100 are dishonest).as for the logo it will be more appropriate to show the figures beating their forehead rather than jumping with joy.So far no one is celebrating.

Federal structure demands consideration by NDC

Developmental legislation, such as the N-liability Bill, which have all the impact on the state governments as in the case of Bhopal, deserve to be considered and approved by the National Development Council, where state Chief Ministers take part. Whose responsibility will it be in case of any nuclear disaster? Obviously that of the state concerned to reach immediate relief, provide rehabilitation and dispose of the radiating material or equipment. One equipment from the Delhi University created so much of panic & devastation and deaths too. The two governments took lot of time to react and act. It exposed the limitations of the state government in such matters. Delhi is no exception and all states suffer from this limitation. It was, therefore, incumbent upon the GOI to have placed the matter before the NDC and take the states into confidence. Non participation of the states in such important matters does not augur well for the growth scenario of the country. It adds to civil society worries when such a significant legislation is passed with just 252 votes, which is less than even 50% of the membership of the Lok Sabha! Our MPs have been demanding hefty raise in their salaries(which was approved after the N-Liability Bill was passed in less than one minute!!!), on the ground that they work very hard and actively contribute in making laws for the country. This number of 252 is a very good example of how many of them do really hard work & contribute to making laws for the welfare of the people! Some of them even chose to strike satirical notes and even mixed up Mexico with the Gulf of Mexico! Was it not the sacred duty of each and every parliamentarian to participate actively in the making of this law or its consideration? Can the nation hope anything from such representatives of the people? Can they tell the people as to what more important work they were doing when a piece of legislation that was agitating the minds of the people was being discussed in parliament? An honest analysis may even reveal that some of them were attending meetings where they accepted sitting fees( I refrain from explaining more). Will these representatives stand by the people if nuclear disaster takes place? Or they will put up a show of asking the Govt for extradition of an Anderson or a Quatrcchi or some other prominent figure? These names provide cheap punching bags for politicians, providing them publicity and opportunities for appearing on the television. We feel let down and join the Minister Shri Chavan in praying to God that no occasion ever arises to invoke the N-liability law in India!

Total anarchy in transfer and posting orders of CBDT
The transfer and posting orders of Joint commissioners of Income tax is held up for last one month for no reason.
1. It is in the backdrop of the fact that there is huge shortage of officers in the field at Joint commissioner level leading to slackness in functioning of field formation of I.T.Department.
2. This has resulted in total demoralization of 30 odd officers who have made representation for transfer from one station to another.
3. Government is loosing Rs. 30 lakhs per month as it is paying salary to these officers while these officers are waiting for their orders and not doing any work.

I hope the concerned officers clear the file promptly before dirty linen is washed in public.
