The candidates who are appearing in CSE (Mains), 2010, have been exempted from participation in Foundation Course scheduled to commence at LBSNAA, Mussorie from September 1, 2010. Such an exemption, however, would not be applicable to candidates selected into IAS and IFS.

End discrimination on caste
India is the only country where caste plays the great role in individual’s life, then why the mother of evil of castes is so much afraid of census based on caste? The real Indian works for country but the community making hue and cry against the caste based census always want to be maximum privileged one in all situations without doing any thing. The so called Hinduism first abused the real workers on the name of caste by giving logic that castes are created on the basis of the job performed by individuals, and then created the category of touchable and untouchable to torture them forever. Here the question arises that how a person serving to other on the only condition that he must be granted two time prime basic need of any human being(i.e. Do june ke roti) became neech/shudra/untouchable .On the basis of definition of so called dharma the person serving others without charge and swartha is called ‘farista’ then how he became villain ? The farmer must be called Anna data but treated as shudra, the kariger and mazdoors must be honored as Nirmata (creator-Brahma) but categorized as Shudra(untouchable). This was not done for few days only but continued till date. Whether our constitution does not permit to do so; there is clear cut provision that the discrimination on the basis of caste, creed, race and sex is not tolerable. But all so called politicians want to exploit the caste factor during election to capture power, all non democratic gundas winning the election by using non democratic means are guard of democracy, all non religious persons are guard of religion and all so called patriot involved in unpatriotic works are once more involved to abusing the real patriots by comparing them with Zinnah. How they can claim that the census based on caste will cause one more division of the great India? Sardar Patel was creator of integrated India, (so called SHUDRA) and his counterpart Nehru was creator of Kashmir problem. I think that there is no cause to make hue and cry except accepting the ground reality. All countries having real data base can plan better by analyzing the need of its countrymen and strong India can be imagined only by knowing the quality of workforce and the need of the workforce. We should not only pose the negative aspects of the caste based census, we should be prepared to accept that the fake supremacy is more dangerous than ground reality. We should come forward with solutions that how the India, our mother will once more become the world-guru.

Jha is an excellent officer
I have seen may officers with various type of their aptitude, sincerity, devotion and other qualities. I, being a part of Government for more than 37 years, have personally seen this. I know the functioning of the Officer from IES Cadre - A.K. Jha, and have been impressed to see all qualifying qualities of this Officer to work for any challenging assignment. May God bless Jha to achieve government’s goals involved in his new assignment(s) being on his shoulders now. My best wishes to this officer of high calibre.

Enforce our fundamental duties
The only successful model for control of insurgency or maoist problem whether in Punjab or A.P is after system building efforts by state police only led by IPS officers and the most important thing, which people who have never served under state governments will never realise is, fully supported by state governments. IB led by IPS officers is considered to be 5th most efficient intelligence organisation in the world. The flip slip is that yes, some changes are required whether in training or specialisation or some other things but let me tell you that sitting and being a critical analysts is different thing and facing problems with limited resources and limited will power of state governments ( side effects of multiparty democracy and vote bank politics) is different. The internal fabric of the country is being held for last 60 years by these services only whether IAS or IPS. People criticise them for everything because everybody needs some scapegoats and they are the best. Why do we never talk of creating some institutions which will also enforce our fundamental duties!!!

Magisterial Powers
Magisterial Powers vested in the Civil Servant (down to a Naib Tahsildar) is legacy of stark Colonial system, particularly in Revenue, law and order matters. Police was not prevalent every where so lots of police powers were vested on the revenue official who needed to be every where to bleed Colonial India dry by extracting Revenue and feeding the Empire.

It could only be in India but never in England where Executive and Police powers could be vested in one man and agency to tighten control over Indian slaves. Otherwise how can a man put a charge on another and also sit on judgement over that another over the charge put by him. That simply against natural justice. In India a DC allots the land himself to an industrialist and sits on judgement over the objections to such allotment. Does any one expects justice from him. No wonder thousand s turn to be Naxalites wielding guns.
The judicial powers should never be vested with the administrator and police. The argument that police be empowered with judicial power is fraught with more dangers than present Dadagiri. Now India is independent. Why do these administrative people need to be empowered with colonial provisions?
It is only in Armed Forces, that vast Judicial and Summary powers need to be retained with appropriate authorities due to vital national security implications of their responsibilities. Greater the consequences of breach of discipline, greater is the degree of disciplinary action required to stop it. That was to serve colonial interests. Are we a Colony today?

Dot Heads Rather than Rishies
We Indians are very perturbed and outraged at the above captioned reportage in one of the US tabloid. The report in essence says:
""For a while, we assumed all Indians were geniuses. Then, in the 1980s, the doctors and engineers brought over their merchant cousins, and we were no longer so sure about the genius thing. In the 1990s, the not-as-brilliant merchants brought their even-less-bright cousins, and we started to understand why India is so damn poor."
"Eventually, there were enough Indians in Edison to change the culture. At which point my townsfolk started calling the new Edisonians 'dot heads'. One kid I knew in high school drove down an Indian-dense street yelling for its residents to 'go home to India"
In India these so called Nehruvian Oxens, left intellectuals but compradors, this way or that, and largely their fallouts called "All India Services", lead by the IAS, IPS and IFS and of course the foreign natured "Foreign Service", considered to be Maharishies based on their so called examinations turned to be "Dot Heads". Deeply mired in corruption, bigotry, egotism, self serving and power hungry neo elites and spur black money rich, who Nehru thought will turn around India tuned to be "Dot Heads". Those who could not join their league but thought themselves to be early or late brilliants went to the west. West thought them to to be their Pundits and Boston Brahmins who would work like Indian slaves to retain their Empire. Alas! as per the report, they turned "dots"?//
This Country knows very well the story of Dots. That is why DRDO. ISRO, The Medical Institutes etc do not hanker after them. All others minus the dots do a good Job.
Argument and plea is when our unscientific dots, namely our blind spots of the so called Nehruvian "All Indian Services" will be recognised and certified as dots and shown the door for their inefficiency, narrow minded neo- rich and unfounded elitist behaviour, rampant corruption and their "Dot Mindedness".
They have become beneficiaries of the system more than any one else including the politicians and the mafias. They in turn have joined both.
Can India get rid of these so called All India Service Dots.com. Or rather WWW.com (Wine women and wealth dot com) or further, www.in (wine women wealth type Indian Nehrus).
So do we have to understand why India is so damn poor."
