Customs Service in Pakistan under scanner
The Customs Service in Pakistan has been under scanner from its own
intelligence wing as well as the DG intelligence of the Federal Board
of Revenue since early 2010. Five Customs officers were arrested
by the Customs intelligence on 28th of this month on allegations of
helping smuggling of liquor by issuing wrong border clearance certificates
to a bogus company, LUNER PRODUCTS who was importing liquor on the pretext
of supplying the same to NATO forces in Afghanistan but was actually
selling it in the local markets in Karachi and Quetta.
Before this, in March this year some customs officers were arrested
for colluding with certain businessman to facilitate duty free import
of cell phones from China and Dubai through Quetta airport.They are
reported to have caused revenue loss to the tune of Rs 470 millions.
In February this year the Baluchistan provincial assembly had passed
a resolution for removing a customs check post near Quetta on the plea
that the officials were unnecessarily harassing local citizens but were
merrily allowing heroin to be smuggled in the trucks returning from
Afghanistan after delivering NATO supplies.

Central Bank to woo NRIs to boost deposits
The Central Bank of India would be reaching out to the NRIs especially
in Kerala, Gujarat, Punjab and Bihar in a bid to double its customer
base. The task has been undertaken by the Chairman and Managing Director
of the Bank, S. Sridhar who is pressing the accelerator on the programme.
A banker of repute, known for his efficient handling of issues with
a human touch, Sridhar, who was the Chairman of the National Housing
Bank prior to his new assignment as CMD of Central Bank of India and
Executive Director of Exim Bank, has been handed over the batton at
a challenging time. He has set himself the envious task of improving
upon banks customer base and dwindling revenues besides giving
it a facelift and using Information and Communications Technology (ICT)
to improve its services. On a visit to attend the State Level Bankers
(SLB) meet in Bhopal, Sridhar, spelt out his priorities in an exclusive
chat with whispersinthecorridors.com.
The excerpts of the interview are as follows-
Q: How do you plan to increase your customer base and high net deposits?
A: Well, thats a very tricky question. We are focussing on getting
NRI accounts from Keralites, Gujratis, Punjabis and Biharis as they
have a sizable population working abroad. We hope to double the
customer base to five crore.
Q: What specialized services would be offered by your bank?
A: In a bid to bring in corporate clients we have set up seven corporate
branches that have become fully operational, now. We are also focusing
on opening mid-corporate branches this year. These branches would be
catering to the needs of small and mid sized companies. We would be
introducing mobile banking very soon while and are beefing up internet
banking facilities. We are also sprucing up our branches giving them
a new facelift.
Q: Spell out your plans about financial inclusion?
A: While banks and financial institutions are focusing only on pushing
profitable and sustainable products in a competitive economy, the Central
Bank of India has embarked on an ambitious mission for financial inclusion
aiming to cover 5500 villages in India within the next three years.
We have set a target on reaching villages with a population above 2000
by 2011 while those with a population less than 2000 will be covered
by 2013. 10 percent of the said target would be achieved through the
banks branches while 90 percent would b achieved through the banks
business correspondents.
Q: Is Central Bank of India planning to open new branches in foreign
countries?
A: Yes, we are applying to the RBI to open up new branches in Bahrain,
Honk Kong and two in South African.

It is now imperative that the NHAI is brought directly under the purview

Child Rights in Indian Civil Nuclear Family
There is a need felt for appropriate legislation for protection of child
rights in the immediate context of the Indian civil nuclear family.
Legislation has been put on the Statute Book for love marriages, divorce,
domestic violence and date rape, live-in-relationships, children born
out of wedlock, but there is no law for protection of the rights of
the child subjected to trauma by the mother and the father in their
daily bouts of uncivilised fights as soon as darkness descends on the
earth. The language, the barbarity, the ferocity with which attacks
and counter attacks are mounted, is a source of permanent nuisance for
the neighbours, who have the only choice to suffer in silence the noise
of furniture being hurled, alongwith filthiest abuses and empty bottles
of Indian made foreign liquor(IMFL) at odd hours in the night. But the
frightened, crying child gets hurt/injured/scarred/marred/devastated
and a life long freak. Do the men & women, who opt to produce children,
have any legal or human right to subject a child or children to such
trauma? Why should they be not punished severely to deter others from
doing so? The coming of the modern age and emancipation of the woman
has disrupted the old family system. There is nothing new in its place
so far. So, new perversities like "sexual harassment" have
emerged! And the average life of the glitteratti-chatterratti-blabberrati
of the glamorous new world has come down to 30 plus!! In this reality
of modern India, the child right to secure, peaceful & loving home
environment needs to be legally made available. Till the Himachal government
legislated about 2 decades ago, followed by the central government recently,
children were indulging in the perverse practice of harassing their
old parents. Not any more now. Let someone show his arrogance and the
law will teach him/her the lesson that the fellow might not have learnt
earlier. So shall be the case with child rights in the great Indian
nuclear family.

The only solution
It is felt that many posts under IAS/IPS and other banking services
are lying vacant. The government of India is thinking to see that
some staff be detained for some more time on ad hoc basis and
or by raising the age limit to 62 years. As the age limit in other educational
and scientific/judicial services has gone upto 65 years, the present
recruiting agencies have been suggested to make up the vacant posts
and fill them in any way.
The CMs have suggested the IPS induction exam from the young age in
various paramilitary forces/and for induction to IAS and other such
senior services from technocrats and other such relaxations.
The senior people with experience are not readily available if the present
set up goes after retiring on voluntary and permanent basis. Many IAS/IPS
and other people think that new generation does not care to join the
elite services of the government and it is suggested that some other
alternative should be suggested. That alternative for the present
is to raise the age for retirement to 62 years,
The next series of newly inducted people will be ready only in the five
years to run the show. Sardar Man Mohan Singh is more than
70. Sonia Gandhi herself is 62 years and others are above 60 years
of age. Why the age limit factor cannot be used?
This is the only solution.
But he is a man of few words
When our Prime minister talks, the world listens, so says Barack Obama
in Toronto at the G-20 summit. Thank you Obama for this praise of our
Prime Minister. Our problem however is that he is a man of few words
when it comes to the enormous problems facing this country be it Corruption,
Naxal Violence, environment disaster or umpteen other ills we are faced
with. We hardly hear our Prime Minister saying much on these. What to
talk of speaking he does not even listen to the Aam Admi's voice of
despair against the price rise, his own ministers' spats with each other
or the protests of opposition on issues concerning this country or the
pleas against harassment by upright and well-intentioned elements against
the corrupt in bureaucracy. Yes Obama we have a Professor of Economics
as Prime minister and heads of G20 will do well to heed his advice on
stimulus funding and not to go for belt-tightening to keep their economies
going but what we poor Indians need is not a Professor but a leader

How can IAS object?
If Shipping Ministry wants a Port Trust officer to be posted as Chairman
of Paradip Port Trust, on what ground an outside cadre like IAS can
object? A port officer who has spent his life time in the port service
has the natural right to become port Chairman if he has the necessary
seniority and merit. An outside cadre officer has no right to object.

Celebration of Statistics Day 2010
GOI has declared the 29th June, the Birthday of Late sh. P.C.Mahalanobis
, the great visionary of India , as the Statistics Day. To commemorate
the day main Function has been organised in Delhi , inaugurated by Vice
President of India ,followed by functions organised by different offices
of GOI located at various other places outside Delhi . At Kolkata ,
birth place of late Mahalanobis , the celebration has been organised
by National Sample Survey Office , M/o Statistics and PI. The purpose
of such functions is to reach to the public at a large with a massage
that how our Govt. is taking care of the public at large. To propagate
such massage a display has been organised through " India In Chart
And Graphs". RESPONSE of the visitors is quite overwhelming . in
my view all of us celebrate this day to make aware the public at large
about the various developmental programmes and achievement thereof.

Good for IOC
The news of AS Lamba to be CMD of IOC is really going to bring strength
in IOC as a whole with all out efforts and knowledge to Lamba over the
affairs of IOC. It will fabulously be a news for strengthening the public
sector undertaking of repute.

Pillai is matchless
Wish we had more home secretaries like G K. Pillai. His understanding
of police issues, support to them and concern for their modernisation
and welfare is worth appreciable and match less. Otherwise in states,
most of the time, one feels as if the officers in home department are
taking out their revenge and frustration against police. They do not
empower police. They want to see that police remain backward, money
is either not spent fully or allow it to be diverted to other departments.
One is surprised to see if they are for police department or working
against the interests of the department which they are looking after.
Wish we have more IAS/PCS officers in home department like Pillai who
take interest to see that all support is given to police. Home department
must not work against the interest of police department.....
