Nobody knows how rumours float in the grapevines of civil service but no bureaucrat would ever miss an opportunity to be updated on the latest rumours on the transfer and postings of the bureaucrats. So much so that there is even a web site for this. It is said that what most IAS officers do on reaching office every morning was not order a cup of tea or bury their noses in a newspaper but crank up their computers and log on to  www.whispersinthecorridors.com ; its homepage boasts: “Your website draws attention of all politicians, bureaucrats and policy makers of the country; it is not TV or print – its reach is global”. The site is maintained by Suresh Mehrotra whose sources are said to be placed so deep within the corridors of power that hardly any information on the country's "iron frame" passes by him. The last time I logged in, it showed that already more than two million visitors had been there.

BHEL to outstrip its revenue target for 2012 (UPDATED)

Power equipment blue chip BHEL expects to outstrip its revenue target for 2012 and become a Rs 50,000-crore ($ 11-billion) company, its Chairman and Managing Director, B. Prasad Rao has said. The company, which closed fiscal 2010 with revenue of Rs 34,000 crore, is likely to sustain the 20-25 per cent annual growth rate through 2017, Rao who is evaluating the two Bangalore units' ongoing capacity expansion programme quipped. Stressing that there has been no let-up in orders, he said, “During the first three months of this fiscal, the company has registered orders worth Rs 10,000 crore. A number of tenders are in the pipeline. We expect that there is going to be no let-up in the orders. We had a cumulative average growth rate of around 25 per cent during the Eleventh Plan period and expect this kind of growth rate till 2017”.

Stop criticising Delhi Govt

I would like to request the media to stop criticising Delhi Government or any other Organisation for the way they are working for successful completion of work and holding of Commonwealth Games. Instead we the people of Delhi should come forward and help in their endeavour. Holding of Commonwealth Games should only be our aim now. It is in the best interest of the Nation.

What is to follow next ?

Now that the lid is off from the CWG scam which I had predicted long time back, I can predict what is to follow next and I declare that I am no Nostradamus or have any parallel capabilities. The games show will go through rather smoothly. There will be some pat of back and some noises against the mismanagement witnessed at the run-up to the games. CAG and CVC would come out with some findings. A few Engineers and some small time officials of OC would be held responsible with disciplinary cases launched against them. The media after earning its TRP's would go to other TRP generating stories of that time and nation would rejoice in its new found 'glory' of being a host to a 'non' relevant sporting event. Some of the Athletes who would have done well in the event would get the limelight and CM's would be busy in announcing rewards for them. Forgotten in the dim of all this would be the kind of expense nation has paid for hosting this one event and how many of the corrupt have feasted on the booty generated out of it. The back-room boys would have the last laugh at the expense of millions of poor rotting away somewhere in the dust of our villages.

Kashmir is on fire literally

The situation there has become complex and difficult. Never before anti-India sentiments were so strong. The anger of an average Kashmiri can be gauged from the pictures of stone pelting even by women. The government property is on fire. In Pampore the Tehsildar's office was burnt. They also burnt a railway station of the brand new Railway we built for the valley at a great cost. The anger is understandable when young children get killed by the bullets of security forces. But what can police and CRPF jawans do when they are attacked by violent mobs with boulders. It is a vicious circle out there and no one seems to be in control except those across the border who are definitely responsible in fomenting trouble. We have failed in our policy in 'confidence-building measures" with Pakistan. We have rather been tricked into holding talks while they continue with their nefarious designs on Kashmir. They have succeeded .They found willing partners in the unemployed youth of the valley. Our own ill-trained and seem to be not very confident security forces provided the fodder by killing so many young men and women by indiscriminate firing. The response of CRPF and police personnel could have been different(why could not they use water cannons etc. than bullets for stones) whatever be the provocation. What does Government of India do now? We do not have a strategy in place. The present trouble requires a tough response. Seal all the borders with Pakistan. Stop the buses if running. Jam all the communication systems with the neighbouring country, flush out the trouble makers, start some psychological brainwashing propaganda. Let the Kashmiris know that they are better off with India. They have all the rights and privileges as Indian citizens. If India leaves Kashmir they are doomed as they will get Talibanized and their Kashmiriat will have a quiet burial in the muddy waters of Jhelum.

“India should say ‘Khuda Hafiz’ to Indo-Pak ‘civilian’ talks!”

Enough is enough! In view of the latest humiliation meted out to India by Government of Pakistan ( not its awaam), it is high time that the on-going Indo-Pak civilian talks are called off. No purpose will be served by talking with Pakistan till it is remote-controlled by the ISI. For the talks to be meaningful, the dialogue should be between ‘Equals’. The politicians, on either side, have failed. What next? One wonders whether it would be appropriate to authorize General V K Singh India’s Army Chief to talk with Gen Kayani of Pakistan? May be, the matters could fall into place rather quickly! No doubt, Pakistani ‘awaam’ like Indian citizens are keen on peaceful co-existence. The recent survey (TOI, July 31) purportedly carried out by a foreign agency showing a majority of Pakistanis regarding India as enemy No:1, seems to be bogus and motivated and far from ground reality. A small sample cannot represent the entire population of Pakistan! God forbid, if the talks fail ( which is most unlikely), Indian army would have the option of carrying out “hot pursuit” of terrorists into Pakistan’s territory. Stopping infiltration of the Talibans into India, cannot go on perpetually. India and Pakistan cannot change their geographies. In their own interests, they have to find ways and means for peaceful co-existence.
India’s PM has invested enough political capital in Pak but with no concrete return. When will the MEA’s mandarins (Read as PMO’s foreign policy’s makers and administrators) understand the implications of their wrong policies followed all these decades that has only emboldened the wrong doers across the borders? Let my suggestion be given a fair trial by the power that be!

Review promotion policy

It is high time that somebody challenges and HC, SC reviews promotion policy of IAS with respect to promotion policy of other services. If there is time linked promotion to IAS without just eyewash DPC, why can’t there be time linked promotion to other services.

It is high time the Prime Minister, known for his honesty and integrity read the story between the lines of the delays in promotions at all levels of IRS (Jt. Commissioners, Commissioners and CBDT level) and take necessary steps.

IRS has always felt the ire of IAS

The IAS has always felt that it is necessary to keep other services in their place. One service which has felt the ire of the IAS the most has been the IRS which is increasing in importance as the country develops & becomes an economic powerhouse. In all developed countries, the IRS or its equivalent has always been given the highest of importance as the breadwinner & since the strength of the country depends on the strength of the Treasury.

Delay in empanelment of IRS

The anger of the IAS , the premier service in the Government of India is best seen by the delay in empanelment of IRS officers at the level of Joint Secretary . While the 1980 batch of the IAS are being empanelled as Additional Secretaries, the 1981 batch of IRS has not been even empanelled for Joint Secretary . Will the DOP&T, incidentally, controlled by the IAS intervene actively ad show that the pretender service is not bad after all.

Usurping of money

"Yes, one thing correct is usurping of money allotted in various government schemes meant for upliftment of tribal. The money has never reached to the intended beneficiaries over the last 50-60 years, due to corruption at the level of Ministers and officers."

Is there any enquiry into it? This loot of India has been going on for last 60 years? Who is responsible? Is not it the so called "Civil" administration? in the name of "Civil" they claim extra constitutional ruler ship rights.

Unless there are fundamental changes in approaches to administration and governance, nothing is going to change. Nothing changes unless forced to. That is why thousands of insurgencies await at ground level. When will they force a change. only God knows !

Sour grapes and Congmen do not go well together

Why didn’t Mani Shankar Aiyyar resign on moral grounds when he was Sports Minister if he was so opposed to the CWG games? After he lost the Lok Sabha elections this time, he has started waxing eloquent like that former CEC Sheshan. Sheshan was nearly impeached by Parliament, in the case of Aiyyar. An ominous hiss from 10 Janpath was enough to shut him up as he freely admits. Sour grapes and Congressmen do not go well together. The CBI ,after the Congress is defeated will no doubt summon up enough courage to start investigations into this multi-crore scam, but for how long? Soon money will change hands and cases will go cold as in the CBI case of the Man Eater of Noida, Maninder Singh Pandher.

Let’s not waste time

I have served in government, PSU bank and PSU. Never had that time to read even the news papers placed on the table. You had enough work and its what you want to do and not what others want you to do. Let’s not waste time and let us tell all our decision makers that we have to be on the spot of action and ensure that the functionaries attend to the schedules promptly or else face severe action. If only our engineers and the supervisors stood at the place of action and directed the workers and approved each items we would not have faced the great ignominy of delay and substandard work in the common wealth games work.
