Eight 1977 batch IAS officers have been able to find place in Secretary Equivalent list. They are Noor Mohammad (UP), J P Singh (UT), D A Coutinho (Karnataka), C V Ananda Bose (Kerala), Jayant M Mauskar (AM), Chinmay Basu (Orissa), Sundaram Krishna (Punjab) and Sarojini Thakur (Himachal Pradesh).
Non-inclusion of name of Padamvir Singh surprises everyone
Non –inclusion of Padamvir Singh in the list of empanelment of 1977 batch to the rank of Secretary has come as a big surprise to all his batchmates. Padamvir Singh who is presently Director in the Lal Bahadur Shastri National Academy of Administration is Madhya Pradesh cadre IAS officer.
Mathew  also springs surprise
One of the finest IAS officer in the 1977 batch C K Mathew also does not figure in the list of empanelment to the rank of Secretary. Mathew is currently ACS in Rajasthan. It was stated that he was not considered for empanelment since he has never been on central deputation.
Chhattisgarh Chief Secretary Empanelled
Chhattisgarh Chief Secretary P Joy Oommen  has been empanelled to the rank of Secretary in the Government of India. Will 1977 batch IAS officer Oommen go to GoI ?.
Another surprise in non-inclusion of Madhav Lal ?
Madhav Lal, who was considered Cabinet Secretary material, has also been not empanelled in the list of empanelment to the rank of Secretary.1977 batch J&K cadre IAS officer Madhav Lal who is currently in GoI is 1955 born .

1974 batch IAS officers celebrate 36th anniversary
As many as 91 IAS officers belonging to the 1974 batch celebrated the 36th anniversary of their batch in Delhi on July 16, 2010. They had met in the Ashwani BSF Mess in the Nizamuddin East over dinner. Significant aspect of the reunion was that 20 retired IAS officers of the said batch had reached Delhi from different parts of the country
at their own expenses.

Non-availability of information

The appellant desired information regarding risks to employees working
in hazardous units and the treatment provided to workers suspected of
occupational diseases etc. The CIC noted that a circular issued by Dy.
Medical Commission directing ESIC to report all the suspected cases of
occupational disease to the Regional Office, Chief Inspectors of
factories as well as the employer is not being followed. The CIC
observed that the ESIC with a huge budget does not have data about the
health of workers in the country in a centralized manner which it is
required to make public in discharge of its obligation under Section 4
of the RTI Act. The CIC recommended to the ESIC to centrally collect
information on important indicators like suspected occupational
diseases and such other information, put it on the website by 30
August 2010 and update it every month. The PIO was directed to ensure
compliance before 30 August 2010 and send a compliance report to the
Commission and the Complainant.

Comments

This case shows that mere absence of information cannot be taken as a
plea to avoid disclosure. Normally, the PIO is not expected to collect
and data in response to an application. However, if the information
pertains to some basic function of the Public Authority, it must put
in place measures to collect the data and ensure regular updating of
the information uploaded on the website.

Chug presents cheque of Rs.11,000 towards PM’s Relief Fund

K.K. Chug, Director, Department of Personnel & Training, presented a cheque for amount of Rs.11,000/- towards Prime Minister National Relief Fund to MOS (PP) on 19.7.2010. Chug is reported to be contributing amount accruing to him from his writings and some other assignment he gets to the Prime Minister's National Relief Fund. Till the presentation of this cheque, Chug has contributed Rs 25,000/- towards Prime Minister's National Relief Fund and with this cheque Chug's contribution would amount to Rs.36,000/-. Author of three books, Insaan Nahin Badla, Pahela Pyar and Mera Pahela Shatak, Chug has in pipeline books Mera Beta, Chhoti Badi Baaten (Hindi poetry), a story book under the title Pada Likha Angootha Chaap. Shri Chug also proposes to bring out poetry book My Son and A World of My Dreams in English. Comparison is unjustified

 
The comparison between civilian officers and Armed forces officers is unjustified, unnecessary and wastage of resources. There is no relationship between cow and buffalo. Both give milk, both belong to female category, both are necessary for society and both are respected and worshiped in the country. Only democracy gives an opportunity to its citizens to indulge in such luxury to discuss such subject with utter disregard for the sentiments of other.
It is better for the retired  or yet to retire civil and armed  both officers to, instead concentrate on major problems our country is facing . Use your knowledge and experience of working in the government and suggest how country should solve problems like illiteracy, malnutrition, flooding of populated areas, naxalites, ill-treatment to women in civil society, poor care of old and infirm, criminalisation of politics, impact of corruption on common man, poor status of health services, spread of black money, protection of criminals by high and mighty, third class infrastructure in the country, need for national integration of those alienated from society, poor condition of teachers, contamination of drinking water sources, interlinking of rivers, countering China and handling Pakis, how to proceed with getting seat in security council, road map to super power, how to organise Olympics, institutional arrangement to finance general election etc etc. The list could be endless.
There is no use cursing and criticising others. What do you think about current problems your country is facing? Do you have time?

The debate on Civilian officers vs Army officers has become rather vitriolic. The piece today was particularly in a very bad taste. The Forum should not add oil to the fire by letting this kind of mudslinging and comparison continue. Let your site not become an outlet for personal grudges and frustrations. It is a great site otherwise.

Two different sets of people one wielding pen and other wielding sword. How can you compare them? Pen can't take sword's place. pen wielding people can't hold sword but sword holding hands can hold pen as well. When sword defends the country it is only then pen works. Hence comparison!  Both parties would do well to have mutual respect/regard and not hatred for other.

No use carrying Army Vs Civil Service controversy

 
I would like one thing to be known. The word "Saab" as derided by a gentleman, is extensively used in the Armed Forces. All officers are called Saab including a General by other ranks. All officers including the COAS address the junior Commissioned officers (that is naib Subedar onwards) as  "Saab" or "Saheb" with respect. Officers do not call each others as Saab. NCOs are respectfully addressed as "Ustad" or "Guruju" etc being basic instructors. That is the respectful and elegant egalitarian traditions and etho of the Armed Forces.
And thanks for the small mercies of living under Army Rule ! Only chosen few deserve that.

It was really very interesting to read the views on civil services and armed forces. Well I wish one could become Addl. Secty. after 16 years in the Civil Service. There is no point in reacting to something borne out of ignorance. Suffice to say that if one does  the job he/ she is required and expected to do there would be no time nor inclination to start comparing two distinct and different categories. One has nothing against the Armed forces as such but the champions of their so called 'Cause' are far removed from the reality. Ask a civilian living in a Cantonment. Thank God ! We are not under Army Rule.

Problem is of recognition in the society 

 
Comparison between civil and defense officers have been going on in this forum for quite sometime. I am a state civil service officer. I have been posted in many places where cantonments have been there. No doubt, as compared to other organised services, our army is more professional, disciplined, apolitical. We should also respect them and give them their due always. But after interacting with them for years, I have felt that the main problem is of recognition in the society, their say in day to day functioning of the government/district.   But this is not due to civilian officers, it is the nature of the job, tasks,  responsibilities and power given to civilian officers that they are more recognized in society. Whether they abuse that power, is a separate matter. Every system runs on checks and balances ( presumably right now except judiciary and media). If this system fails, then things will be chaotic. Even IAS, IPS have immense system of checks and balances. Some of them circumvent them is a separate issue but they happen in armed forces also...except that outside people/media is not aware of it. yes, this is true that many reforms are needed in bureaucracy today and it might be deteriorating but so is every institution including armed forces and political class. One armed forces officer wrote that Indian people hate Indian police utmost. That might be true but also remember that enforcement is a dirty job and wherever army has to do police job ( J&K, NE), they are also hated the same way. Civil servants are judged by their failures but armed forces rightly, by their achievements. Everybody needs a bashing boy for ills of this country and what best then civil servants working in fields. Agreed, that black sheep are there ,so they are there in armed forces also. Agreed, armed forces hands over instant punishment to them while in civil services it lingers but one, it is systemic defect which has to be corrected and second, only a fraction of the corruption in armed forces comes out in open ( Ask any BSF officer or in ASC). Both the armed forces and civil servants are doing jobs in their spheres, and both are extremely important. But ultimately the government in day to day functioning does not depend on army rather civil servants, who are trained for it. During times of crises, army help is asked and they are also trained for it. Where does the question of convergence arise. Comparing the system of governance of India, with that of Pakistan or Burma or North Korea will not help. But lets find way of strengthening our own system of governance where different arms of government supplement each other..

Double standard

 
Many IPS officers have been given central govt deputation not only in CBI/BSF/ITBP/SSB etc. but even as AS/JS/DIR/CVO's in Ministries and PSU's. There are other central services like Railways, P&T etc who are deprived of promotions in time and generally not being considered for deputation as well.Policy of deputation and the HR Development seem no concern to DOPT and PMO. This is purely a double standard.

Hard facts about Army

 
It is only because of shield of secrecy that these facts are not coming out. Army is afflicted with all ailments that plague the civilian bureaucracy. Another point is that this is the only institution which claims that duties performed by them (although they are decently paid for the same) are a favour to the country and every one residing in it. They have scant respect for any other professional. It would be worth mentioning that many more people (other than army) are also performing their duties diligently without ever claiming that they are doing a favour to the country or its citizens. There are policemen, doctors, engineers, teachers, skilled and unskilled workers, peasants who are toiling day in and day out. These people are also making their contribution to sustenance and building of nation. But they are never projecting it as a favour to the country. The Army officers have a grouse that they are being shortchanged by the IAS. Fact of the matter is that anybody who has got authority tries to dominate. In this respect Military Officers are more ruthless in damaging civilian counterparts when it comes to certain mixed organizations where the former are holding leadership positions. Some examples are Border Roads Organization, Military Engineering Service etc. In these organizations, the Military leadership has done anything and everything to deny the civilians (despite being extremely qualified and experienced) their due share in career prospects and due role in the running of the organizations. An old adage "Jiski Laathi Uski Bhains" holds true in this case.

Chaos (civil/military) is always chaos!

 
There is too much of civil/military thrashing/trashing on the forum for more time than it deserved. It is time to give it a civilized burial with full military honours. As I am personally aware of both the SSB and the UPSC, I would suggest the foregoing course. Still if some learned surfers think that the debate must go on, they must consider the following: Pakistan has military rule(presently thinly veiled in limited democracy--just like various maketing offers promising gold or Merc cars as rewards in bold letters followed by T & C applies written in fine print). Are right thinking people happy with it? Were the answer Yes, Pakistan would not have earned the name & fame of a terror sponsoring state! So, here too the aam aadmi is the loser(no governance and no well being of the aam aadmi). As against it, India has the civilian rule. What is the net result? Anything I say now would be repetition of surfer comments on WIC so far. These are no ordinary surfers and Whispersinthecorridors is no ordinary website. The surfers have hands on experience of governance and civilian/military practices. They are valuable feedback for the government and also implementers of the governmentt programmes. If they have been driven to frustration of such high magnitude, there is decidedly something festering somewhere. The malady calls for diagnosis. Elsewhere in the region, countries have willingly or inadvertently become satellites of super powers or military juntas. There may be several contributory factors for failure of both democratic and military regimes, but one reason is no previous experience of either democracy or military rule. Basically, both India and Pakistan represent small feudal lords, who held sway upto 1947. The mindset has not changed. The civil authorities in India violate all norms of governance under the Rule Of Law constitutional fiction. So is the case with military regimes in the region, who feel threatened at any move for peace talks between the two countries. Judging from this wider perspective, limitations of both civil and military officers would become crystal clear. One can not contribute to good governance without the contribution & constructive cooperation from the other. My conclusion is that individually both are imperfect. Both need sobering restraint of each other. Both need to actively contribute to policy formulation. If that is done in mutual respect to each other, peace talks etc would yield better resulta. The civil and military brass & boss must shed their attitudes, which have been noticed several times and had to be tamed sometimes.

Factiousness
 
Sixth Pay Commission has introduced "Factiousness" as never before.

 
Factiousness is an important but often ambiguous variable of health of Bureaucratic Structure in the country. As proponents of checks and balances note, government that allows factiousness in its Bureaucracy can protect the rights and interests of minority Services by preventing a large majority from coalescing and dominating a polity. Largest of them are Armed Forces followed by Police Cadres (in terms of numbers and consequently the expenditure). One measure the balancing  this Chanakaya  genius is its tendency to enable factions to cancel each other out like IPS have been able to emerge far better than Defence Service officers not by moving up but by pushing them down. On the other hand, a Bureaucratic Structure  constantly embroiled in factional disputes will find it difficult to make and execute major strategic decisions or to satisfy the aspirations and values even of a majority within the structure. In this regard, the Sixth CPC has been an overkill as the Minority Group, the IAS, have usurped advantages out of proportion, thereby, totally unbalancing the overall structure.
 
The deliberate fiasco of Lt Col pay, treacherously pushing Defence Officer down the pay scales by not acknowledging the previous Rank Pay and keeping them unrepresented, has dented their self respect and comparative status equation which are vital ingredients of their professional requirements and psychology. Since they are a Service which does not effect Civil Functioning and equations very much, that could have been avoided. such an action was unwarranted and not well considered.
 
 Secondly, pushing all other Cat A and All India Services down by two years seniority does not auger well for inter Services synergy.
This factiousness is larger than necessary for the health of the Bureaucratic Structure. Since IAS are the largest beneficiary of the new dispensation, it is futile to expect the Cab Secy to bring in the required balance.  That mechanism having failed, I am afraid, either the Political Leaders should intervene or other instrumentalities of Politics (such as non cooperation, differentiation, hostility, conflicts, groupism, turf protection, trust deficiet etc) will lead to dismemberment or rendering useless the Structure itself.
 
The largest casualty has been the trust earlier that the IAS will take balanced decision. Now no one will trust them. That is not good for the health of the Country. I hope those who matter take it seriously.

1. Army officers do, in fact, fight for the country. Where is the argument about that? So do police officers, and CPO officers. A colonel and a major were killed in Kashmir, within the last two weeks. They are, in fact putting their lives on the line. That is the difference between Army, Police, and Paramilitary services on the one hand, and desk based bureaucratic services on the other. The element of risk to life exists for one, and does not exist for the other. They are putting their lives on the line, so that you can all sit easy in your offices, and call them names, and deny them pensions, and promotions, and equivalency with file notings after file notings, and court cases galore.
 
2. Army scales of pay have historically been the same as those of the ICS, and later, the IAS. So why in the world should the Army not compare its salary structure to the salaries it has always been paid? What attack of illogic would cause them to start comparing with other services all of a sudden? Would anyone ask the IAS to start comparing their salaries with AFHQCS suddenly?
 
3. As to the abstruse expostulations we have seen about difference in entrance exams and so forth, they are an exercise in nonsensical sophistry. An exam is simply an entry point. The real question is what you do in your career thereafter. Lets expand on this line of (non sequitur) argument, that civil service exams are tougher, so the employee should be paid more. How ridiculous is that? Next, engineering services officers will say they should have higher and better posts than the IAS, because engineering is a difficult field, with a longer training period, while anyone with a three year BA honours in Philosophy can become an IAS officer! Medical service officers will say that they should be the cabinet secretary because it is difficult to become a doctor! The nonsense will never end.
 
4. The vast majority of the nation is proud of its army. If anyone wants to make the case that its not, im afraid he is in a minority. Perhaps they think that citing cases like the Manorama Devi case will help them win supporters (this sad case was made out against the Assam Rifles, a Central Paramilitary Force under the MHA, not against the army. AR is indeed headed by an army officer, but it also has its own officer cadre, just like BSF, ITBP, etc. But that is splitting hairs anyway). The fact is, unfortunate incidents happen everywhere, but then people are punished severely in the army for them. That is the difference. Accountability. Unlike other services where there are cases where even persons accused of molestation and abetment to suicide are given medals, and promoted.
 
In the end, no amount of whining by disgruntled persons changes the fact that the army is necessary, even a sine qua non, for the survival of this country in the tough neighborhood in which we live. So we may as well not demoralise them, and pull them down. Right?

Roles In Commonwealth Games

 
It is high time that the country should know the roles of different stake holders in the delivery of the IXX Commonwealth Games to be held in October 2010. The conduct of the Games is squarely the responsibility of the Organising Committee headed by Suresh Kalmadi, City infrastructure is by Government of NCT of Delhi under Smt. Sheila Dixit, Security is with Delhi Police under LG Delhi and the Sports Infrastructure is under Dr. Manohar Singh Gill Sports Minister. There are 17 total sports venue for the Games . Out of these 11 venues are being built under Ministry of Youth Affairs & Sports (9 with SAI, One with AITA, one with Delhi University)One is with Delhi Government, One with NDMC and four with DDA. The venues completed so far have been judged as the best in the world at given cost. CPWD under UD Minister has done a wonderful job to create these world class venues. No one should have the slightest doubt that games will not be delivered in the best way because of venues. I suggest before posting comments on this website readers should get the factual information correctly may be by asking questions through the medium of this website.
