The oldest living ICS officer in the world turned 104 a few days ago.
Professor Samuel Martin Burke, 1930 batch ICS of the Punjab cadre, also

age. He was a top Pakistani diplomat, professor at the University of
Minnesota and author of books on Akbar, Jinnah and the last days of
the Raj in India. He still reads the 'Times' newspaper daily and at
the age of 104 is hale and hearty.

A daylong conference of top judges from Western India will be held in
Goa on July 25, 2010. For this Indian Law Minister Dr. M. Veerappa Moily
will be reaching. Chief Justice of India (CJI) Justice S.H. Kapadia
besides several Supreme and High Court Judges are reaching Goa. They
will among others deliberate on recommendation of the 13th Finance Commission,
which had mooted a plan of Rs 5000 for improving
the working of judiciary.

Chug presents cheque of Rs.11,000 towards PMs
Relief Fund
K.K. Chug, Director, Department of Personnel & Training, presented
a cheque for amount of Rs.11,000/- towards Prime Minister National Relief
Fund to MOS (PP) on 19.7.2010. Chug is reported to be contributing amount
accruing to him from his writings and some other assignment he gets
to the Prime Minister's National Relief Fund. Till the presentation
of this cheque, Chug has contributed Rs 25,000/- towards Prime Minister's
National Relief Fund and with this cheque Chug's contribution would
amount to Rs.36,000/-. Author of three books, Insaan Nahin Badla, Pahela
Pyar and Mera Pahela Shatak, Chug has in pipeline books Mera Beta, Chhoti
Badi Baaten (Hindi poetry), a story book under the title Pada Likha
Angootha Chaap. Shri Chug also proposes to bring out poetry book My
Son and A World of My Dreams in English. Chug dreams of presenting cheque
for an amount of Rs.1,00,000/- towards the Prime Minister's National

SAIL Chairman commissions upgraded Blast Furnace
at Bokaro Steel Plant (UPDATED)
Steel Authority of India Ltd (SAIL) Chairman C.S. Verma on Tuesday
inaugurated the Bokaro Steel Plants (BSLs) Blast Furnace-2
upgraded at a cost of Rs. 805 crore. It is the first unit to be commissioned
under BSLs current phase of expansion & modernisation and
is part of SAILs growth plan to take hot metal production capacity
to the level of 23.5 million tonnes by 2012-13. Upgradation of Blast
Furnace-2 has increased its working volume from 1758 m3 to 2250 m3 for
higher productivity level of 2 tonnes/m3/day by incorporating state-of-art
technology. Other major features of the upgraded unit include a higher
blast temperature of 12000C obtained from 28 tuyeres, new skip system
and modern technologies for cast house & cast house fume extraction,
stock house & stockhouse dust suppression, hot blast system &
stoves, back draughting system, Gas Cleaning Plant, oxygen enrichment
system, new electrical and automation system for all existing as well
as new facilities. BSL Managing Director V.K. Srivastava and SAIL Director
(Technical) V.K. Gulhati were also present on the occasion.

So the dialogue has ended in fiasco. The Pakistan side has always been
aggressive during talks. How could we forget that in the round of talks
between the two foreign secretaries in Delhi, the Pak foreign Secretary
had dismissed the evidence given for 26/11 as a piece of literature
in the press conference right on our soil. We quietly gulp such insults.
This time comparing our home secretary with the terrorist Maood was
utter nonsense. Our home secretary had merely stated a fact known to
all of us but confirmed by David Headley during interrogation by NIA
team in USA. That our External Affairs Minister would just keep quiet
on this blatant offence speaks volumes of our politicians. This is what
encourages Pakistan to be more and more belligerent. They know we get
cowed down by such rude behaviour and we lack guts. In other words we
are cowards. If we had self respect we would not have gone for talks
specially in the wake of the trouble they created in Kashmir by funding
and provoking stone-pelting on our constables and jawans and also what
we learnt from Headley about the ISI role in 26/11.Now Pakistan is throwing
another challenge to India by terming Kashmir as India-occupied. This
is again because we were never aggressive to ask for vacation of P Waziristan

Recast our diplomacy
So Waziristan is in Burma and 8 PUNJAB is Burmese Government Force ?
Well done, Indian Army continues to belong to Queen Victoria, so they
argue even today ! OK. It is high time we recast our diplomacy vis-a-vis
Pakistan by including dignity and self-respect and the prestige of our

Surplus Posts
The 6th CPC has failed to recognise certain posts which is not worth
the pay given to it. For ex.; Sr.PPS/PSO and very few technical posts
fall under this category. Either they show themselves very busy; but
actually the work can be done by an ordinary LDc/UDC. Apart from this,
they are also spoiling the chances of the promotion of their junior
posts because their posts are increasing in number and when it comes
to work they give excuse calling themselves Under Secretaries/Dy. Secretaries
and expose their junior to work. It is really surprising that DOPT is
remaining silent or these posts must have been created without the knowledge
of DOPT

Commonwealth games preparations
Opening Ceremony of Commonwealth Games to be held in Jawaharlal Nehru
Stadium. This stadium built in 1982 for Asiad games. Indira Gandhi Indoor
Stadium, Talkatora Stadium, Siri Fort complex were all constructed in
1982. The National Stadium built in 1933. Ferozshah Kotla stadium, Ambedkar
Stadium, Shivaji Stadium, DLTA etc all constructed in past. Therefore
someone kindly enlighten what infrastructure development has taken place
now. The construction of commonwealth games village proved good money
making occasion for Urban Development Ministry/DDA & it justified
squandering of huge amount of money by way of loan to private construction
company. Skeletons will fall out after games is over as to who benefitted
by how much from this deal. We should all thank Mrs Indira Gandhi who
got large number of stadiums constructed in record time and with not
a single instance of corruption. This time during commonwealth games
only old infrastructure is being renovated & nothing new constructed.
Public money is being squandered on repair & renovation work which
is lucrative non risky ventures. Urban Development Ministry has diverted
precious JNNURM funds on non development works. It has not given timely
approvals which has escalated costs of CPWD & lack of time result
in shoddy hurried construction work. Now Engineers will be made escape
goat. Replacement of plastic chairs of Jawaharlal Nehru Stadium venue
of opening closing ceremony costing 25 Crores given to Chinese firm
after global tender of very poor quality. Officers afraid chairs will
crack in rains of Delhi. Correct Accountability must be ensured &
responsibility fixed for this jungle raj.

Pitiable condition of UDC
I would like to draw kind attention of Dop&T and Ministry of Finance
regarding pitiable condition of UDC of Central Secretariat. The 6cpc
has widened the gape more. In these days the difference between Basic
Pay of UDC and Assistant is approx 10000/-. If we add other allowances
in it, the gap between salary will widened more and it reached to Rs.
15000/- . while the work of UDC/Assistant is almost similar in central
secretariat but on the front of salary they may not get equal treatment
with Assistant. The lowest functionary of the Central Secretariat is
UDC/Assistant. besides routine noting and submission of cases, is required
to locate and collect other files or papers, information, data and material.
The section consisting of UDC/Assistant and Section Officer, while putting
up a case, are required to see whether all the statements, so far as
they are open to check, are correct; point out mistakes, incorrect statements,
missing data or information(if any), draw attention to the statutory
or customary procedure and point out the relevant law and rules; furnish
other relevant data or information available in the Department; state
the questions for consideration and bring out clearly the points requiring
decision; draw attention to precedents; evaluate relevant data and information;
and suggest, where possible, alternative courses of action for consideration.
This all work has been done by LDC/UDC/Asstt and Section Officer but
the credit has been always taken by Assistant. The government of India
should must think and amend the needful. Upper Division Clerk in Central
Secretariat deserves the 4200 GP and it should be paid to them.
