Ajay Mittal's repatriation to HP to materialize
now
Repatriation of Ajay Mittal to parent cadre of Himachal Pradesh is on
the anvil. Himachal Pradesh Government being headed by Chief Minister
Prof. Prem Kumar Dhumal had sought his repatriation. Mittal on central
deputation had joined as Development Commissioner, Madras Export Processing
Zone (MEPZ) in May 2009. Mittal is an IAS officer of the 1982 batch
& belongs to the Himachal Pradesh (HP) cadre. It may be recalled
here that Mittal who is rated as an ace & honest officer was principal
secretary (PS) Prof. Dhumal while the latter had become Chief Minister
of Himachal Pradesh earlier. At that time Ajay Mittal was in the Election
Commission where from he was brought to the CM's secretariat in Shimla.

She forgets that retirement age, if enhanced, is uniformally applicable
to all. Most of the officers or officials preceding to retirement
look for his personal things to be done and wants to enjoy the immunities
attached to the post such as secretarial services to the senior
officers, free telephone calls, use of staff car for personal use, bossism
by the spouses. At a junior level, the officials have an attitude
to just pass on the left over time and do nothing. Virtually they
are liabilities to the government and not discharging their duties as
public servant. As regards, recruitment of elite to the services, recruitment
agencies like UPSC, PSC etc could tell the figures. Figures definitely
tell that for one post more than thousands youth apply and amongst
them, more than 10 percent of applicants falls under qualified
and suitable personalities. Retirement age issues have been
on forum for about 6 months but one of the gentle person advised
to stop it. Why this is being done? If government needs
to retain some technical/professionals, extension could be granted for
which provisions exist. Please stop this issue. This appears that
the persons close to their retirement have nothing to do but
put such views in the forum because it does not cost. "

Motherland bleeds
It is very anguishing and disgusting that naxalites are killing CRPF
soldiers at will. And despite our best efforts, we have not able to
stop them. My heart goes out to the aggrieved families, Though CRPF
bosses have much to explain. State police can't escape their responsibility.
I think due to lack of will and lack of application on the part of state
police force and governments of the concerned states this problem has
taken grave proportions. Wake up. At the moment, the situation is very
alarming and needs immediate attention from all concerned. I wonder
whether we have intelligence worth its salt in the country. Primarily,
it is state government's responsibility to flush out and mould these
naxalites. If States don't have effective police force, make it effective,
arm them to the teeth but make them fighting fit. For God sake don't
let these CRPF men get killed unsung. Centre must call them back at
once. Devise some new strategy as you are unable to control this menace.
CPMF are supposed to lend helping hand to the state police, war has
to be fought by the state police. State police must show that they are
not conniving with the naxalites and that they are still dependable.
CM and HM of the concerned state, where this mishap took place, must
own responsibility. If at all, CRPF has to be retained there, State
police must accompany them at all times so that these poor chaps don't
fall in naxalite's trap. Bring these disgruntled people to the mainstream.
Isolate naxalites from local residents. Poverty and lack of development
have driven poor people to join naxalism. Give them food and shelter.
Protect them from naxalites. HM go and talk to them. Treat it as socio-economic
problem.

I very much appreciate the comments of ML Gupta on the vital issue facing
our society today, namely the way we are treating the core issues called
"family" and "marriage". The moment we accept that
we live in a society, marriage and family are automatically accepted
as vital institutions of that acceptance. It is the shape and nature
of these two which fundamentally determines the superstructures of society.
In a war between Individual Vs Society. Society has to emerge victorious
to ensure individual freedom. If the society weakens, individual freedom
is in danger without viable guarantees which society promises.
Todays powerful, rich and upwardly mobile elites of the society
and their sponsored media or media men consisting of them seem to crossing
limits of individualistic hedonism. They wish to slacken some vital
parameters of social existence like child care. While they are demanding
their rights to produce the child outside the confines of social order
and the rebels are with them, they at the same time are not ready to
provide for a system that will take care of the consequences of the
sought freedom. Marriages outside casts, or established social order
is all right but who bears the consequences of failure of marriage,
maladjustments. widowhood and the children- the media, judicial system
or those hedonistic enriched people. Similarly, why should one particular
view be imposed upon a system like Gotra marriages by force. If rule
of majority is the fundamental of democracy, why should majority be
overruled by the minority and fringe elements in media. These people
must understand that sovereignty of the state and rule of law is the
consequence of transfer of individual rights by the majority to the
state and law.
The Indian Civilisation has survived for such a long time fundamentally
due to continuity of its social system called "Family". It
provided the basis of our cultural, economic and psychological survival
and continuity. That perennial value system today is under massive attack
from the Gays, outside marriage born children, single mothers producing
babies, promiscuity and all rebellious system being permitted in the
name of liberty by the law. That is a systemetic attack on our core
values, if any thing in India could be called as "core value"

It smacks of arrogance
R. Manohar's advice to defence officers to quit if not satisfied with
service conditions smacks of arrogance. There are more creepings in
civil services than in defence. Can we have the same yard stick for
them also. Atleast in defence quitting is not that easy.

What action has been taken ?
As reported, our Law Minister in one of the function stated "Poor
governance and lack of commitment among the civil servants led to spread
of naxal activities in 182 districts of the country". Government
should also make known to the public as to what action government has
taken against such highly paid civil servants? Why en masse action is
not being taken against them. There is no dearth of talent in our country.
Govt. Servants must not be kept in service for such a long period till
retirement and thereafter payment from public exchequer on account of
pension. Rule prescribing maximum age limit for recruitment should be
abolished and government should appoint experienced best available staff
in the country by way of competition without restriction on account
of maximum age limit in the interest of public. Data about disciplinary
action taken against government staff must be published regularly. Why
steps/action for confiscation of ill gotten property is not taken? Whole
system including judiciary, except some good people, is working as mafia
with an objective to make loot of public exchequer by way of salary
etc. and harass poor public. Lack of commitment is a cause for taking
disciplinary action under conduct rules

They are ignorant of Armed Forces
It is becoming extremely difficult trying to read and then convince
the esteem people who contribute in the forum about their tirade and
complete ignorance of the Armed Forces.
Firstly, commissioned officers of the Armed Forces are not allowed to
compete for any service including All India Services being equivalent
and at par with the highest. That is the position of the Government
of India.
Secondly, how can a Deputy Secretary, file pusher ask who heads the
section in the service HO. Why does not he ask who heads a section in
DRDO. A section or cell in DRDO may be held by a Scientist E equivalent
to an additional secretary. A professor in University does not head
a section.
Do people mean that a section dealing with military affairs headed by
a Lt Col in Services HQ can be handled by a deputy secretary or a director?
They can try that. A Lt Col is certainly more expensive than a Deputy
Secretary. Well whatever is left in the Military will be destroyed for
ever.
Then may I ask the doubting toms why there are DIGs and even IGs at
District level doing nothing when SSP and SP are present there? Why
IAS officers are doing the jobs of ordinary managers in every Government
undertaking drawing pay worth lakhs when an ordinary MBA can do that?
The line of argument is illogical, absurd and does not take into account
the needs of functionality and specific requirement. The IAS lobby and
Central Secretariat Clerks who are always with them are hell bent upon
destroying the fabric of "systems" and organisations of the
Government of India in their blind zeal of self interests.
Please stop this topic, at least for Country's sake. Or where will it
stop..and what will the end state?
