There is a possibility of appointment of new BSNL CMD from private sector
with a salary of Rs 10 crore per annum. Present CMD Kuldeep Goyal is
retiring by this month end.

A goof up !
I am rather surprised to read the column in the Forum today by one Shri
Ramesh Chandra who has attributed to me the suggestion about increasing
the retirement age to 62 years. I have not written on the subject. For
the information of the writer I am not in favour of increasing the retirement
age and share his concern on such a proposal. As a matter of fact I
have very strong views even on extension or re-employement of retired
people. There appears to be some goof-up in editing. For the information
of your columnist I am a retired civil servant. Please do clarify this.

No comparison
A Deputy Secretary in he GOI, briefs a Minister, prepares cabinet notes/Bills
and works just at 3 levels below the Secretary and has frequent inter
action with the Secretary and even with the Minister. He handles policy
issues concerning the whole Nation.
A Lt. Colonel may not have access even to a Major General, leave alone
the Minister or the Defence Secretary. He is not required to handle
any policy issue concerning the the Nation. File pushing has to be done
with the application of mind and not by firing guns.

What action has been taken ?
As reported, our Law Minister in one of the function stated "Poor
governance and lack of commitment among the civil servants led to spread
of naxal activities in 182 districts of the country".
I was also in that function and a person was telling that the Public
grievance website of the Law Ministry where justice has to be given
to the public is not even seen by the Law Ministry, what does he speak
of commitment Why cant officers in the law Ministry see to these
vital points in their office through which public reaches them for justice
. The mechanism of public grievance system is so futile that public
has lost faith in them
Comparisons Are Necessary:
CPMFs are a distinct layer between the Army & Police. Assigning
the leadership of the CPMFs with the IPS only propagates the inefficiencies
and failures of the police to the CPMFs, which are created as the second
potent weapon of the government after the police have failed. Similarly,
the Generals at the helm of affairs in the CPMFs will only pre-empt
the armys doctrines and consequently huge collateral damages that
induction of the army would imply. let them be led by their own leaders.
A rejected second grade leadership of the CPMFs, whether in form of
Defence or the IPS will only provide second grade results which you
have been seeing all these years. Their present vision of leadership
is not letting the CPMFs excel or becoming the best. Its high time government
recognized the unflinching faithfulness of the men in CPMFs who do not
even refrain from becoming the cannon fodder despite knowing fully well
the lunacy of the decisions taken by their outsider masters who are
totally detached from the organization's ethos or working.
