of FIEO
As the grapevine has it, Ganesh Kumar Gupta immediate past president
of the Federation of Indian Export Organisation (FIEO) of which President
is A Sakthivel, has resigned from the managing committee of FIEO. The
bone of contention is absorption of Ajay Sahai as the Director General
(DG) who had sought voluntary retirement to get absorbed as the DG,
FIEO. A Sakthivel who is known for his dynamism had reportedly told
Ganesh Kumar Gupta that he would not accept his (Guptas) resignation.Presently,
Ganesh Kumar Gupta is president of the Synthetic Rayon Textiles Export
Promotion Council (SRTECC). Sahai is an Indian Trade Service (ITS) officer
who belongs to the 1986 batch who had sought voluntary retirement (VR)
for his absorption as DG, FIEO.
P.R. Meena appointed as Jt.Director (Security),
Lok Sabha
P.R. Meena Special Police Commissioner of Delhi Police has been appointed
as Joint Director, Lok Sabha Parliament Security. Meena is equivalent
to Addl. DG rank officer. After his joining the Parliament will decide
his designation either Joint Director or otherwise. In this regard an
order will be issued within a few days. He is an IPS officer of the1980

Finally NRAA staff gets a breather
Finally the PM backed high profile National Rainfed Areas Authority
(NRAA) of which CEO is J.S.Samra, created solely for the rain fed
areas to tackle the drought like situation, has got a breather. NRAA
staff got its salary only after intervention at highest level. Thus,
the authority will continue to be serviced by Ministry of Agriculture
till the PM Dr Man Mohan Singh takes a final decision on relocation
of
NRAA to Planning Commission. Considering the excellent work done by
the NRAA in implementation of Bundelkhand Package, the Authority can
help in implementing the Central Package of Planning Commission for
Naxalites affected areas.

Retired IAS officer is no more
N Raghunathan, retired IAS officer of the 1959 batch of the Maharashtra
cadre passed away after a sudden illnes on 3rd July. He was 74. He held
several important positions in the Centre - as Establishment Officer,
Development Commissioner for Small Scale Industries, Secretary in the
departments of Civil Supplies and Defence Production, and to the Planning
Commission. In the State he was along serving Finance Secretary and
returned to Maharashtra as Chief Secretary after the bomb blasts in
early 1993. He also handled the Latur earthquake in his tenure.
Caste based census would open Pandoras
Box
Even as the move to collect data - this time caste based - for the census
is on, the majority of those who responded to the survey conducted by
the whispersinthecorridors.com are not amused. They feel that it would
open a Pandora s Box of divisive politics in the country and may
even lead to fragmentation of India into several pieces.
Whispersinthecorridors.com had asked - The first Census in the
country distinguishing Hindu population and Muslim population separately
lead to the creation of Pakistan. Now when the Census is on the basis
of Caste, what could be the fall out?
And the majority of respondents rebuffed the very idea of going in for
caste based census saying that it was not required at all since it may
lead to an intense caste war in the country, even more intense and ferocious
than post Mandal violence.
Caste in Census 2011 is an Electoral Fraud, said AK
Saxena, a retired Civil Servant according to whom the views supporting
caste reservations in India are subjective. Continuance of reservations
based on anomalies of the past is fallacious, says Saxena adding, a
Civil society does not permit inequities. Our present society is unequal.
No purpose is served by repeating the atrocities allegedly perpetrated
by the high castes on the lesser mortals.
I am strongly against census on caste basis that will divide the
Indian society further. It serves no purpose except that of narrow-minded
selfish politicians. Census is for facilitating growth/development/literacy
etc. How does knowing someones caste helps in this context ?,
asks Vandana Nanda.
Vijay Kumar, another respondent too had a similar view. Caste
is a great social evil. Casteism is an even greater evil. Reservations
on the basis of caste are the greatest evil since they are perpetuating
caste and casteism today, he said.
It will further divide our society & nation, said another
surfer Ram Kr Sinha. Yet another respondent Harish Kumar even went to
the extent of saying, I feel the fall out would be division of
India to small pieces. May be this time, Americans will rule us.

Caste based Census
Notwithstanding the arguments for or against , as long as there will
be a premium on higher education ( admissions to Government Medical
and Engineering colleges), lure of Government jobs, there will always
be divisive forces wanting their share in the spoils. The Government
of the day needs to recognize that it would not help them or their vote
bank cause to do such census. It should rather be working towards removing
the incentive for such caste based census.

Caste census of political parties first
Before a general caste census is conducted, let there be a caste census
of the political parties at their high command level. It will reveal
dominance of certain castes in major political parties for more than
90 years now. Isn't it enough time for them to have enjoyed fruits of
political power so long. Casteism has been stoked by most parties, including
the left parties, because of this dominance of certain castes, who have
been behaving feudal by promising the exploited reservations, subsidized
rations, cheap houses, free television sets and even gold. Those of
us who have witnessed feudalism operate, know the kindness of the feudal
lords. Politicians are only imitating them under the veil of democracy.
But the single target of aggravated caste conflict in Indian polity
is only one. It need not be referred directly. Only an oblique reference
might do: how to get rid of dynastic rule? If casteism serves the purpose,
India could be looked after by someone else, desi or videsi!

The confusion of stepping up of pay after revision of Rs.4200 to Rs.4600
is more or less resolved and the Assistants are comfortably place. What
about the pathetic Gr.D stenos the main sufferers are persons who are
still on adhoc for the past 23 years and apart from this stenos who
have been given ACP and adhoc promotion to Gr.'C' steno between 2006
and 2008 are getting 7450(i.e.18460) which more than the basic of the
other stneos who have put in more than 23 year service. Hope DOPT is
not sleeping. If they cant resolve this they DOPT is welcomed to created
another post above PSO as Sr.PSO so that these persons can enjoy at
the cost of we steno who are still adhoc 'C' even after putting in 23
years of service.

What is check or control on vested officers managing ISS cadre who deliberately
don\'t want to push up proposal on empanelment of ISS officers for central
deputation? It is now for new Secretary, MoSPI to take reign in his
control perhaps to stop efficiency to breed.

So far my knowledge goes, Navin Kumar was appointed DG Doordarshan during
NDA rule sometimes in 2003.Anyway, he deserves this elevation as he
is a brilliant officer who has done commendable work in Bihar before
he switched to the Central Government.

All need recognition and status
The sixth pay commission and its members perhaps were sick of this upwardly
mobile desire of Indian Sub Elites and Elites to seek status. After
independence, it is a natural desires for thousands of years of slaves
to seek status, rank, position and precedence above the others. That
also is fallout of our democracy and sense of equality in the environment
of liberty. So the more colonial IAS dubs Army as colonialist and The
District Panchayat leader says he is only next to minister based on
our democratic foundations.
I say, all are right and need recognition and status. Then only society
will progress and be healthy. However, it should be done at adjustments,
real understanding, mutual admiration and accommodation rather than
by confrontation. That would be a healthier way rather than washing
each others dirty linen in public. Any one who consider himself to be
an elite is supposed to do that. Any one who does not understand that
never deserves to be elite.

Like food and cloths, shelter is basic need for people. But present
days builders are twisting wrists of purchaser by demanding unrealistic
high prices. Buiders are totally unbridled. Is there anybody in government
to look into plight of middleclass and poor ? Is not shameful for administrators?

Stop Misuse of Govt. vehicles -
When people like Satya Prakash raise issues like this It gives a feeling
of existence of God in India. But, perhaps all of us know the fate of
such complaints/enquiries. Pay Commission had long back recommended
for engaging taxis and stop recruiting Staff car drivers, but what happened.
Drivers are still being recruited, new staff cars still purchased. May
be instead of Amby, officers now prefer Honda City, Esteem etc. His
complaint may go to a waste basket (because misuse of transport facility
is rampant not only in government offices but in the judiciary too),
but still I give my full support to people like him and wish him a success.

Rampant misuse of vehicles
This is regarding misuse of official vehicles. There is rampant misuse
of vehicles. Majority vehicles are used for personal purposes. Poor
staff goes to the Cab Sec. PMO and other officers on food whereas the
Cars serve the family needs of officers for hari mirch and hara dhania.
If an impartial enquiry is made you will find that a car is costing
about Rs.35000-40000 per month and in addition to the above unauthorised
misuse, all officers below JS level are drawing TA also, double benefits.
Enquiry and details are sought from Ministries which never give true
picture. They give details only about staff cars. If true picture is
to be made know, records of all the PSUs, autonomous bodies, institutes,
banks, etc. may be checked.

Bandh fails common man
Opposition sponsored bandh has cost country whopping 3000 crores. Organisers
of this bandh should be asked to pay up this amount. Further, for whom
they are organising bandhs...for common man...he is not getting anything
from these bandhs. On the contrary, these bandhs are creating law and
order problem apart from destruction of public property and many other
problems. Students can't attend schools. people can't reach offices.
Countless people are stranded on roads for hours. Such bandhs give chance
to antisocial elements. They create all sorts of problems for common
man. I am unable to understand what opposition has got out of this bandh...except
getting curses from sulking people. They are fools if they think that
people are sympathetic towards them.

No one can stop Rahul Gandhi
Nobody can stall humble and intellectual young leader Rahul Gandhi from
holding Prime Minister's post in the near future. But, however, it can
be visualised that a few Senior Leaders, now - not belonging to Congress,
may have such sense in their own interest. But, since the present Prime
Minister's views over the calibre of are positive and assertive to see
this youngman as PM, I must say nobody can stopped this. In my opinion,
the time is shortly coming when Prime Minister will see he New Cabinet
first and then make ways for the Rahul Gandhi for the Chair of Prime
Minister of India. May almighty God bless both Dr. Manmohan Singh and
Rahul Gandhi for their valuable matching chemistry and people of India
will see great India under the leadership of Rahul Gandhi. Let the time
come and it will be proved in accordance with my intuition and trusted
heart feeling. Change in cabinet is imminent in my views before the
monsoon session begins.

Maoist attacks: blame-game by DGP Chhattisgarh
We may have excellent laws and constitution. But what about implementation?
Who will enforce these? All the agencies meant for their enforcement
are rotting in this country today. Whether its the police, the CPMFs/CPOs,
the CBI, monumental failures of internal and external intelligence
agencies... List is long, but there is only one common thread amongst
these:- Its the IPS that heads these! And they are the decision maker
in all of these critical institutions! And all of them have failed the
nation! Just look around, Every thing that is headed by the IPS is a
disaster today. Doesnt it speak volumes of their (in)competencies,
(in)efficiencies
Do we still need to continue with such weak links
when we analyze our failures and think how to reinforce our nations
Armour?
By having IPS in the CPOs just blunts their edge an blurs the advantage
of inducting CPOs after police have failed. Induction of CPMFs indicates
the change in level of response to the situation. It is only logical
that this change in level be accompanied by the changed leadership and
hence the mindset of the force too!
