List of the 1977 batch IAS officers empanelment to the rank of Secretary in the Government of India is currently lying in the PMO.
Number of empanelled 1977 batch as Addl Secretary is 67
Altogether 67 IAS officers belonging to 1977 batch had been empanelled to the rank of Additional Secretary in the Government of India. And the number of empanelled officers to the rank of Secretary is said to be 43.
Those did not go to GoI were not considered
If top sources are to be believed, those 1977 batch IAS officers who never served the Government of India were not considered for empanelment to the rank of Secretary.

New Transfer Policy in AGMU cadre triggers unrest
A new transfer Policy of IAS and IPS officer of AGMU cadre has been framed. Due to some parameters added in new policy an unrest has been created in the cadre officers. Some points included in new policy are as under :(i) Posting only outside Delhi will be counted as Central Deputation. (ii) Request of CM or Governor to postpone the period of deputation will not be considered and kept in ACR dossier with adverse remarks. (iii) After issue of transfer order officers must join their new posts within 15 days otherwise, his/her salary will be stopped and concerning officer will be treated as having been
relieved from his current posting. (iv) The period of long medical leave will not count under deputation period and this act kept in ACR dossier. (v) The act of political pressure or any other approach will be kept in ACR dossier. (vi) Under new policy 3 categories have been created: A-Category: Delhi, B-Category: Daman & Diu, Dadar Nagar Haveli, Goa, Pondicherry, Chandigarh, C-Category: Andaman and Nicobar Islands, Mizoram, Lakshwadweep. Deputation period will be for three years. Before going to Central deputation and to become eligible for promotion an officer must go for hard posting i.e. C-Category region.
More than 25 IAS officers from 1983 batch have quit

NMCE - Unveiling world class futures’ trading
The National Multi-Commodity Exchange (NMCE) has been providing a world class on-screen live future trading on permitted commodities to the Indian citizens, ever since its formation in 1999. Kailash Gupta-Executive Vice-Chairman, NMCE, the man who supervised the establishment of the NMCE and subsequently headed its operations, is a man in hurry and wants the exchange to be known around the world as the finest centre for futures’ trading in commodities. Gupta, a former President of Ahmedabad Commodity Exchange, is known for the various Democratic Reforms and Economic Progress pushed by him during his tenure as president spelt out his priorities in an e-mail interview with whispersinthecorridors.com.
The excerpts of the interview are as follows-
Q: What is the future of Commodity Exchanges in India?

A: Commodity Exchanges are a vital centre that benefits the producers and traders in a new economic model. They cannot be wished away with. More so, in a country like India- a predominantly agro based economy- which is galloping on its way to economic progress as world battles to keep its economy on tracks.
Q: How is the National Multi Commodities Exchange (NMCE), Ahmedabad doing?
A: The NMCE has established itself as a centre on excellence within a short span on time. It is unique in many other respects. It is a zero-debt company; following widely accepted prudent accounting and auditing practices. It has robust delivery mechanism making it the most suitable for the participants in the physical commodity markets. The exchange does not compromise on its delivery provisions to attract speculative volume. Public interest rather than commercial interest guide the functioning of the Exchange.
What are your suggestions to the Government for better working of the commodity exchanges?
A: I would suggest that there should not be any delay in FCRA amendment and the frequent bans on futures trading should not be resorted to. The Government should not carry the myth that commodity exchanges were den of speculation and banks, mutual funds and FIIs should be allowed to participate.

An exercise in futile

It was really very interesting to read the views on civil services and armed forces. Well I wish one could become Additional Secretary after 16 years in the Civil Service. There is no point in reacting to something borne out of ignorance. Suffice to say that if one does the job he/ she is required and expected to do, there would be no time nor inclination to start comparing two distinct and different categories. One has nothing against the Armed forces as such but the champions of their so called 'Cause' are far removed from the reality. Ask a civilian living in a Cantonment. Thanks God we are not under Army Rule.

One thing is interesting that Army Officers are thinking themselves so holy cow (always saying that they are fighting for the country etc. etc.) and always saying themselves as “Officers” and for Civilians they use the term as “Babus” or “Clerks” of “file pushers” etc. There was one writer who called himself as Captain “Saheb” (He thinks himself Sahab and others are clerks. What a generosity or high moral ground!!)The whole discussion has become funny and in reality it has brought out the true mentality, caliber or thinking of Army “Officers”. Just a small provocation and we all are seeing the real character of Army Officers in using such derogatory languages. So far I recall nobody used the term “Security guards” or “Body Guards” (even for the great ADC of President our Captain ‘Sahab’) for these Army Officers. But for them all others are “Babus” and Clerks. This itself shows where the debate lies. The nature of Army respect or whatever they think can only be examined when you come in contact with these Army Officers. I think one or two frequent places where the general public might have made direct interaction with Army people is in Kashmir or North East (nobody needs a write up in Whispers to know about respect for Army men in Kashmir or NER. They are treated as most hated man. Remember famous Manorama devi case of Manipur Women.. “Come Indian Army rape us”) or in the Military compartments of Railway Trains (general public are mercilessly thrown out from their compartments). I do not know where is the respect except in the modern age Media (who love to bash civilian Officers as ‘Babus’ and eulogize the military) or by these Defence Officers themselves. The writings in this forum itself say about the response of these Officers on slightest provocation. When they can not listen to constructive criticism in discussion forums and reach in such offensive language you can imagine how they would have been reacting to the demonstrators in Kashmir and North East (that is why so much human rights violation). One thing I am sill not able to understand how a person selected on the basis of Objective type Question paper (NDA exam) is so so superior and want to be equivalent to IAS (remember they compare themselves with IAS only and never with other Central Group-A services, which they think are not even worth comparison). One comparison was in 15 July column about a Major general think about his promotion after 43 years of service. I was just checking my mathematics as to which age he got service and how long he was there if not retired. Such type of comparison is beyond any argument. When they say that they are Superior then IT IS AND YOU MUST ACCEPT IT. No logic no argument otherwise you are Clerks, babus, file pushers etc. etc. It was asked by somebody that comparison between various Officers in the Defence Head Quarters and comparative postings. The argument in response was just laughable mentioning about some Additional Secretary level Scientist heading Section (I do not know where is such unit. He must understand that what an unit means in the Secretariat Headquarters) But again When Captain “Saheb” says it then accept it otherwise country is doomed etc. It seems that they want AFSPA in Whispers Forum also so that Army Sahabs are considered superior to Babus and Clerks / file pushers. Accept my argument or go to hell. This is the logic. Thanks “Saheb Ji” You made us aware about the true nature and thinking of Indian Army. How you consider and treat others who do not accept your view point. Visitors to this site are expected to put some logical arguments and factually correct information and not the personal vitriolic against others. Even sane argument by A K Saxena Ji was also treated in contemptuous manner. This is real Indian Army my friends and these are our “Most Respected Sahabs”

It’s a routine FCI affair
Loss of foodgrains lying in godowns of FCI is not a new thing but a recurring phenomenon. After all in a situation like one prevailing in FCI, rotting foodgrains can easily take care of shortages ,pilferages and other serious irregularities . Not very long ago, it was reported that while liquor bottles were stored in FCI godowns , foodgrain was rotting outside . Those who are saying strict action will be taken against those responsible, will they care to inform action taken in the past against those responsible. It is not without reason that senior level appointments in FCI are most sought after.

Devil quoting scriptures !
The UPA is alleging corruption against BJP Government in Karnataka inspite of state CM's assurance to hand over the cases against his cabinet ministers. What has our PM and UPA to say about the tens of thousands of crores of public money looted by alliance partner Raja and the DMK. What about another partner NCP's Shrad Pawar whose gross inefficiency resulted in the rotting of more than 15000 Crores Tons of wheat in Punjab. All are enjoying their cabinet positions. Congress should first get the UPA house in order before trying to topple other state governments. UPA is using the dynasty's gifts, Governor of Karnataka, CEC and even the lady President to achieve the goal. Their selection itself was an example of the dynasty's scant respect for constitutional methods.

Merger of CSS & CSSS services irrational
There is no rationale at all for merging of CSS and CSSS services. These are two different services and governed by different set of rules. The CSS officers all through have learnt to use their brain by which they prepare reports, notes and drafts on files. They are also well aware about the Rules & Regulations of the Government of India. On the other hand the CSSS Officers all through their career have taken dictation, made telephone calls, arranged appointments and in some cases perfomed the personal tasks of their bosses. How, can one amalgamate the two services suddenly and create chaos in the Government functioning. The reaction of CSSS officers is nothing but their grudge that all through they have tried to be a slave of their bosses and now they want to become bosses in order to have their own slaves. If they had maintained their own dignity, then there was no need on their part to crave for CSS services.

Demand of Union unnecessary
The look at the latest charter of demands put forth by the Unions leaves one with sickening feeling. The Department should ponder over following demands in the interest of good governance and fair services to taxpayers :-
1. The institution of CPC for smooth and faster processing of income tax returns should be continued. Considering workload on single CPC presently working in view, the ambit of CPC should be widened immediately to cover whole Country. Interface of department with the taxpayers should be minimized. The refunds should be immediately issued by the CPC on ‘than and there’ basis while processing income tax returns filed. The taxpayer must be required to visit the income tax office only when his/her case is selected for scrutiny.

2. Keeping the scarcity of office spaces available in view, No office-space should be allotted within the Income tax office buildings to any pressure groups/ Unions/ associations of any class of officers. In cities like Mumbai, Delhi etc. where officers have to share rooms for conducting govt. duties assigned; it is criminal wastage of expensive govt. property to be encroached by any sort of associations or organizations not relevant to Functions of the Department.

3. In all Departmental exams for any category of employees/officers invigilators should be invited from other Departments/services.

4. When an ITO is promoted to ACIT he should not be sent to NADT for long duration of training as the nature of duties and functions discharged as ITO and new post of ACIT are same except the volume of income involved. A promotee ACIT has been part of the department for enough duration and had been working as Assessing officer as ITO for a sufficient duration. He cannot be said to be new to IT Law as well as accountancy and office procedure therefore there is no justification for months of training.

5. On the lines of Home Ministry, system of Bio-metric entry cards should be introduced in the offices for staff as well as officers to ensure punctuality and discipline among the rank and file of the Income tax Department.

6. Keeping the sensitivities involved in revenue –work in terms of vulnerability to corrupt practices etc. on one hand and the fact that responsibility of conduct of staff lays with the superior officers, the superior officers must be empowered to relieve any of the staff members from under his charge to join back at head quarter.

7. While promoting any employee into Inspector, ITO and ACIT/DCIT the ACRs must be considered. En-block promotions overlooking ACRs should not be granted.

The answer to this question is very simple. The Civil Service works on ticklish divided shared responsibilities. Clear cut demarcation of duties and responsibilities is not fixed. The poor Babu/Assistant in GOI records a note, gives his/her views on each policy the direction for which comes from the top verbally, all the officers (including the Minister) above just sign on dotted lines and when it flops Babu is made a scape goat. The solution to this problem is whole system of GOI should become officer oriented, whosoever takes a decision within the powers and job assigned to him/her, he/she should be responsible. The second important improvement required is Self Appraisal should be based on real results and promotions should be based on these results and contribution of the officer during the period. IN GOI all IAS/IFS etc batches are promoted en-bloc for next promotions, this must go. More importantly the permanency in the Government job must go and professionals should be recruited at the level of Joint Secretary and above, if necessary. Our civil service needs a complete overhauling. Of course it is in my dreams and not possible I know.

Kashmir on the Boil
I would like to set the facts right. Kashmiris, barring Kashmiri Hindus never treated Kashmir as an integral part of India nor will they. This fact if understood early will do good for the whole country. If a dog fight, cock fight is there anywhere in Kashmir, the people raise anti-India slogans and the slogans of pro 'azadi'. Go deep into the psyche of the people of Kashmir and then give an explanation. Getting information from newsrooms and newspapers do not make them facts. The problem is deeper than it looks.

Muslim social leaders have social responsibility
The over all situation in the Kashmir valley was improving. It took a nose dive suddenly due to an accident in which, a boy got hit by a tear gas cannister (and he died later)even as the CRPF was trying to control a violent mob of stone pelters. The situation nose dived subsequently as the valley is small and very volatile. The issues involved are the perennial ones besetting South Asia, the issue of identity or rather the issue of plural identities. As this was not resolved satisfactorily in 1947 this ghost will continue to haunt South Asia. It was the British partition of India in which Nehru colluded that is responsible for these deaths today. Remember it was Lord Curzons failed attempt to partition Bengal in 1902 into Hindu and Muslim states that laid the foundation for the British plot to partition the whole of India into a Hindu and a Muslim country in 1947.Before 1947 there was no Hindu- Muslim friction in the Kashmir valley. This was the only Muslim majority state ruled by a Hindu Maharaja where cow slaughter was forbidden and to this day Kashmiri Muslims shy away from eating beef. The hijacking of Islam by the Deobandi and Wahabi sects of the Sunnis is responsible for this state of affairs. The Taliban subscribes to their dictates and this has led to the kaffirisation of nearly 80 per cent of Muslims of South Asia. Kashmir has a hoary culture of Pir_Fakiri , of quawalis etc. Under the new dispensation all this is Haraam. Muslim social leaders have a social responsibility to veer Muslim society away from the strangulating grasp of the bigoted clergy of the Deobandis and Wahabis. Even the all powerful Mughal Emperors had to wage a daily war against the Muslim clergy in the secular interests of Empire. Now I wish Lakshmi Mittal and Ratan Tata pay the British back in the same coin by financing the partition of Britain into England , Scotland and Wales as three separate and independent countries perpetually at war with each other!! Good for business, you know old chap
