Q: What is the future of Commodity Exchanges in India?
A: Commodity Exchanges are a vital centre that benefits the producers and traders in a new economic model. They cannot be wished away with. More so, in a country like India- a predominantly agro based economy- which is galloping on its way to economic progress as world battles to keep its economy on tracks.
Q: How is the National Multi Commodities Exchange (NMCE), Ahmedabad doing?
A: The NMCE has established itself as a centre on excellence within a short span on time. It is unique in many other respects. It is a zero-debt company; following widely accepted prudent accounting and auditing practices. It has robust delivery mechanism making it the most suitable for the participants in the physical commodity markets. The exchange does not compromise on its delivery provisions to attract speculative volume. Public interest rather than commercial interest guide the functioning of the Exchange.
What are your suggestions to the Government for better working of the commodity exchanges?
A: I would suggest that there should not be any delay in FCRA amendment and the frequent bans on futures trading should not be resorted to. The Government should not carry the myth that commodity exchanges were den of speculation and banks, mutual funds and FIIs should be allowed to participate.

Government of India strongly supports the fight against corruption spearheaded by Dr.C.V Ananda Bose (IAS Officer 1977 Kerala cadre) in
NAFED, where he was posted as MD by Government of India (GOI) about 9 months back. Some members of the Board of Directors and senior
officers of NAFED were indicted by Dr. Justice RR Mishra (Rtd. High Court judge) and Dr.V.K Aggarwal former Secretary in GOI in their
Enquiry . Report on the notorious tie-up scam of NAFED,in which NAFED passed on Rs.3900 crores to private parties and incurred a loss of
Rs.1600 crores. In the process of purging NAFED Dr. Bose suspended 5 senior officials including two Additional Managing Directors, sent a
few erring officials before CBI for inquiry and transferred a few others. One former Additional Managing Director and a prominent Delhi
business man were arrested by the police. The proposals of the Chairman and certain members of the Board which would pave the way to
corruption, were objected to by Dr. Bose. In retaliation the chairman convened an emergency meeting of the Board of Directors, which
Government of India (GOI) considers “unsustainable in law” and relieved Bose from the position of MD .The Board posted a junior
Forest Service officerP.K. Sharma Additional Managing Director as MD. The Government of India (GOI)has initiated suspension process against
Sharma and taken the position that the Board’s decision to remove Ananda Bose is null and void. “Dr.Ananda Bose has been posted as MD by
Government of India and the Board of NAFED cannot remove him”, said K.V Thomas Indian Minster of State (Agriculture).  The GOI has decided
to crack down heavily on the corrupt system in NAFED. Dr. Bose is an Award-winning writer and has published 10 books in English and
Malayalam. He is a popular columnist in the leading Malayalam dailies and journals. A novelist, poet and short story writer, Dr. Bose is the

Retired IG in Pakistan accuses President Zardari by name
Rana Maqbool  a former IG Police of Sind has approached the Pakistan supreme court to transfer a criminal case against him out of Sind alleging threat to his life from the PPP, accusing President Zardari by name. The former IG is facing criminal charges of conspiracy to kill President Zardari.
At the root of the matter is a criminal investigation into the murder of a Pakistani Judge, Justice Nizam and his only son Nadeem Ahmed in the 1990s when Asif ali Zardari was required by the police for investigations led by Rana Maqbool. Charges brought against the police officer earlier for torturing Mr Zardari in jail during the course of investigations were dismissed by an additional sessions Judge  but in April 2009 the Sind High court had reversed the said judgement because of which Rana Maqbool is presently facing trial. In his petition Rana Maqbool has referred to a number of crack downs led by him in the 1990s against terrorists belonging to the MQM and some other political parties because of which too he has apprehensions of threat to his life. It is note worthy that as many as 83 former police officers involved in these crackdowns referred to by Rana Maqbool have been already killed. Dr. Govind Sharma gets additional charge in RajasthanDr. Govind Sharma (IAS 1984 batch, Rajasthan cadre) Principal Secretary(PS) Mines asnd Petroleum has been given additional charge of PS Personnel & Director General (DG)of the Harish Chandra Mathur Rajasthan State Institute of Public Administration (HCM RIPA), Jaipur from July 11, 2010 to July 30, 2010 as Khemraj (IAS 1985 batch,
Rajasthan cadre)  who holds the charge has gone abroad for training.

Sanction of prosecution

Attested copies of file noting from August 2003 to the date of prosecution sanction in respect of the applicant were refused under section 8 (1)(h) claiming that the prosecution case is still pending in the Court. On being asked by the Commission to explain how disclosing the notings would impede the prosecution, the PIO stated
that the notings expressed various views and the appellant would produce these in Court to defend his case. The CIC rejected the PIO’s claim of exemption.

Comments

Section 8(1)(h) of the RTI Act exempts, “information which would impede the process of investigation or apprehension or prosecution of offenders” from disclosure. Hence, it is necessary for the PIO to show how the investigation or prosecution would be impeded by disclosure. Placing the truth existing on the notings before the Court cannot be assumed to impede the prosecution. Revealing all records could only assist the Court in coming to the right conclusion.

Gujarat & Egypt join hands for Tourism Development

Tourism Corporation of Gujarat Ltd (TGCL) and Tourism Department of Egypt government will work for the mutual cooperation and understanding in Tourism development in India. Tourism Secretary with the Gujarat government Vipul Mittra and Adel Masry Director of the Egyptian Tourism Authority in Mumbai signed a pact during the recently
concluded International India Tourism Mart (IITM) that was held in Banglore. Vipul Mittra,who participated in the IITM also met official of Egypt International Tourism Board and made an elaborated presentation which showed broader view of tourism opportunities and was highly focused on the development aspects in the exhibition at mart. Various International Tourism Boards like Greece, including Egypt were also present. Mittra also discussed possibilities about sending tourists from their countries to Gujarat and vice versa.Besides, the TGCL of which Managing Director is Anoop Shukla had organized a grand successful road show in Banglore  for promotion of Vibrant Gujarat
tourism and inviting tour operators, travel agents, investors for the development of Gujarat Tourism. Vipul Mittra also participated in the road show . Nearly 100 tourism stakeholders from the private sector were also present in the road show in order to interact with the agents/tour operators of Bangalore.  And after that Vipul Mittra

Why no criticism about Indian Army tolerated ?
Why is the Indian Army such a Holy Cow that no criticism about it is tolerated even in the supposedly free Press of a free democracy like India? The expose by Tehelka.com on corruption in the higher ranks of the Army was a service to the nation in the true sense of the word. Nobody wants to hear the truth . Nor is there any respect for the truth. Even on this web site crocodile tears are being shed by retired mandarins about the effect on army morale, hurt feelings of young officers etc? Hurt feelings? Now come on! In America too the Pentagon is a Holy Cow which nobody criticises and look what a mess the Holy Cow has landed America in! First came the stupid Vietnam War, then came the stupid  wars in Iraq(ooops wrong country!),Afghanistan and finally Pakistan. Which country is next ? Do we want to be another America and our army to be another Holy Cow like the stupid  Pentagon?

Civil servants v/s Defence officers
AK Saxena is a respected contributor to your forum and I respect his comments. He has been absolutely on the mark on two counts. Firstly on account of the fact that that a Civil Servant should not compare himself with Armed Forces. Secondly, his advise to stop that maligning campaign should be well taken.
 However, he either deliberately or irrationally faulted in comparing the two sides against his own fundamental postulation. He  showed defence officers as bad as the Civil Servants as corrupt, egoistic. The whole idea of this long and well orchestrated "Army Maligning Campaign" over last so many years, has been to show the uniformed defence officers to be as bad, as corrupt and as egoistic as a Civil Servant,  a Secretary or a DC or SP or DFO. No Sir, please allow me to put forth my views. A defence officers is superbly egoistic to protect his "izzat" and thereby, go to the extent of making the supreme sacrifice in front of the enemy bravely. His ego is part and parcel of his profession of fighting. Whereas a Civil Servants ego smacks of he being a Colonial master and is completely destructive being a problem for all. Corruption again is a point  which media always flares out of proportions. The idea is counter to Civil Servants corruption by projecting the most honest as corrupt. Why has India not been able to deal with her neighbours and why do they outsmart and  hit at us?
The answer is because of their Generals. We have always been loosers because of our Civil Servants for whom their own status is more supreme than National interests. With due apologies, Saxena, your basic equation is either deliberate or faulty and understanding of the problem is wrong. Please do not portray defence officers in the common category as so called Civil servants,  as they do not have same opportunities to be such rich to be compared with Babus.

I am really sorry for the plight of Gr. C & D in CSSS.   As a CSS officer I feel sorry that your cadre is being managed by CSS.  I still can not believe that my brothers in CSS are so heartless, we should do something for them.  We should allow them to merge with CSS. Caste as the Base
I am a high caste man. I wish to ask a few questions to those who are in favour of conducting census based on caste lines.
Do we want to perpetuate the caste system in India or abolish it?
Abolition would mean equality in society, social order and absence of discrimination based on caste. Accepting reservation type and other goodies means perpetuation of caste system. Will then untouchability be accepted by SC as required by the canons of caste system?
One can not eat the cake and have it too. Politicians in the country are looking for their survival. But what about the new social order which we all intend to be in the 21 Century? A tolerant and undiscriminatory caste society.
Is not this a conspiracy of a sort by high castes?
Are we ready to accept heirarchy of caste? Is one SC ready to accept that he is the lowest born deserving contept?
Are yadava ready to accept for the sake of a few vacancies here and there that they are a backward caste and must be treated as unequal socially and legally?
Are Muslims and Christans ready to accept that they will adopt tanets of Brahminical Hinduism by accepting their counts based on caste, therby, virtually readopting Hinduism? I would say welcome back !
Oh there are many such disturbing questions.

Punjab police terror
Terrorism may have died in Punjab but it has left behind an another terror i.e. terror of Punjab Police for all times to come. Both leading political parties i.e. Congress and Akali Dal, instead of restoring democratic rights of the citizens of Punjab have used the state police for fulfilling their own trivial agendas. Today Punjab's police is used for all purposes ranging from settling land & industrial disputes to manipulation of local body elections. If you talk to some of the well meaning bureaucrats and senior IPS officers of the state they would express their own frustration about the prevailing state of affairs. Such is dislike of state police and its officers in the state that once a residential society of IAS and PCS officers was being formed in which IPS officers were also looking for membership but the society consciously barred the police officers to be its members. Whenever I go to the state my friends would tell me not to befriend with any of the police officer of the state due to the dubious records most of them carry. Another interesting thing that I heard was that if today their is a national survey on the most hated police force in the country then Punjab Police may score the first rank. The only institution which is keeping the state police in some check is judiciary. But for the active role played by the Punjab and Haryana High court in cases of human right violation where high court came heavily on the state police, things would have been pretty bad in the state. My only fear is it may not lead to another round of revived terrorism in the state.

There is no other option before the PM who is also the Chairman Planning Commission and was also under the target of irrepressible brave heart like Kamal Nath, who is an asset to the Union Cabinet.

End discrimination on caste

Everyone should thank  Mr. Man Singh to express his view on caste base  census.  One should go with ground reality.  In the govt.  services too, where the SC/ST/OBC is suffix to a name of  an official, his competency is   viewed doubtful.  So with the society when caste based census is done.  The  majdoor ( so called SHUDRA) is even not paid fully for his services simply by a  invalid reason that his work was not  found   satisfactory. This is nothing but a caste based discrimination.  Why does  the person  not do work him self to prevent payment for services to majdoor? Cannot.  This is caste based discrimination only.   It is pertinent that the caste base census will not help the country  but it could help the politicians  to make clusters to politicize  voting during elections.

It was admirable  !
This gentleman called JH in your Forum yesterday was so explosive and correct that one can not but admire what he wrote about the Indian Petty Bourgeoisies called All India Services. One can fault him for his language but not for the content. That reflects the hurt and a sense of betrayal.
Look, I say there is a limit to subjugating Indian elites into a particular mindset. Indian elites, modern educated "Brahmins" including so called "All India Services" are the classical petty  Bourgeoisie, who unfortunately have become copradrore (ealier British agents turned US agents). Equivalence of that word in Indian languages is a "Dalal". There is no doubt that "Bharat Bhagya Vidhata" have turned into Dalals.
I also say Jai Ho.. par kiski?

Don’t use this platform for  anti-Hindu tirade

I request that this portal should not be used for highly casteist and anti-Hindu (“so called Hinduism”) tirades like the one from Sri Man singh. I admit that we do have a reprehensible past as far castes are concerned. But is it not time to forget and move forward. Or do those like Sri Man singh wanted to be reminded always of their down trodden past. Generations after generations have suffered for the last six decades for some of their forefarther’s mistakes or misdeeds in the past. They are now asking only for equality. India is a country of clans and castes. Continuing giving importance to these will result chaos, division and anarchy. Even the great Ambedkar visualized reservation only for ten years and that also only for SCs and STs. Vote bank politics created a new reservation class called OBCs. Many better of communities and clans like Jats and Yadavs got into this class and many more are trying to get in. Even Muslims who were ruling class for one thousand years got into this band wagon. There are castes amidst Muslims and Christians and carrying out caste based census on Hindus alone is an attempt by the present Government for dividing the society and garnering votes.
In a free India every body should have equal opportunities and the only reservation criteria should be economic status.
