Caste based census would open Pandora’s Box
Even as the move to collect data - this time caste based - for the census is on, the majority of those who responded to the survey conducted by the whispersinthecorridors.com are not amused. They feel that it would open a Pandora ’s Box of divisive politics in the country and may even lead to fragmentation of India into several pieces. Whispersinthecorridors.com had asked - “The first Census in the country distinguishing Hindu population and Muslim population separately lead to the creation of Pakistan. Now when the Census is on the basis of Caste, what could be the fall out?” And the majority of respondents rebuffed the very idea of going in for caste based census saying that it was not required at all since it may lead to an intense caste war in the country, even more intense and ferocious than post Mandal violence. Caste  in Census 2011 is an  Electoral  Fraud, said AK Saxena, a retired Civil Servant according to whom the views supporting caste reservations in India are subjective. Continuance of reservations based on anomalies of the past is fallacious, says Saxena adding, “a Civil society does not permit inequities. Our present society is ‘unequal’. No purpose is served by repeating the atrocities allegedly perpetrated by the high castes on the lesser mortals”. “I am strongly against census on caste basis that will divide the Indian society further. It serves no purpose except that of narrow-minded selfish politicians. Census is for facilitating growth/development/literacy etc. How does knowing someone’s caste helps in this context ?”,  asks Vandana Nanda. Vijay Kumar, another respondent  too had a similar view. “Caste is a great social evil. Casteism is an even greater evil. Reservations on the basis of caste are the greatest evil since they are perpetuating caste and casteism today”, he said. “It will further divide our society & nation”, said another surfer Ram Kr Sinha. Yet another respondent Harish Kumar even went to the extent of saying, “I feel the fall out would be division of India to small pieces. May be this time, Americans will rule us”.

Cantonment Boards in Pakistan facing criticism
The  cantonment boards in Pakistan are facing severe criticism for lack of fiscal discipline and wasteful, ostentatious expenditure. The auditor General of Pakistan has blamed the cluster of six cantonment boards in and around Karachi for severe fiscal mismanagement leading to erosion of lawful revenue to the tune of Rs 264 millions. The charge includes non-assessment of two commercial plazas in the cantonment area showing/treating the property as coast guard officers mess.
Likewise, Rawalpindi and Chaklala cantonment boards have been criticised by the media for cutting down expenditure on civic development projects on the plea of paucity of funds while at the same time indulging in wasteful expenditure that includes buying new Toyota Corrolla cars for their executive officers who already have staff cars. It is to be noted that electricity supply to these cantonment boards (Rawalpindi and Chaklala) was cut off recently due to non-payment of bills running into Rs 250 million to the Islamabad electricity supply company (IESCO). The cantonment boards in Pakistan are managed (or mismanaged) by their Military lands and Cantonments service, the counterpart of Indian Defence Estates Service or IDES.

What a silly analogy to drag Lt Col into equivalence issue with Deputy Secretary with GoI stipulating seniority of Lt Col over them albeit an under-doing. Proximity to ministers and Secretary do not decide application of mind or soul. Souls in any case are sold over long back. Mind is applied to optimise soul selling. A good scientist in a DRDO lab does not interact with secretary or minister. Is he then subservient to Dep Secy. Revisit the issue with true application of mind.

“Need for regulating Placement agencies in India?”
This is the sordid tale of exploitation of women and minor children by the placement agencies that are mushrooming in all major cities of India. These are doing thriving business through their murky activities in the garb of supplying house maids, nurses, attendants etc. A Division Bench of Delhi High court recently ordered the CBI to investigate into the functioning of an agency in Delhi that was found indulging in undesirable activities under the cover of placement services. The consumers must exercise caution while availing of their services. My enquiries revealed that ‘Minor’ boys and girls, are conveniently passed off as ‘Majors’ by placement agencies by fudging their age certificates. The exploited poor largely belong to States like Jharkhand, Orissa, West Bengal and UP.
Unfortunately, there do not exist any designated Authorities at the Centre and the States to monitor the activities of these agencies. Worse, the local police always remain a mute spectator. They are more concerned about collecting “protection money” for allowing the agency owners carry out their illegal activities without fear. Some agencies, it is alleged, also enjoy the patronage of unscrupulous politicians. Strangely, neither the GOI nor the State governments have ever thought of laying down specific guidelines for the purpose. There is no monitoring mechanism in place to keep the placement agencies under surveillance which have emerged as one of the largest centres of illegal activity in the un-organized sector. There is no mandatory requirement for police verification of individuals. The domestic helps with dubious credentials are at times supplied to conduct recce at the work places before vanishing, leaving the hapless consumers totally disillusioned. A majority of placement agencies are located near un-authorised clusters of habitation and their cannon-fodder are the poor and un-employed inhabitants. One wonders how could these ground realities escape the attention of the authorities concerned!
The GOI will be well advised to put a fool-proof mechanism in place to prevent the exploitation of women and minor children besides safeguarding the interests of the consumers by enacting a central Legislation to reign in placement agencies along with specific provisions for their registration and prior police verification of individuals compulsory. The income tax authorities must also launch special drives to check whether the income earned through the thriving business is legal.

Stringent law – need of the hour
All the opposition parties have joined for Bharat Bandh against price rise. Fine. But is this the way to protest against price rise which has placed an enormous burden on the common man. Squat on the track, let not the trains move, put public transport -buses, auto and taxis off the road, create traffic jams by blocking the roads, destroy public property. These strikes and bandhs for the cause of 'aam admi' causes maximum suffering to the same aam admi. It is high time that stringent law is passed against such ways of protesting. Burning buses stopping trains from moving or destroying Railway property, Intimidating those trading establishments who want to carry on with the day's business are offences which deserve severe punishment. We Indians think nothing of vandalising public assets. To stop this public menace it has to billed as serious crime.

CPMFs is least politicised service
At present CPMFs is the least politicised service and the only one amongst the uniformed services that are really pushed to the limit. India's search for Internal Security has to start with home grown leadership for these CPMFs as these are at the very fore front of all internal security related issues. IPS officers come to these forces, because in their home cadres they are not doing well with the political bosses. They do not like to leave once they taste the discipline and efficiency of these forces. These forces are held together by the sense of belonging the cadre officers exhibit among themselves and with their under command.

Restructuring of CSSS
It has been unfounded rumour that CSSS cadre is being restructured, but nothing authenticated has come up so far. While taking a view in the matter, it is humbly submitted that the following suggestions may kindly be taken into consideration sothat justice is done to the most affected category of CSSS, i.e. Stenographer Grade 'D':

(a) The Stenographer Grade 'D' appointed on regular basis in 1983 has not been promoted as Personal Assistant (Stenographer Grade 'C') on regular basis, though they had been promoted on seniority basis as Stenographer Grade 'C' on ad-hoc basis after completing more than 13 years in August, 1997. My humble submission is that when they were due for regular promotion in 1997, they were given promotion on ad-hoc basis and, thus denied regular promotion. To end this acute stagnation, the best course would be to regularise their appointments from the date of their initial appointment on ad-hoc basis.

Secondly, the clear-cut benchmark of length of service should be adopted. The moment a particular emplyee completed a particular length of service, he/she may be promoted on regular basis from that date so that he becomes elsigible for the next promotion because ad-hoc promotion are short term measure and meant just to fill the gap in view of exigency of work. But here in this case, the ad-hoc employees tenure have gone up to more than 12 years or so which cannot be termed as short-term.

Yes,I agree fully with the views regarding Chairman of Administrative Reforms Commission nothing has been implemented in its letter and spirit Everything is on papers. Everything in the form of monthly/Yeary statements is being submitted by LDC/UDC on papers only that is approved by their head of the offices knowing fully nothing stand implemented physically in their offices. The bureaucratic channels are failing in their duties. They have all become GUGI MASTERS without realising that their unwarranted signature is going to harm the ill fated persons and the country as well.

Stop misuse of govt vehicles
As I am an Honest Tax Payer and bearing the brunt of the recent price rise in fuel prices, from today onwards I will make daily plea, on this website and other also, to the Government to bring an end to the misuse of government vehicles by the Government bureaucrats and Ministers. The vehicles are meant to be used for official purposes and not for taking spouses to market and children to schools/colleges. In the Department of Science & Technology 25 Taxis are being hired on daily basis. All of them run about 200 to 400 km in the city of Delhi, which is not possible at all. Payments are being made to the taxi operators including the parking bills of the Shopping Malls and Shopping Plazas. One hand people are taking Transport Allowance with their salary and on th other hand they are using Government vehicles for their to and fro journey to office. This may not be unique to DST but may also be prevalent in other Ministries/Departments also. As per rules, the office provides one Staff Car to the Senior level bureaucrats and Ministers but they are not satiated and they take extra vehicles from the PSUs and Attached/Subordinate Offices to cater to their personal requirement and in some cases on daily basis. I have already collected a lot of information under the RTI Act-2005 and taken photographs. These violators be ready to face the music of Court wherein I have filed a PIL.

What an argument?
Arguments in favour of CPO (why call it CPMF) cadre is more of presenting a "Certificate of Loyality" and useless "sacrifice" in front of Naxals rather on any merit. For him firing on Naxals would have been "collateral damage" in General's way. What an argument? No wonder why IPS are required to lead them?
