BHEL signs contract with Abhijeet Infra for Thermal Power Plant in Jharkhand
Bharat Heavy Electricals Limited (BHEL) has signed a contract with Abhijeet Infra Limited (AINL), an Independent Power Producer (IPP) for setting up a 1,080 MW thermal power plant (4x270 MW) in Jharkhand. Valued at Rs.2,525 Crore, the contract envisages supplying and installing the main plant package for Phase-I (2x270 MW) and Phase-II (2x270 MW) of their upcoming coal-based Matrishri Usha Jayaswal Mega Power Plant, located at Latehar district of Jharkhand, near Ranchi. The order once again reflects the confidence reposed by IPPs in BHEL’s capabilities. It also reinforces BHEL’s leadership status in the execution of thermal power projects involving supply of state-of-the-art equipment, suited to Indian coal and Indian conditions. Significantly, BHEL secured its highest ever orders from Private Power Utilities in fiscal 2009-10. Out of the total orders of 16,489 MW for Power Plant Equipment received by BHEL during the year, the orders received from IPPs alone accounted for 14,689 MW. This constituted nearly 90% of the total orders booked by BHEL’s Power Sector.

Details of Accounts of Tihar Jail Prisoners

The detail of the convicts having more than Rs. 40,000/- in their P.P. Accounts during a particular period were refused by the PIO claiming exemption under section 8(1)(e) & 8(1)(j). The Commission noted that as per circular, ordinarily a prisoner should not be allowed to keep more than Rs. 5,000/- in his P.P. Account. If prisoner's residence is outside Delhi or a foreigner, the above limit can be relaxed to Rs. 25,000/- at the discretion of the Superintendent Jail, giving the reasons to be recorded in writing. The Commission observed that the prison authorities want to retain discretion with regard to this matter so that they can favour select prisoners. The PIO was directed by the Commission to disclose how many prisoners had more than Rs.40,000/- in their P.P. Account.
Comments
When it is evident that a number of prisoners were permitted to keep over Rs. 40000/-  in the P.P. Account, which is more than the revised permissible amount of Rs. 25,000/-, it means that rules have been broken to favour a few prisoner. In such a situation, the information cannot be claimed as fiduciary or personal and the invocation of the exemptions would no longer hold good.

So now Kalmadi is no longer hiding in ‘ the john’ (toilet)!!
Fact of the matter is the OC ‘top brass’ had a say in all the purchases made!!
A very dubious role the top brass played!!
Specs were made to suit ‘favorites’ and evaluations were fudged!!
In a very biased manner quotes were judged!!
Standard norms were bypassed for placing orders!!
Purchases are full of disorders!!
Of course the ‘OC top brass’ would have covered their steps!!
And worked through the junior staff who they recruited as their ‘reps’!!!
However seems in their rashness to make money!!
They bought/hired products at rates that ‘were ludicrously funny’!!!
Did they feel they would not come under scrutiny?????
Seems ‘greed’ took over by causing in their ‘minds’ a mutiny!!!
And now they give excuses for the ludicrously high prices/rates!!
‘The treadmills come with a service mechanic’ Kalmadi states!!!
Fact is the treadmills have been hired for Rs. 1 lac!!!
And rented to CWG for Rs. 9 lac……just one example in ‘ludicrous purchases’ stack!
Now Kalmadi’s hope is ‘if the Games finish without any major hitch’!!!
Then he’ll say ‘Media carried out a hunt de witch’!!
And we all have noted Mohna, Sonia and Rahul’s silence on this matter!!
Their ‘silence’ file is getting fatter and fatter!!
After all we are keeping a record of the issues they’ve just kept mum!!!!
Like on inflation Mohna fibbed and there were no comments from Rahul or his Mom!!
Mohna just gave us the lollipop that inflation will come down!!!
However both Sonia and Rahul on various guplas and inflation ‘were out of town’!!

Excess employees !
World Bank and other people unnecessarily criticize our country that we have excess Government employees.  In this regard I would like to inform that the percentage of Government servants in comparison to the population of the country is 1.83% in India as against that of United States and Canada, which is 6.88% and 7.92% respectively.  We are trying our best to perform within the constraints and have also been successful in running our country in a democratic manner for the last 63 years.  It is another fact that the Government employees are mainly concentrated in the capitals and there is need for uniform distribution like posting of more government employees in remote and naxal areas.  If this is done there will be less of chaos and poverty and revenue collection and our country will prosper. The other alternative is that we reduce our population drastically.

No excess employees
Yes I agree with this view. These WB and other organisation are comparing absolute numbers of employees in India with the US and other developed country. As a ratio of population, the employees number is abysmally low. In fact I know about many central government departments where it has become difficult to dispose day to day works due to scarcity of ministerial staff. For example in Income tax department there is one stenographer for every 5 officers on an average. So if one officer is engaging the stenographer, other 4 officers are handicapped. Similar is the case with number of employees at the level of additional commissioner and Commissioners. And also story is similar in other departments. Staff position is better with state governments because they take intake from time to time.

Unnecessary criticism
I fully agree that the World Bank and other people unnecessarily criticize our country that we have excess Government employees. Look at the World Bank and all UN Agencies/offices/HQs is overstaffed to a level beyond imagination. What is their own contribution to the world in all these years. All these bodies are dominated by the economically strong countries i.e. USA/Canada/UK etc. They should look into this mismanagement where poor countries also contribute heavily/equally. Then they should criticize us.

When we took the 'visitor's book' to Madam PM in July 1982 after her visit of Indoor stadium, she said 'What is there to write'. The same PM on 19th Nov '82 wrote 'You have come upto our expectation'. I still feel we can deliver the best CWG.

UPA responsible for CWG fiasco
The blame for the CWG fiasco should be put squarely on the UPA Government. How can they entrust the conduct of such a prestigious event to a person like Kalmadi. Through political maneuverings he wormed his way into Indian Olympic association as its President has been clinging on to the post for more than a decade. Other than trying to bring mega events where he has vested interests, he has done nothing for the Indian sports. He is now trying to destroy Indian hockey with his international connections. Government should have entrusted the Chairmanship and coordination of OC,CWG to somebody from the private sector or even from bureaucracy with proven administrative ability .They could have even put Shashi Tharoor as the Chairman of the OC.

It will make an interesting reading if a study is conducted to see as to how much a Tax payer has to shell out from every Rupee earned since he has to pay Income Tax, Educational Tax, Road Cess, Road Tax, property Tax, Employment Tax, Sales Tax, value added Tax, Service Tax and so on.  The amount paid as Tax is also Taxed.

Illegal and improper appointment of DDG in Commonwealth Games
When Corruption is here, can nepotism be far behind?  The story below is an eminent example of the rampant nepotism and favouritism prevailing in the "Con" wealth games.  Care to know how the all important Director of ConWealth Games was appointed?  Please read on:An official using his political clout has hit the jackpot.  The unedifying story unfolds as follows.  This official was holding the post of Deputy Secretary till 25.07.2010.  He was supposed to retire on 31.07.2010.  Lo and presto, he has been appointed as Director (HR) in the ConWealth Games in the rank of pay of - hold your breath - Joint Secretary! Under normal circumstances, for filling up even very low level posts as "Lower Division Clerk" in Government, there are a number of procedures to be complied with.  However, throwing all norms to the wind, giving transparency and accountability a complete go-by, the powers-that-be in the ConWealth Organizing Committee issued an executive fiat imperiously informing Department of Expenditure (DOE) about the hand-picking of this gentleman. It is widely rumoured that the post was never advertised. No applications were invited. No selection process worth the salt was made. It is widely rumoured that this ignoramous chap was simply hand-picked for this job without any selection process whatsoever and purely on oblique considerations.
