Central Bank organizes training programme
for CBI officials
Reserve Bank of Indias General Manager JL Negi wants better coordination
between the bank officials and the investigation officials to check
the forgeries in the banks. He was addressing the inaugural function
of five days Special Training Programme for CBI officials at Bank Officers
Training College, Bhopal, when he further said that catching the bigger
culprits would help achieve the real purpose of investigations.
Prominent among others present on the occasion were Central Bank of
Indias Chief Vigilance Officer (CVO) Bharat Dave, its General

SAIL Chairman commissions upgraded Blast Furnace
at Bokaro Steel Plant
Steel Authority of India Ltd (SAIL) Chairman C.S. Verma on Tuesday inaugurated
the Bokaro Steel Plants (BSLs) Blast Furnace-2 upgraded
at a cost of Rs. 805 crore. It is the first unit to be commissioned
under BSLs current phase of expansion & modernisation and
is part of SAILs growth plan to take hot metal production capacity
to the level of 23.5 million tonnes by 2012-13. Upgradation of Blast
Furnace-2 has increased its working volume from 1758 m3 to 2250 m3 for
higher productivity level of 2 tonnes/m3/day by incorporating state-of-art
technology. Other major features of the upgraded unit include a higher
blast temperature of 12000C obtained from 28 tuyeres, new skip system
and modern technologies for cast house & cast house fume extraction,
stock house & stockhouse dust suppression, hot blast system &
stoves, back draughting system, Gas Cleaning Plant, oxygen enrichment
system, new electrical and automation system for all existing as well
as new facilities. BSL Managing Director V.K. Srivastava and SAIL Director
(Technical) V.K. Gulhati were also present on the occasion.

Dr. Ami Bera top-tier candidate for Democrats
According to a report published in the Sacramento Bee, Indian American
physician Dr. Ami Bera of Elk Grove, who is contesting from Californias
3rd Congressional District, is officially a top-tier candidate for Democrats.
The Democratic Congressional Campaign Committee (DCCC) has announced
that Bera, whos trying to unseat Republican Rep. Dan Lungren of
Gold River, is one of 13 candidates who have earned a spot in the committees
competitive Red to Blue program. Its recognition of a candidates
ability to raise money.
"These candidates have come out of the gate strong and the Red
to Blue Program will give them the financial and structural edge to
be even more competitive in November," said Maryland Rep. Chris
Van Hollen, the DCCCs chairman. The Red to Blue program offers
candidates financial, communications, grassroots, and strategic support.
Democrats have been targeting Lungren since he won his last race with

Not only is post of Director(Estates) vacant but post of L&DO which
is very crucial post is also vacant for almost last 7-8 months. R.K
Sinha the last IAS officer to hold post of L&DO (14.7.08 to 3.11.09)
had sought to leave on his own accord or else they would have created
conditions for making him leave because the joint secretary & above
officers in the ministry of urban development make the heads of these
departments do all kinds of things & give no support or protection
& never take direct responsibility & do not give any order in
writing-only verbal order. therefore no honest officer worth his salt
wants to join the UD Ministry.

Civilians vs. Armed forces personnel
The debate is going on and on. This shows that the civilians have also
started caring for their self-respect. However, I feel the debate should
end now. The armed forces personnel have been taught to hold their fort
and it is but natural for them to remain adamant or stick to their guns.
After all they are protector of our borders where the mode of communication
is bullet and not tongue. The Forum has given us an opportunity to know
their views and we should be pleased to know that they have not lost
their originality adamant or not to withdraw and our borders
are in safe hands. So, as a civilian I think there is no use go on trying
to force them to accept our views.

Use Army skills in nation building activities
Before partition of India, the Indian Army was considered the finest
in the world and for good reason too. Our soldiers could fight at half
the cost of white troops. Our troops were used as cannon fodder in both
the world wars. The British used Indian troops where the fighting was
the toughest and the chances of survival almost zero, eg, Somme and
Mesopotamia in WW1 and Tobruk and Monte Cassino and Burma in WW11.The
loss of life of Indian troops and Indian officers was in their millions
compared to a few thousands of white troops. After 1947 we lost some
of our finest regiments to Pakistan. As such, wars with Pakistan are
more like civil wars than wars with foreign countries. In the last 60
years India has fought 4 wars of which one was a victory, one a total
defeat and three were stale mates. No war lasted more than a fortnight
at most. With nuclear weapons all around us, the likelihood of another
conventional war is remote. The new kind of war is guerilla war for
which no one seems to be prepared would be there. So what do the armed
forces do in peace time? In many developing countries the armed forces
take part in nation building activities and render yeoman service. In
India the Border Roads have done exemplary work for the nation. Does
it make sense to confine an expensive , disciplined and motivated force
to the barracks for all times to come? Surely their talents can be better
utilised? Consider this. Netaji Subhash Bose wanted a National Army
committed to the cause of India as distinct from the mercenary colonial
army committed to the preservation of the British Empire. In free India
one does get the feeling that our corrupt politicians want to keep the
army at arms length as they are afraid of the popularity of our armed
forces with the public at large.This is the reason for the abolition
of the post of Commander-in -Chief of the armed forces after the retirement
of Field Marshal Cariappa. The creation of rival centres of power like
the BSF and ITBP and CRPF all helped the politicians to weaken the army
further and prevented a military coup as has happened a number of times
in all our neighbouring countries. The debate should be about better
utilisation of our armed forces in peace time than over pay and perks
and false pride and status. Respect is earned and not demanded. Since
our armed forces are made to sit idle in peace time they do not earn
respect in the eyes of society.This is the real reason why there is
such a shortfall in recruitment of officers to the army.
