Common Wealth Games
CWG,2010 were awarded to be held in Delhi in, I think, 2003. Nearly
Rs.300 crore were to be spent on the entire exercise. We had enough
time and resources for funding the arrangements. Everything should have
been finished in time. Our slackness is costing up whopping 90 thousand
crores. Why not excess money spent be recovered from the people responsible
for all this mess. Central Govt. is distributing money with both hands.
They are funding Delhi Govt. to the teeth. Delhi government wanted 2000
crores for Games and Planning Commission obliged them with 5ooo crores.
why?? See the irony, on one hand, a tool of Delhi Govt. MCD doesn't
have money to pay salary to staff as a consequence they are often resorting
to strike, on the other hand Delhi govt is spending huge sums of money
on plantation, beautification. They are recarpetting every road, redoing
every pavement whether needed or not. They are linking every developmental
activity to CWG. Even metro activities are linked to CWG. What they
are forgetting is to tackle ever rising traffic problem, law & order
problem, terrorist threats, rampant unlawful activities all around.
They are even planning to confine us in our homes in that duration.
Who will come to this country when you can't assure safe passage, nice
stay, reasonable priced hotels. Everything from milk to water is unsafe
here. Invite the world and let them see real India. Cheers!

Commonwealth Games REVISED Comments
I would be really surprised if the Commonwealth Games 2010 take
place in Delhi. I was sure of it a year back, six months back and even
now for the simple reason that not only Delhi is not at all prepared
for the game, threat of terrorist is always there to keep the sportspersons
of most of these countries away from India. We had read that Chinas
preparation for the Olympics were over two years before the actual dates
of the event. In India, how that could be expected from the corrupt
contractors and officials. It appears for the share given to officials
by the contractors they have been promised that it is enough if the
structures erected by them have a life of two months. [The constructions
so far have proved (falling ceiling, leaking buildings, careless laying
of footpath etc) all this]. Perhaps that is why the contractors have
been dilly-dallying in erecting the sports stadia and other such structures
(and officials are quiet), because they know if they complete the works
by 1st August, the structures start falling or show cracks by first
week of October, i.e. even before the games commence. Therefore, like
me many others have by now understood that the preparation of the game
in Delhi would be completed only by mid-September and by that time Commonwealth
Secretariat would shift the games venue from Delhi to Australia. Doesnt
it all seem pre-planned?

Blackmailing govt ?
Everyone knows that CWG projects were deliberately delayed to create
panic and then blackmail the government for more and more funds. People
like Kalmadi should be publicly flogged for wasting billions of rupees
of the taxpayers' money. An inquiry should also be conducted into the
assets of Kalmadi and his relatives as also all those connected with
CWG.

Other cadre officers would suffer
As per report appearing in Whispers on 23rd July that ACC has approved
that 50% officers of CSS cadre officers will be appointed to posts of
Deputy Secretaries and Directors in Government of India. As a result
of this decision, other cadre officers are going to suffer. It is felt
that the CSS cadre has become a liability & has outlived its utility.
The rotation of these officials does not take place & there are
numerous examples of officers who joined as LDCs or Assistants &
have retired as Deputy Secretaries/Directors in the same Ministry. This
cadre has created strong vested interests due to proximity to power.
The lethal combination of Politician, IAS and CSS is ruining the country.
Since this cadre is close to Ministers & IAS Officers therefore
the Politicians & IAS Officers are patronizing towards them because
they are the repositories of rules and how to bend them or interpret
them to suit the masters. They can do any kind of wrong but get away
with it. The IAS bosses dare not defy them because IAS comes & goes
but CSS remains. The IAS feels secure if CSS officers are siding with
them then they will be safe as CSS will save them from below & IAS
batch mate & lobby culture will save from above. The CSS does not
move files or moves only files in which they have interest. They do
not allow any service to get any other benefit unless they also get
it. Since they are movers of files therefore officers in field face
brunt. Files regarding requirement of police personnel to fight the
naxalite problem like bullet proof jacket, tent etc not moved timely.
The man in field has to take on spot decision which can be good or bad.
But there is no time limit or accountability for CSS to process files
they can suppress & even kill file no one can punish them. The country
has no hope. Incase Commonwealth Games are a failure then the CSS and
IAS will go scot free and the engineers will be held responsible. The
technocrats are demoralized as they are treated like dogs by mighty
CSS & IAS. The Politicians have to face electorate but who will
hold these IAS & CSS accountable. Now the Engineers are being bribed
with one months extra salary as bonus if CWG work is completed on time
so that skin of inefficient CSS & IAS officials is safe and engineers
cover it up by working day & night & neglecting their families
& the Politicians can cut ribbon & get publicity. The IAS can
take free lunch dinner & enjoy privileges.

- just take a closer look at how the PSUs (even listed ones) are being
systemically fleeced by the 'Masters' in terms of free cars/ drivers/
taxis/ hotel and guest house stay/ gifts during meetings/ visits etc.

Dispute between DERC and Delhi govt: An illogical situation
DERC is quite right to reduce the power tariff in Delhi. Why does Shiela
Dixit Govt. not want this to happen, please guess? An ordinary commerce
student knows that financial statements can be manipulated by window
dressing of accounts. By showing less expenses/losses and/or inflated
incomes and gains, unrealistically higher profits can be shown and vice
versa i.e. by showing less income/gains and inflated expenses, through
subsidiaries, contractorship or otherwise, unrealistic losses can be
shown to get undue advantages. This is what has been done by BSES and
NDPL in Delhi. This can also be judged by the fact that NDPL has awarded
cars to its employees in bonus every year. If it is running in losses,
can it do so? One of the main objects of creation of private Distribution
companies (discoms)-- BSES Rajdhani, BSES Yamuna and NDPL -- was to
check theft of electricity, in which area, the companies have not been
quite effective. Target of controlling theft of electricity should have
been fixed much earlier. Time has come to penalise these companies for
their failure in this area and instead by seeking increase in rates
almost every year, they are looting the honest consumers. Something
needs to be done by Central Govt. or the High Court of Delhi.
