Caste census
I would like to give my comments on caste census. There is an imperative
need of the country to carry out caste census, which will reveal the
details of economically backward peoples among all the castes. After
the assessment of economic backward among various castes, welfare schemes
can be framed by the government which will result in development of
backward people. In a nutshell, there is urgent need to carry out caste
census immediately.

Who is responsible for mess?
Commonwealth games preparation are lagging behind. Civil construction
work is of poor quality. The Media is after the sports minister M.S
Gill & chief minister Mrs Sheila Dixit. Both are very honest &
sincere. But who is responsible for mess? No one is asking Jaipal Reddy
about his poor performance. His lacklustre tenure has been riddled with
scams like DDA house allotment scam, Directorate of Estates CBI raids
yet why no one gunning for him? He has failed in JNNURM implementation
& also commonwealth games. Prime Minister should remove him at once
replace him with Ghulam Nabi Azad who has good experience of working
in Urban Development as Azad is honest & efficient, no nonsense
person. There will definitely be improvement.

Unfair comments
The comments of Srinivas on the proposed merger of CSSS with CSS are
unfair and bias. The fear behind opposing merger is that CSSS officers
are well qualified and well conversant with all the official duties.
The merger is requested for because the officers with mean mentality
had overlooked the interests of the CSSS. In other words, the acute
stagnation in CSSS, particularly the Stenographer Grade 'D' have been
kept waiting deliberately for their regular promotions despite the fact
the CSSS officers promoted on ad-hoc basis in 1996 are allowed to be
continued under the pretext of non-availability of vacancies. Now, CSS
Officers have devised another formula to fill the vacancies by outsourcing
it. My humble request is that if there is no vacancy in the Ministries/Departments
then why the outsourcing of Data Entry Officers/Stenographers are being
appointed in the Government. Concerned Officers in the CS Division may
kindly look into the matter expeditiously and take remedial measures.

CSSS and CSS
If CSS people are so intelligent then why they are obstructing PAs to
appear in SO Exam. Why are they amending CSS Rules 1962 and only to
their advantage and sitting on files for years together. If merger takes
place the CSS people will lag behind and become obsolete as CSSS people
who are very active and fast in completing the official tasks will perform
better. Why CSS people are against Executive Assistants. The Government
should seriously consider appointing Multi Task Assistants who can do
all jobs of putting up files, writing notes, dispatching letters, taking
down dictations, sending routine reminders. This will be cost effective
for Government and a lot of money of the exchequer would be saved. The
present incumbents whether they are in CSS or CSSS should be given adequate
training in disposing of the files, etc. So that they could provide
secretarial/clerical assistance to the officers effectively. The Assistants
should be given training in shorthand/taking down dictations and PAs
should be given training in putting up files, etc in addition to their
own duties.

Merger of CSS & CSSS
Through his comments of 17th July, Srivastava has given an impression
as if the pay commission report, which had recommended the merger of
the two services, was prepared by CSSS officials. If that is so, we
should be proud of CSSS, for most of us have praised the report. I hope
he knows that in the past hundreds of Gr.C Stenographers have qualified
Departmental exams for Section Officers and have been functioning to
the full satisfaction of their bosses. Many of them are among the current
Directors and Joint Secretaries too. If they can handle the work of
CSS officers, even at officer level, why cannot others at UDC or Assistant
level. And, that too, without any training received from DoPT unlike
officers from CSS, who in spite of undergoing various trainings, have
not so far achieved the efficiency that is expected from them. I would
call the thinking of CSS officers as those of narrow-minded persons.
By the way why do they compare themselves with CSSS officers and not
with other All-India services officers like IAS, IES, IRS. Had they
done so, they would never think of talking about slave and boss. I,
therefore, do not hesitate to keep people like Srivastava in the group
of people who are of the view that an officers son would always
be an officer and a Class-IV employees son never or to put in Mr. Kumars
word, CSS officers are Captain Saheb and CSSS officers poor babus. Pray
god to enlighten CSS officials and look beyond CSSS.

Merger of CSS and CSSS
The rationale behind the merger is to have a single support system for
the officers as in the private sector and to remove the red-tapist kind
of attitude that CSS officers have adopted throughout. They interact
only at the level of Clerks and Assistants. US/DS at maximum. the CSSS
cadre interacts with higher officers throughout their tenure of service.
Their noting and drafting skills are of far higher order. Moreover,
no one in GOI even class IV is a slave of the other cadre. We are working
together to serve the Government and people. Nobody has a right to say
that only he/she is capable of running the system of government.

Why CSS officers are opposing merger ?
This is regarding merger of CSS and CSSS. I am unable to understand
why the CSS officers are opposing the merger. The merger will not take
away any of their post nor their promotion prospectus. Regarding the
working and knowledge I know many CSS officers who are of no worth to
the government. In each cadre there are intelligent oficers. I suggest
that one exam should be conducted at PS/SO level and another at PPS/US
level for further promotion. The officers of CSSS will prove their worth.
The same happened with Asstt/PA exam for promotion to SO. When a member
of PAs qualified for the SO's promotion, instead of improving their
knowledge to compete with them, CSS officers blocked their entrance
in the exam. This itself speaks about the knowledge of the officers
my friend is proud of. As said earlier do not judge one by his post.
Any one can be knowledgeable and intelligent and perform all duties
given a chance. Unfortunately the CSSS do not get the opportunity to
prove their skill inthe post manned by CSS. The CSS will not be loser
by the merger as the merger will bring equal number of post. There are
officers in the CSS also who are of no use they can be placed for secretarial
duties and replaced by the knowledgeable and intelligent from CSSS cadre.
The CSS is just opposing the move as they do not want others to get
equal opportunities. They do not oppose when their posts are grabbed
by mighty cadres.
