Pawar backs Nafed MD Ananda Bose in crusade against corruption
Terming Nafed's decision to send back its Managing Director C V Anand Bose as "incorrect", Food and Agriculture Minister Sharad Pawar has asked the co-operative firm to reconsider the same. Nafed board had last week, decided to repatriate Bose on charges of alleged misuse of funds and misconduct. It had requested the ministry to send a fresh panel of probables. "If the senior officer has been deputed by the government as MD, I do not think it is proper for (Nafed's) board to remove him," Pawar said, when asked about his reaction on the entire development. When asked whether the ministry would direct Nafed to reinstate Bose, Pawar said the Nafed board should reconsider its decision.The Minister of State for Food and Agriculture K V Thoms has also given a clean chit to Bose. "We have verified and enquired the complaint against Anand Bose. We have found nothing against him," Minister of State for Agriculture K V Thomas had said. Bose had refuted the allegations made by Nafed board, saying that he was paying the price for his crusade against corrupt officials in the organisation. Thomas said Nafed's Additional MD P K Sharma, who was given the charge of MD for the time being by the Nafed board, can not continue as Additional MD as he has involved some of his relatives in the co-operative business

Committee to inquire Gas leak incident at Durgapur Steel Plant.

A committee headed by a General Manager of Durgapur Steel Plant has been constituted to enquire into the incident of BF gas leakage at the plant on Thursday. About 25 persons were affected due to leakage of gas from scrubber area of gas cleaning plant. The leakage was, however, detected and immediately rectified while the affected persons were provided medical aid promptly.

NMCE - Unveiling world class futures’ trading

Q: What is the future of Commodity Exchanges in India?

A: Commodity Exchanges are a vital centre that benefits the producers and traders in a new economic model. They cannot be wished away with. More so, in a country like India- a predominantly agro based economy- which is galloping on its way to economic progress as world battles to keep its economy on tracks.
Q: How is the National Multi Commodities Exchange (NMCE), Ahmedabad doing?
A: The NMCE has established itself as a centre on excellence within a short span on time. It is unique in many other respects. It is a zero-debt company; following widely accepted prudent accounting and auditing practices. It has robust delivery mechanism making it the most suitable for the participants in the physical commodity markets. The exchange does not compromise on its delivery provisions to attract speculative volume. Public interest rather than commercial interest guide the functioning of the Exchange.
What are your suggestions to the Government for better working of the commodity exchanges?
A: I would suggest that there should not be any delay in FCRA amendment and the frequent bans on futures trading should not be resorted to. The Government should not carry the myth that commodity exchanges were den of speculation and banks, mutual funds and FIIs should be allowed to participate.

PM’s security should take notice

Death of seven year old Aman who could not be rushed to hospital due to security restrictions imposed by police following PM’s visit to Kanpur is deeply tragic. Had Aman received timely medical aid , he could have perhaps been saved. Wails of his mother asking what use is such security which can cause loss of life should make all those entrusted with PM’s security sit up and take notice. Why is it that laid down drill during VIP movement does not take into account life threatening situations requiring timely access to hospitals . Life saving responses of people should not be viewed as some kind of security threat permitting no deviation . Is there no way to allow right of way in case of medical emergencies to ensure that no life is lost because of security restrictions .Cannot helicopters be used to minimise inconvenience to general public as also possibility of loss of life due to delay in seeking medical aid . At a time when man can reach safely to moon and satellites can be launched successfully into space , how will parents of Aman be consoled for not being able to take him to hospital in time.

Enough is enough
Haven’t we had quite enough of this tiresome rhetoric, parroted without application of mind, from military baiters who say inane things like "do military want civil servants to be under them in a democracy"? It’s a pointless question. Both military and civil service officers are equivalent halves under our democracy. Military personnel, and civil service personnel are both subordinate to the political authority. Military subordination to "Civil Power" does in no way suggest subordination to "Civil Service". The subordination to civil power that our early military leaders like FM Cariappa, Gen Rajendra Sinhji and Gen Srinagesh, et al bought into, and indeed, promoted, was to the idea and reality of our democracy, and political leadership. Civil service members are no more "civilians" than defence service members are. Civil servants are part of an organized sector of government employees, subordinate to the power of the duly elected representatives of the people. Or so they should be, anyway, though they like to think that they are above all that. So enough posturing and foolish argument, and lets get on with our lives.

IT is good for nothing
The Income Tax department is a department immensely plagued by mediocrity, indiscipline and non-performance of its vast staff power. In the recent Survey of Civil services (covering three all India services and seven Central services of India, released by the Cabinet secretary), IRS came out as the most disgruntled service. On the question of quality of subordinate staff IRS(IT) was the least satisfied service amongst all surveyed.
You can blame a certain percentage of people for being biased or not forthcoming in appreciating the contribution of subordinates but when a Govt. sponsored survey covering hundreds of officers throws some finding than at least one should ponder over it.
The root cause is lack of motivation to learn and improve. Once you have joined the department as TA, or Inspector all that you need is to be regular in responding to the calls of Union leaders (who incidentally address each other as comrades!).
No officer can make you work or dispose the duties assigned. If you are willing you can work else your superior can’t affect you in any manner. Your transfer postings are decided by the Unions. Your ACR does not matter as far as your promotions and career progression is concerned. If you have joined as Inspector, within a few years you will be promoted to gazetted rank i.e. ITO and you will retire, minimum as Additional commissioner of Income tax! It does not matter whether you know your job or not! It very rarely happens that your ACR is considered while promoting you. Therefore there are situations like one Rajesh narrated.

Incomparable Comparables
Yes, it is true that Defence officers and Civil Servants including Police officers are "Incomparable Comparables. Indian Army takes an intake of about 500 odd officer per annum through UPSC, entry levl being graduates. All India Civil services also have the same qualitative requirements but are allowed to keep appearing upto 32 years of age. By that time the officer in the Army would have served the nation minimum for eight years(last age of entry being 24 years). The All India Service Babus all retire minimum as Additional Secretaries equivalent to a Lt Gen. In the army only about 50 per cent of intake makes it to a Colonel, only 10 per cent to a Brigadier. only 03 per cent to a Maj Gen and not even one percent to a Lt Gen. In civil Services promotion upto Additional Secretary rank is assured and almost time bound. In the Army one has to do plethoras of course and has to pass many examinations.
So where is the comparison? In Civil Service one is "damad" of the government of India and is in "Supper Night Carry On" mode till Additional Secretary level or even Secretary level. In the Armed Forces, it is a long haul of professionalism, proving one self at every stage and passing through three to four grades of "Deep Selection" and "cut throat competition" till one reaches a level of a colonel (higher than a Director). Civil Services people reach Additional Secretary in barely 16 years of service whereas a Maj gen in the Army would be lucky to get promoted as Maj Gen in 43 years of service?

Where than is comparison between the two. One is glittering fine polished valuable diamond and other is same as the raw intake and raw material. One is one amongst hundreds and the other is that same Bhondu Lal as was taken in by the UPSC. Can there be any Comparison? One has clutches of reservation tied on his legs and has entered by sheer competition on his merit.
Is any shame, civility and sensibility left with those who comapre these uncomparable. However, these gentlemen of the Armed forces act and function with all these file pushers and danda masters as "Incomparable Comparables" . They pay respect to these incomparable wherever warranted, required for good of system functionality and bear their egoistic pranks everywhere for the sake of the Country. Still they are not happy ! One fails to understand what they want? Why do not they disband the Armed Forces if their tolerance for them is so low. Do they think that they are Brahmins (with liberty to put on the sacred thread) and Armed Forces are Shudras (where sacred threads across every ones shoulders is a sling of the weapon to defend mother land ??

It is totally demoralising. But only saving grace the love and respect of vast majority of people for that glittering gold called "Armed Forces". I presume that is precisely what these civil servant can not stand. In front of the public a civil servant will get beaten up for being a civil servant, not a soldier (except for his own wrong deeds may be) ! That is the image which many in media and these so called civil servants are trying to malign. Gentemen, please enough is enough.

I am disturbed by the media reports of rotting of food grains by the Food Corporation of India. This is due to the negligence of Sharad Pawar, the Agriculture Minister. He must be sacked immediately.

The present problem in CSSS being faced by steno C and Steno D is due to more number of posts in PPS/Sr.PPS/PSO. To resolve this problem instead of merging with CSS; it is better to abolish the posts of Sr.PPS/PSO and increase the posts of steno C and PS. Even the post of PPS is of no use practically. Instead this post can be given to the senior most PS who is really capable of doing multifarious works.

Kashmir situation

I am not a Kashmiri but belong to J&K. In my view, everybody is responsible for the mess in the State in some way or the other. Successive Governments at the Centre have not taken a clear stand on the status of Kashmir. They say Kashmir is integral part of India and at the same time say that they are prepared to discuss with Pakistan all issues, including Kashmir. If Kashmir is integral part of India then why do you discuss it with Pakistan? Government should make it very clear once for all to all including USA whose Secretary of State said once 'Pakistan is our natural ally", that Kashmir cannot be discussed with anyone. Half of the problem will be solved. Secondly, pro-Pakistani elements should be dealt with sternly and if necessary put behind the bars. Firm steps should be taken to stop foreign funds to them on which they are surviving and thriving. It is they who are inciting the common man in Kashmir who otherwise wants to leave in peace and mind business. Government should however address their genuine problems also. Another important thing. J&K Government should not treat non-muslims in the State as second class citizens.

The GOI would not have accepted the recommendation of 6th CPC for merger of CSS and CSSS had such flimsy justifications, as put forth by the writer, held good. CSSS people would definitely have managed their own house had they been at the helm of the affairs and not the CSS people as at present, unfortunately.

Understand the rationale behind merger
The CSS Officers like Rakesh Sharma who were opposing the proposed merger of CSSS with CSS should try to understand the rationale behind the merger. The Stenographer Grade 'D' appointed in 1983 have been kept waiting for their regular promotions for longer period. Till date, no respite is there. Our humble submission is that where the officers who happened to belong to CSS have not taken care of for such a long period because the UDC of 1983 batch have become regular Assistants and in some cases they have been appointed Section Officers. Why the CSS Officers responsible in CS Division have not awakened on time and took the remedial measures to stop ad-hocism. Why the Ad-hoc appointments were allowed to continue for more than 12 years where as the ad-hoc appointment are short-term measures and just to fill the gap. Now, in order to rectify the situation , the Sixth Pay Commission has rightly recommended the merger of CSSS with CSS. It is, perhaps, the only solution to this problem. Our submission is that both the categories are allowed to be merged but with parity in all cases. In other words, the seniority as well as pay of officers of CSSS should be protected in each and every case so that justice is done with both the categories of employees.

General’s wrath at `I Am Sorry’ service !
It is perfectly true they are not Administrators at all they have become managers only because they behave like rubber nose the way politicians want to move. These useless administrators are not able to get their decision implemented because they do not want to have a tiff with their officers who manage the affairs and no guts to prove that his decision was right . Our country need to improve upon these sort of administrators.
DOPT never indulges in the matters ,unless there is a serious complaint. Officers are allowed to overstay at one place years together without any rotation at sensitive posts thus they enmasse wealth by corrupt practices because they know ins and outs of the post. Even the administrators are not interested in moving them in rotation because it will create unnecessary headache for him .so they think it best to over-rule the rules of the government . If you will see the data of the Ministries you can find that Director and above level officers have not moved out of Delhi and NCR for decades together . Knowingly administrators close their eyes towards this and pass on buck to the lower officers.
Previously Contents of the noting on file used to improve when it moved from one level to another and more & different inputs added to the file noting at different levels would make the final decision making authority to consider all the inputs before giving a final decision. But nowadays a note from LDC is being approved by the Secretary level officers without referring to rules and regulations and thus giving rise to so many litigations against the Government Ministries. Let us hope that the administrators prove that they are administrators and not managers.

What is the problem with a caste based census?
We should have a "complete" "caste" based census, not a census based on "categories". "Categories" are phenomena of today's vote bank politics and are political constructs without any historical basis. "Caste" is a reality. So, we should have a "caste" census and not a falsified census on the basis of "categories" like "OBC/ SC/ ST". Out of all posts/ educational opportunities etc, 50% of the seats be filled by merit and 50%should be reserved. Reservations should also be based on percentage of population of "individual" caste/ tribe. Why should we have 27.5% reservations for "OBC" where Kurmis hog all the seats and no other caste gets benefits? Why should we have 22.5% reservations for SCs and STs where only Dusadhs and Meenas are benefitting and every other tribe is left begging? We should have 5.5% reservations for Yadavs (if their all India percentage population is 11%), 2% reservations for Kurmis (if their all India percentage population is 4%) and so on. Reservations should also be made within this 50% for Brahmins at 2.5% (if their all India percentage population is 5%). Similarly for the Nai, Dhobi, Koeri, Meena, Muslim, Kayasth, Hajjam, Kumhar, Bhishti, Dusadh, Naga, Kuki etc. Since all religions in India follow the caste system in practice, all religions will be adequately covered. All tribes will be similarly covered. The state governments can go for percentage of population in the states, the central government can go for percentage of population on an all India level. Within these reservations, 50% can be made for women for each caste and tribe(if their all India percentage is 50%). This would settle all grievances, past, present and future (e.g. reservations for women, mahadalit, extremely backward, dalit christians etc). Only thing is, it would also put an end to political machinations and vote bank politics!

Julka is a bureaucrat of high calibre
Although the appointment of Bimal Julka as Additional Secretary DEA was a forecast of whisper, but at the same time, it will not be out of the way to, categorically, mentioned that Julka is a bureaucrat of high calibre with all qualities of being selected for reputed assignement in DEA. Since I have seen this bureaucrat during his stint as Deputy Secretary in the Ministry of Industry and found him a thorough considerate and a gem of a beaurocrat. My intuition for his becoming Finance Secretary and fit to become Cabinet Secretary in the coming years is not a fade idea. My best wishes and Congratulations to Bimal Julka is conveyed thru whispers media.

Garibi ki jai ho, Daridranarayan ki jai ho!
Should we not be proud of our great demographic uniqueness of having more than 46 crore poor Indians in all our states? It is for them that we are working. You may even call it "governing". Intellectually oriented Indians and the high priests of the media may call us "rulers" but they are being patently unfair to us. All our schemes are targeted at them and we are constantly scheming for them! Indians are known for their brain and brawn, not only in this age of modernity but antiquity as well. We have always celebrated poverty, as no other nation in the world has done in the entire history of mankind. We have extended the highest respects for our poor: you can judge for yourself, since we have elevated them to the level of the Gods! We call them "Daridranarayan" or the Poverty God. Graham Hancock seems to have pirated the typical Indian idea of the poor being Gods when he titled his famous global best seller "Lords Of Poverty". Isn't it a translation of the word daridranarayan? Letter for letter, word for word, makkhika sthane makkhika? Is not traditional indian knowledge being patented abroad? We have known for ages the value of poverty as well as the value of the poor in showering us with prosperity. There is only one competitor to the daridranarayan and that is the annadaataa. Actually it is the poor and their poverty that is really our annadaataa, and not the rotten Food Corporation of India that is deliberately rotting more than 1000000(ten lakh)tonnes of wheat produced by our annadaataa. Had any poor indian lifted even a fistful of grain from the rotting bags, she would have been arrested immediately and put behind the bar. The poor child or the elderly simply had the right to look at the grain greedily but not eat of it. Is it not proof enough that the poor in India are really the bread & butter giver of ours! Those not convinced yet can see the promptness with which the government has reacted, after rains have rendered the entire grain unfit for human or animal consumption. It has announced that the FCI has been asked to place under suspension the guilty(by the way, suspension is no punishment under the rules) and criminal action also initiated, if possible. So the government doesn't even know what is possible!(Our surfers know it better that the financial loss caused to the government is to be recovered from the government officials found responsible). But then, poverty, like corruption, is a global phenomenon. So" Garibi ki jai ho, Daridranarayan ki jai ho". Await the World Bank's next Human Development Report to know more on the subject

Curious Case of Indian Bureaucrats
The answer to this question is very simple. The Civil Service works on ticklish divided shared responsibilities. Clear cut demarcation of duties and responsibilities is not fixed. The poor Babu/Assistant in GOI records a note, gives his/her views on each policy the direction for which comes from the top verbally, all the officers (including the Minister) above just sign on dotted lines and when it flops Babu is made a scape goat. The solution to this problem is whole system of GOI should become officer oriented, whosoever takes a decision within the powers and job assigned to him/her, he/she should be responsible. The second important improvement required is Self Appraisal should be based on real results and promotions should be based on these results and contribution of the officer during the period. IN GOI all IAS/IFS etc batches are promoted en-nloc for next promotions, this must go. More importantly the permanency in the Government job must go and professionals should be recruited at the level of Joint Secretary and above, if necessary. Our civil service needs a complete overhauling. Of course it is in dreams and not possible I know.
