Ex-IAS Tenzing dies of cancer
P.G. Tenzing, former IAS officer died in Gangtok, Sikkim on the intervening night of July 25-26. He was suffering from cancer. Tenzing was an IAS officer of the 1986 batch who belonged to the Kerala cadre and had sought voluntary retirement in 2009 to pursue his passion of riding a motorbike and criss cross the country. He also did a critical analysis of the government system after his travel in a book titled “Don't ask any old bloke for directions”. He is survived his wife Mrs Ambica, who is an IAS officer of Sikkim cadre.

Exempted Organisation

The appellant alleged that Shri Manjeet Singh was given irregular promotion to the rank of Addl. DIG from Commandant and allowed to take over the charge in the forenoon of 30.11.2006 when no promotion order was released. The transmission time appearing in the promotion order dated 30.11.2006 is 0736 PM. Thus, by adopting some corrupt practice, the officer has been promoted and allowed to serve for 03 more years (officers holding the rank of Addl. DIG and above avail 3 more years of service and retire on attaining the age of 60 years). The appellant desired to know about the existence of any order which permits officers to take over the charge after office hours of the day of superannuation. The CPIO informed that Shri Manjeet Singh was considered by the DPC for promotion to the rank of Addl. DIG from Commandant on 30.11.2006. The CPIO observed that there could be many technical reasons for delay in transmission of the Promotion Order through SELO network. As the officer was deployed in Delhi, he was informed over phone about his promotion as Addl. DIG and also permitted to take over charge as Addl. DIG from 30.11.2006 (FN). Thus there was no irregularity in his promotion and all formalities prescribed for promotion of officer were followed. The CIC held that the information sought by appellant on allegation of corruption has been provided to him. For the delay, the CIC directed to make necessary changes to existing practice in CRPF Hq in relation to receipt and disposal of RTI applications.

Comments

CRPF is an organisation listed at serial No. 10 of the 2nd Schedule of the RTI Act and, therefore, is exempt from application u/s 24 (1). Nevertheless, all such organisations have to respond to applications regarding information pertaining to allegations of corruption and human rights violation.

Blame game
Technically Kalmadi or Sports Minister should be responsible for C'wealth games but all are putting blame on Shiela Dixit only. Just like Mamta is being accused of Rail accidents or Sharad Pawar of  inflation. Telecom Minister Raja is being blamed for  high mobile prices and  we don't know - India does not have Cultural Ministry or Etiquettes ?  Earlier  Baba  Narsimha Rao did nothing when Babri  mosque was demolished and now Mauni  Baba Manmohan Singh just keeping silent. Even Pak is surprised  at our Foreign Minister's  attack on Home Secretary as if to score point over Chidamabram!

One has to undergo bitter sufferings while working with Un-civil civil servants of India where directions come verbal and you have to record notes and policies as per their whims and fancies, even if you do not like it. The funniest part of CSS is that the officer can keep the file for months/years but when it reaches the CSS Babu, all labels i.e. Most Immediate, Urgent, Parliament Question Crash are attached to the file and file has to move accordingly.

The browsers' angst against CWG is valid. Surely, the aftermath of CWG will be far more turbulent than its actual conduct. Huge time and cost over-runs of projects, huge commissions by the builders’ mafia to politicians, engineers, babus and CWG executives will be exposed. This will lead to Mother of all scandals in India. One may expect a deluge of skeletons in the cupboards of Central government and NCT, Delhi.
All anti-corruption agencies including the CBI, CVC,C&AG etc must keep their powder dry to deal with the explosion of corruption scandals, that are bound to surface in quick succession. The whistle blowers will be the CWG insiders or their proxies. The CVC must ensure safety to their lives. One hopes that anti-corruption agencies are permitted to function freely, without governmental interference. Evidences will come thick and fast.
The role of CM, Delhi and her Ministers must be kept under CBI scanner. She has offered monetary packages to engineers for timely completion of their jobs. Motivation through financial incentives amounts to compounding corruption? All this is tax payers’ money. Why should the engineers be not held accountable for lack of monitoring the projects through CPM and PERT techniques? And, what about contractual obligations? Can authorities not impose heavy penalties on builders and contractors for “non-performance of contracts”?
