Why transfer list of Addl Commissioners held
up ?
Why is the transfer order Additional Commissioners of Income Tax being
held up for last one month in the office of MOS (Revenue) ? It is reported
that MOS (Revenue) wants three officers of Additional Commissioner rank
to be given specific posts. As it was against the norms, CBDT refused
to accede to the request. As a grudge, MOS has reportedly blocked the
file.
Dr Vijayanunni leads delegation to PM on caste
data collection
Dr M.Vijayanunni, former Census Commissioner & Registrar General,
India & former Chief Secretary, Kerala, at the request of Aziz Pasha
M.P. ,led a delegation to the Prime Minister Dr Manmohan Singh and Finance
Minister Pranab Mukerjee who is also Chairman of the Group of Ministers
on caste census, on 27 August 2010 at Parliament House to urge them
to undertake the caste data collection exercise at the census enumeration
stage in February 2011 itself since tagging it with the biometric data
capture operation as proposed will result in its total failure, and
caste data collection was always done as part of the census enumeration
in all the past censuses of India from 1871 to 1941, as also the SC-ST
data collection from 1951 till 2001.They were also urged to direct the
census department itself to undertake the compilation, tabulation and
publication of the caste data collected along with all the other demographic
and socio-economic characterstics disseminated at the 2011 census, as
was done in all the past censuses till 1931, without leaving it to any
other outside agency like the social justice and tribal affairs ministries,
which do not admittedly have the required infrastructure, experience
and organisational base to undertake this gigantic exercise. Minister
Pranab Mukherjee, chairman of the group of ministers on caste census
assured the delegation that the caste data collection will be done by
the census itself.
Maritime states Board Dev Council to meet in
Chennai
A two day meet of the Maritime States Development Council (MSDC) will
be inaugurated by Indian Shipping Minister G.K. Wasan in a Taj group's
hotel, Chennai, on August 30, 2010. Ministers and officials from nine

Property statements of Government Servants
The appellant sought copy of every secretary rank officer's declarations
of assets and liabilities made to the department arguing that similar
statements made by the MPs and MLAs who are also 'public servants',
is in public domain. Relying on the Delhi High Court ruling in S. C.
Agrawal v. Supreme Court of India WP No. 288/2009, the CIC held that
the property statements are part of Government records. The disclosure
of Property statements can amount to invasion of privacy under section
8(1)(j), unless the public interest in disclosure is
demonstrated. Therefore, disclosure can be made only after reference
to the third party under section 11(1).
Comments
The mere fact that a government servant has to furnish a property statement
does not mean that the declaration is a part of public activity, or
"interest". A public servant does not cease to enjoy fundamental
rights upon assuming the office. A private citizen's privacy right is
of the same nature and character as that of a public servant. A public
servant acts for the public good in the course of discharge of his duties
and is accountable for them. The degree of
protection to his right to privacy may differ from that of any other
citizen depending on what is at stake. Hence, only when something of
larger "public interest" in disclosing the personal information
is demonstrated by way of objective material or evidence by the information
seeker, the exemption under section 8(1)(j) may not be available. The
onus of showing that disclosure should be made is upon the individual
asserting it. If the PIO intends to disclose such
records, a notice may be issued to the concerned public official, as
a "third party" and consider his views on why there should
be no disclosure. This order should put at rest the confusion
about the property statements and personal information.

Dewe Gowda was fastest performing Prime Minister
Dewe Gowda was one of the best fastest performing Prime Minister of
the country. A number of policy decisions during his PM ship took
place in the following manner without bothering the Cabinet:-
(i) Murasoli Maran, the then Industry Minister, during the first month
of his tenure held several brainstorming session with all his four Secretaries.
(ii)Then told them to prepare policy notes on the note sheets of the
file.
(iii) Signed it and marked it to the then Finance Minister (P. Chidambaram).
(iv) Who went through it, held discussion with the Industry Minister
in the Udyog Bhawan and then marked file to the Prime Minister (Dewe
Gowda).
(v) The latter gave approval by siging on the note and the policy was
declared. As per rules 12 of the Transaction of Business Rules PM's
are allowed to take such decision and the Cabinet need not be bothered.
(vi) A number of such policies were declared, without bothering the
Cabinet.
(vii) The UDF Government was one of the most competent as lot of things
happened in its short tenure.
(viii) The UDF Government instead of total privatization of the PSUs
they wanted it to be converted into joint ventures.
(ix) Tatas and Singapore Airlines consortium were ready to form joint
venture with Indian Airlines but the Communist did not allow and today
the national exchequer is paying for it.

Lets start revolution in Civil Services
As citizens of the country we want the government to provide the best
service to us. In order to shake up the administration let us start
by appointing a Management specialist from the private sector to be
the Cabinet Secretary and shake the system up. We have tried everything
and the results are abysmal. Nandan Nilekani is a good start. But we
need to start with the top - The Cabinet Secretary.

No sitting allowance any more
In the original scheme of things, the legislators were given a token
salary which was supported by substantial scale of sitting allowance
for actually attending the work of the legislature. Now that the salary
is no longer "token" and has been aligned with the ruling
pay structure of bureaucracy, they should be able to do their job of
attending the sessions of the legislature without having to be paid
sitting allowance any longer as it would amount to double payment for
this emerging privileged class of citizens.

NDMA should have at least one member from engineers who have hands on
experience of handling situations like floods, earthquakes, fires and
other natural and man-made disasters.

Why MPs should not get pay hike ?
Frankly, I dont see why our MPs should not get a pay hike. A minister
may claim a salary of 80,000 plus 1 but the rest of the MPs should not
be paid the same salary. What is more to the point is to make them accountable
for corrupt acts as Public Servants under the Prevention Of Corruption
Act. So far this has not happened. Lalu Prasad and the Fodder Scandal,
Ram (CM of HP) and the Cash Under The Bed Scandal, Shiela Kaul
and the House Allotment Scandal and so on ad infinitum, none of them
have been sent to Tihar. All of them boast of having gone to jail before
Independence. Why not after Independence? Many more deserve to go to
jail now and for longer periods. The Cellular jail in Port Blair should
be revived for these politicians and they should do some Aata Chakki
service there. Some could learn basket weaving and some could learn
to stitch buttons. Those who cannot give up bad habits like earning
black money, drinking and smoking could undergo a course in Vipasana
meditation under the able guidance of Kiran Bedi armed with a whip to
enforce discipline.
