Balwinder Singh has taken over as Special Director in the CBI on Tuesday. He is 1976 batch IPS officer of Andhra Pradesh cadre. The officer had earlier held several important positions in CBI from 1990 to 2000 .He has been associated with the investigations of a number of sensitive cases entrusted to CBI by the Supreme Court and High Courts that ended in convictions of the accused persons.Singh has held various positions in Andhra Pradesh, including Commissioner of Police, Hyderabad. Pawar backs Nafed MD Ananda Bose in crusade against corruption
Terming Nafed's decision to send back its Managing Director C V Anand Bose as "incorrect", Food and Agriculture Minister Sharad Pawar has asked the co-operative firm to reconsider the same. Nafed board had last week, decided to repatriate Bose on charges of alleged misuse of funds and misconduct. It had requested the ministry to send a fresh panel of probables. "If the senior officer has been deputed by the government as MD, I do not think it is proper for (Nafed's) board  to remove him," Pawar said, when asked about his reaction on the entire development. When asked whether the ministry would direct Nafed to reinstate Bose, Pawar said the Nafed board should reconsider its decision.The Minister of State for Food and Agriculture K V Thoms has also given a clean chit to Bose. "We have verified and enquired the complaint against Anand Bose. We have found nothing against him," Minister of State for Agriculture K V Thomas had said. Bose had refuted the allegations made by Nafed board, saying that he was paying the price for his crusade against corrupt officials in the organisation. Thomas said Nafed's Additional MD P K Sharma, who was given the charge of MD for the time being by the Nafed board, can not continue as Additional MD as he has involved some of his relatives in the co-operative business.

A rude shock
Taking advantage of limited reach of government hospitals having unsatisfactory health care standards ,lot of high end hospitals having buildings similar to five star hotels were set up by some corporate houses aiming to maximise their return on investment at various places accessible mainly to either very rich or those having medical insurance . In this scenario cashless medical insurance was sold by various medical insurance companies to unsuspecting public to avail services of these very costly hospitals. With unilateral withdrawal of cashless facility by the insurance companies those who took mediclaim policies have been left high and dry. When the regulatory mechanism has totally failed to ensure supply of uncontaminated supply of milk ,vegetables and other food items and even medicines thereby exposing the general public to all kinds of health risks and state of public health care facilities being abysmally poor ,withdrawal of cashless treatment has come as a rude shock . Response of associations of trade and industry , government (and all those who favour privatisation of education and health ) to resolve this matter will be watched with interest .If this problem is not resolved soon, either most of these high end hospitals will be forced to close their shops or survive by catering to foreign clientele only (in the garb of promoting medical tourism ) .By the way attitude of insurance companies should also be an eye opener for all those who advocate replacement of CGHS with medical insurance for government servants.

“General’s wrath at ‘I Am Sorry’ service !!!”
My experience was equally frustrating. A retired IAS officer (of 1958 vintage) whom I met recently, had much more vitriolic opinion about the present day bureaucrats particularly those at higher echelons. While recalling the good old days, he opined:”the present ones fail to behave like Administrators and thus pose as Managers”.
The general perception in the corridors of power is that a majority of officers belonging to the elite Service , are incapable of recording effective noting on files for facilitating decision making. Instead of giving their independent advice, they prefer to first know the minds of their superiors and Ministers before recording the same on files. Much to the annoyance of their juniors, the elite service officers are prompt in directing their subordinates to “Pl speak” or “Pl discuss”. The quality of decision-making is the obvious casualty. They are good at ‘net-working’ with influential centres and sub-centres of power. They manage lucrative postings at the Centre with no relevance to their experience and expertise.
It is here that the roles of DOP&T and Cabinet Secretariat need to be probed. Having served as a Joint Secretary in DOP&T, I can say with authority that that the data bank maintained by DOP&T is rarely tapped by the Office of the Establishment officer in matters of postings. ‘Personal’ , ‘Service’ and ‘Cadre’ affinities and oral orders received from the highest authority ,supersede the criteria of merit and integrity. This is the ground reality. The incumbency statements prepared by DOP&T on monthly basis, are fudged resulting in over-representation of IAS officers at the centre far in excess of the prescribed limits. No wonder then that these officers are “rewarded” with prized postings, escape fixation of responsibilities in case of defaults and receive “Awards” for unknown achievements.

Misconceptions and ignorance
The views expressed and questions asked by the Major General regarding the civil servants are skewed. What does he want? The supremacy of army over civil administration? The questions arise out of misconceptions and ignorance of the constitutional setup in India. There has to be a system in place. as regards the accountability I think it is the other way round. who was hanged for Kargil and Mumbai fiasco, can someone tell me? On the other hand the then Naval chief was totally unapologetic. One can quote umpteen instances of the highhandedness and scant regard for rule of law in the services at almost all levels but these things are not known to outsiders. The civil servants, and these do not mean IAS only, have no protection as is available to those in services.

Officers working in the Ministries are privileged
MB is very much right in his observations in ‘Curious case of Indian Bureaucrats’. Those privileged officers working in the Ministries are very lucky because they do not have any accountability. As & when responsibility is to be fixed either the politician goes or the lower clerks face brunt because the Joint Secretaries & above write nothing on file they call the Deputy Secretary ask him to put up note on the lines dictated by them. If tomorrow any one ask they will blame subordinate for putting up wrong/misleading note and make innocent face. Has anything happened to Joint Secretary in Urban Development Ministry ?.

CSS & CSSS

It is not understood why CSSS people are crying for merger with CSS. What for? For getting promotions in time or quick promotions? Why don't they get the posts created in their cadre if required. One can not compare with others having different duties. Don't say selfish CSS. Why CSS should allow people from other services in their cadre. It will certainly harm our interests. You manage your own house. If your work is of so importance, get more posts.

Challenges confronting bureaucracy
This is with reference to Governance. The biggest challenges confronting bureaucracy is the prevalent, inequalities, corruption, feudalism, exploitation and the unabated use of ground based energy resources taking place right in front of their nose. When people in these areas feel that they are not getting their share of dues and that they are being exploited, then only the activities of Terrorism and Naxalism re created. Further, materialism has become the order of the day, wherein there is excessive competition and sometime immoral & illegal means are adopted in these competitions leading to acrimony, violence etc. With the passage of time we are exhausting, at a rapid, pace our energy resources, which is leading fall in the level of glacier, exhaustion of water, environmental pollution, global warming, depletion of conventional sources of energy (coal, oil & petroleum) etc. We need to focus our mind on these issues more & more for resolution or otherwise the coming generation is not going to forgive us.
One way to bridge the gap between the rich & poor and high & the low would be to provide ‘zero tolerance’ to the phenomena of corruption in the area of governance. For this example has to flow from the top to the bottom i.e. Ministers and Senior Bureaucrats should set example. This is possible in the same manner like today no politician in the country will preach that he is against e-Governance and it is happening in a BIMARU state like ‘BIHAR’.
Discipline should gel amongst the Government servants. They should feel that they are very fortunate that the God has given them Government job and that their motto is only to solve the problems of the citizens of the country and not to create hassles. (Just think the time when you were unemployed, wherein you use to crib that ‘bhagwan mujhe jaldi se koi naukri de de warna mujhe suicide karna parega’. Discipline means attending office punctually/regularly and be available on their seats most of the time & performing their job. Government servants are mainly middle income group people having limited earnings. They falter in the area of punctuality and regularity because the state has not provided them with proper social security measures and health benefits. Government servants should be posted in offices more near to their area of residences. They should be provided with a means of regular health check-ups voluntarily from the side of Government. Forums should be set up in all offices to listen to the family & other problems of Government servants and for its resolution. This, to a great extent, will remove their irritations and personal problems.
People in the top echelons of the Government should realize that it is the tax payers’ money and they should not squander the public money for their own personal benefits. They should not indulge in activities which exceed their entitlements like use of vehicles, staff, stationery items etc. These tendencies bring about dissatisfaction, frustration and envy amongst the Government servants working in lower echelons. We have completed 63 years of independence. It is high time we shed our feudalistic and dynastic tendencies.
If things suggested above is implemented in the right spirit, then only we can see India's bright future

If you want your Income tax refund in time!
The Income Tax Department agreed to collect the IT returns from the Department of Telecom on appointed day but nobody from IT Department turned up. Reason given was that the staff did not cooperate. The point is whether the Department took any action against the errant staff.
As regards functioning of CPC, refunds even after a year are not forthcoming and therefore one had to resort to RTI. So much so for people friendly IT Department.

Amazing !
I had occasion to visit the site www.itgoa.org, maintained by powerful Union of Income Tax Officers and had a look of its minutes of meetings and other literature available. I was amused to see that its office bearers call themselves comrades! I pondered over it! Tried to see things in the perspective of Marxism. Are they proletariat! No! Are they exploited mass of our society! Certainly not! Are they ideologically inclined towards Communism/Marxism? I have interacted with many of them and to the best of my comprehension most of them never displayed any trait of having idea about socio-political ideas of Marx or Lenin or for that matter Hegel, whose antithesis Marx brought about. Than why they call themselves Comrades?

Caste/Caste census/Division
Many have expressed opinion. Few argue about further division. Many other argue let it be there. This has been true with the UPA as it reflects us.
Factually, society is divided. Every one knows other person's caste- it is 100 % true in villages. In cities, few manage to conceal the fact. Since it is a fact, why and how it should divide the society further if we have caste census. Why we fear knowing about it in a democracy? I think minority ruling elites fear it would create a problem for them, once it is scientifically known that the majority may claim power? If I am not wrong this is the major fear factor. Otherwise, let the truth prevail. Let everyone know what the exact configuration of our society is?
