With every passing day Dr. Manmohan Singh resembles the last Mughal
Emperor Bahadur Shah Zafar, more and more. His flowing white beard,
his puppet like body language and his soft voice hardly above a whisper,
topped by a blue turban is so much like Zafar in his twilight years.
And the old Lady behind the Purdah is so much like Begum Samru! The
other young lady is just like Begum Zeenat Mahal. The young Crown Prince
is like the Mughal Crown Prince. Union Carbide and other US multi-national
companies are the new East India Company and Hilary Clinton the new
Queen Victoria. The only difference now is that while Zafar composed
exquisite ghazals Dr.Manmohan Singh comes out only with GDP figures.

Good decision indeed !
This is very good decision on the part of Govt. of India that 50% posts
in the rank of Director and Deputy Secretary will be filled by CSS officers.
In fact this a very welcome step to pave way for faster promotions to
the CSS cadre. Thanks are certainly due to the Minister in DOPT and
the Senior IAS officers who have taken a lead in this direction. In
fact faster promotion is very good tool to motivate people to do their
work with more dedication, sincerity and commitment. Any one should
not raise complaints in this regard. It never happens that a CSS officer
gets a Chance to become Addl. DG of CPWD or DG Roads in their department
then why they want to do the job of Secretariat. If everyone tries to
do their own jobs instead of playing with others Job then only our country
will progress.

CSS getting more share at DS/Director level
Clubbing CSS with powerful IAS might have really flattered the CSS.
LDCs might have also jumped with joy as some LDC retired as Deputy Secretary?
What a promotion jump? I find that people, in their enthusiasm to express
their personal opinions cite such awkward examples which are far from
actual. Unfortunately this website is catering to high and mighty of
the officialdom so any outsider takes the views/facts mentioned here
as gospel truth. So my request is to please impart with factual information.
LDC and Assistants are not same. They have 2 steps gap in between them.
So do not treat LDC and Assistant as equal. LDC get promotion as UDC
then becomes Assistant and then Section Officer. Normally they retire
as Section Officer (If any LDC qualifies Departmental Exam of SO then
he might have become Under Secretary in rarest of the rare cases). Also
about loss to other cadres. At one time Group A Services are fighting
with IAS for equality and now where from CSS came? Posts at Deputy Secretary/Director
level are normally (and should normally) managed by CSS Officers. It
is surprising that we often read about shortage of Officers in Group
A Services at Field level (one might have listened about shortage of
IPS, IRS etc.)and at the same time Officers from these services are
being posted at Central Secretariat on deputation. When there is shortage
in their own cadre, first priority should be to fill the posts in their
cadre instead of sending them on deputation in Central Staffing Scheme.
But these Group A Officers want to have their cake and eat it too. What
is the logic behind posting other services in Central Secretariat (which
can be easily managed by CSS at the junior level like DS/Director) when
there is acute shortage in their own cadre posts. All Group A and All
India Services mus thave their first commitment towards their own cadre
and when their Cadre posts are filled up then only they should be posted
in deputation posts like Secretariat of other Departments. There is
no logic in capturing other posts when your own house needs you and
for which you have been recruited. So kindly allow the CSS to manage
the Secretariat at the lower level. At SAG level field should be open
and all Service Officers including IAS/Group-A/CSS(who are eligible
as per rules and not as favour) should have equal opportunity. Do not
make hue and cry on others getting benefits (even if it is in token
form)but manage your own cadre with sincerity and devotion for which
you have been recruited.

What about the personal staff?
The CSS officers quota have been increased by 50% at the level of DS/Director.
But what about the personal staff? The increase in CSSS staff, particularly
the number of Stenographers Grade 'C' may also be in the same proportion
as in case of CSS. There is no need to increase the posts of PSO, PPS
as they have already got the increased number at the cost of Stenographers
Grade 'D' and Stenographers Grade 'C'. Since the CSS cadre restructuring
resulted in increases posts at DS/Director level has been completed.
Now, the restructuring of CSSS is the moot question which needs to be
answered by DP&T in a constructive manner. Here are some suggestions
to be taken into account while taking a view in the matter:
(a) Fist of all, all the Stenographer Grade 'D' working as Personal
Assistants be regularised from the date of their initial appointments
as Personal Assistants on ad-hoc basis because all the Officers have
been kept waiting for their regular promotions by more than 3years and
in some cases the waiting period exceeds more than 13 years. DP&T
may kindly take sympathetic view to correct the situation.
(b) Secondly, the Sixth Pay Commission has proposed merger of CSSS
wih CSS. I am of the view that it would be beneficial to all concerned.
Before merger, parity in all respects such as seniority between CSS
and CSSS Officers and other related issues etc. be sorted out and then
merger can take place so that there can be no injustice between both
the officers

out to India at the hands of Pakistan foreign minister. This cannot
be allowed to pass of as a simple non-event. The matter must be inquired
into.

They underestimated Jagans clout
The Congress High Command and the in-charge of AP congress affairs
has grossly underestimated the clout of Jagan in AP politics. It is
quite natural that the party followers and MLAs want able personality
to compete a heavyweight like Chandra Babu Naidu. The present incumbent
CM is feeble and looks for directions from Delhi Darbar every time.

Impartial inquiry required
How much money the eternal Indian Olympic association President Kalmadi
and his party made in the CWG Games only an impartial enquiry(not CBI)
can reveal. Other than bringing such mega events to India(for obvious
reasons) Kalmadi has done nothing to improve sports in India. He has
now put ine foot into Hockey with his Hockey India and trying to capture
Hockey. Priya Ranjan Das Munshi sat on the destiny of India's most popular
game, foot-ball for more than a decade and brought it to the lowest
levels. Now it is the turn of Praful Patil. India's sports will improve
only if these self serving politicians are kicked out of sports' arena.

List of incumbents- CWG preparations
Can any one please provide list of Officers along with duration who
held post of Secretary in Sports Ministry from year 2003 onwards. similarly
names of all officers who held post of secretaries in urban development
ministry and post of chief secretary of Delhi government. Names of all
officers who held charge of CPWD, MCD etc. since responsibility &
accountability will never be fixed on these gentlemen/gentlewomen the
least we can do is to raise a toast to these officers at the dexterity
with which they enjoyed the perks & privileges of their post &
getting away with it by doing no work. this will be interesting case
study which can be sent to IIM students for analysis.
