A new post of Additional Secretary is being created in the Department
of Rural Development in the Government of India.
V. Thulasidas Indias Aviation Man
V. Thulasidas, IAS (Rtd.), former Chairman and Managing Director of
Air India, is among the most experienced bureaucrat in the Indian Aviation
sector and can rightly be termed as Indias Aviation Man.
From among the IAS officers, Thulasidas, has the distinction of having
the longest and most varied experience in the aviation sector. An officer
of the 1972 batch (MT cadre) he started his aviation career with a stint
as Under Secretary in the Ministry of Civil Aviation in 1979. His work
in the Ministry involved matters relating to Air India, Indian Airlines,
International Airports Authority of India and the subsidiaries of the
airlines.
Later, he worked as Director (Air) and Joint Secretary (Air) in the
Ministry of Defence, from 1988 to 1993. He was also on the Board of
Directors of Hindustan Aeronautics Ltd. (HAL). He was appointed the
Chairman and Managing Director of Air India in December 2003. During
his tenure in Air India, aviation in India registered unprecedented
growth, both in terms of passenger traffic and number of airlines and
aircraft. While in Air India, Thulasidas was elected to the Board of
Governors of IATA, was elected the first Chairman of the Federation
of India Airlines, was the President of the National Civil Aviation
Committee of the CII, was elected the President of the Aeronautical
Society Of India and was on the Board of Air Mauritius.
After retirement in March 2008, Thulasidas is still involved with the
aviation sector. He was appointed as Special Officer of Kannur International
Airport project by the Kerala Government. Now, he has assumed the charge
as Managing Director of the Kannur International Airport Limited (KIAL).
He is also the Executive Vice Chairmanship of Rajiv Gandhi Academy for
Aviation Technology, a State Government concern, in Thiruvananthapuram.".
Only IAS in GoI dealing with IT for past eight
years - Is he an IT man ?
Believe it or not, there is only one IAS in the Government of India
who is dealing with IT for the past eight years. And he is none other
than the 1975 batch AP cadre officer Rentala Chandrashekhar. He is presently
Secretary IT in the GoI. Earlier when in Andhra Pradesh also, he was
dealing with the same subject.

deputation has been done. These officers were not considered in last
meeting. Orders in this regard will be issued shortly.

CAT asks TN Government to promote IAS officer
The CAT has asked the TamilNadu Government to promote 1987 batch IAS
officer Jasbir Singh Bajaj.The TamilNadu Government had denied super-time
scale to Bajaj. The CAT has expressed annoyance over denial of promotion
to Bajaj.
Deputation tenure of IPS officer extended
Central deputation tenure of R.K. Mishra Inspector General(IG), CISF
has been extended upto October 31. He is 1986 batch IPS officer of Bihar
cadre.
Reshuffle in Pakistan bureaucracy on cards
Some high level resuffle in Pakistan's federal bureaucracy appears to
be on the cards. The Federal Finance Secretary salman Siddique and his
Additional secretary Asif Bajwa are likely to be shifted out of Finance
Ministry. Dr Waqar Masud an old favorite of late Benazir Bhutto presently
sidelined as Textiles Secretary is likely to be inducted as the new
Finance Secretary.
The changes have been triggered because of some goofup involving
the top brass of the federal finance ministry securing the President's
approval to the award of the Finance commission by misleading the President
on some crucial issues of revenue sharing between the provincess
and the federal government. The anomalies pointed out by the Chief Minister
of Sind resulted in issuance of amendments twice - in May and June -
to the Presidential order which apparently embarrassed the president.

Indian army is most disciplined
For the last several days Forum is carrying write-ups on comparison
between the armed forces and the IAS and others specially the CCS. The
comparison at times was offensive and ludicrous. A response by one Captain
the other day was really touching. It shows the hurt. Why are we mean
to our armed forces? Indian army is one of the most disciplined force
in the world. Time and again they have shown us their worth. We should
be grateful to our army for safeguarding the integrity of our borders
at a great sacrifice. Have we forgotten Kargil and other wars they fought
for us. It is an insult to those young soldiers-Lieutants, Captains,
Majors and colonels who died getting the pieces of our motherland vacated
from the enemy to equate them with the file pushers under-secretaries
and Deputy Secretaries sitting comfortably in the hallowed corridors
of North Block or South Block or umpteen other Bhawans. Indian army
has also shown respect for democracy. We are never in danger of a coup
or a military rule as some of other nations are. Take our neighbours.
Pakistan army has been ruling the roost fomenting trouble. Even when
civilian rule is there military overwhelms. Bangladesh has been under
army rule. Anytime they can send the chosen prime minister pack her
bags. In Burma the Uniform rules keeping the pro Democracy leader under
house arrest for so long. Here in our country we grudge the armed forces
their due.If you ask me they deserve much more than what they have been
given. This comparison is in a bad taste.It needs to be discouraged.
As I have written earlier too the bane of our poor governance is the
divisive force in the civil services where one All India Service suffers
from superiority complex and tries to undermine the contribution of
others.

Mid career training abroad futile
Why are IAS, IPS, and other officers being sent abroad in their
hundreds for "mid career training" every year? The civil
servants of the past were sent for no such training, and they turned
out generally better than todays lot. Why is such a huge burden being
placed on the taxpayer, in the interests of some scarcely useful "training",
aka an extended junket along with family for a year? Should
this scandalous practice not be put to a stop at once? Are there no
institutes in our nation which can train our so called heaven born
(though more often quite ordinarily born, but still eager
to sample the high life for free after passing the exam) services to
do their job properly without bankrupting the country? Put a stop to
this horrid waste!

Revise vehicle allowance
Misuse of Govt. vehicle needs to be relooked in right perspectives specially
with reference to the peanuts given in lieu of government vehicles by
way of conveyance allowances. Now government work is gradually becoming
officers oriented like in pvt. sector. 11 to 12 hrs a day is common
now even for director level officers whereas government vehicles are
given to only JS and above that too with many ifs & buts leaving
no scope but to manipulate logbooks recordings in collusion with driver
who definitely takes his shares by various mean. If the cost of maintaining
ones vehicle is calculated, it would be atleast 20 times the allowances
a poor government officer gets. So there is need to rationalise it by
giving options for interest free loan and reasonable allowances for
fuel & driver (pvt.) and complete ban on government vehicle.

I had obtained through RTI from NTPC (based on CIC's Order) about the
vehicles (daily basis even to the US level officer) and other stationery
provided by them to the Officials/Ministers in the Ministry of Power,
not backed by any rules/guidelines. I had forwarded the information
to the Central Vigilance Commission(CVC). The latter after a lot of
bickering gave me a reply under the RTI Act that they have closed the
case. I had obtained a copy of the note sheet of the file of CVC in
which the case was examined. I was aghast to note that there was no
self-contained last note on file while closing the case. The Office
of CAG and DOP&T have asked from the CVC the basis on which they
closed the case. I understand that till date the CVC has not given any
reply. It's just case of 'you scratch my back and I will yours'. The
pace at which we are using our energy resources, I am sure, will dry
up all them from the earth. The coming generation will not forgive us
for this. We need to make a beginning in the form of misuse of vehicles
at Government cost, rationing of consumption of diesel & petrol,
increase in non-conventional resources power output and creation of
efficient means of urban transport. This will not only reduce our subsidiary
burden on oil & petrol but also improve our environment and reduce
traffic jams. We are normal beings, we cannot do anything. Somebody
at the top has to bell the cat. I hope they are listening.

Is it called Austerity?
It is well known to all that since the year 2009 the Government of India
was maintaining austerity, but from early part of the year the Government
of India has withdrawn the circular relating to austerity. It is worth
mentioning here that due to austerity drive the bureaucrats of Government
was allowed to travel in economy class while on tour, but now as the
austerity binding is not there, the same bureaucrat travels by executive
class, the fare of which is several times more than the economy class.
So, my question to the Minister of Finance, Government of India, whether
India is economically so solvent that it can spend lavishly for its
bureaucrats. What I feel is that wastage from Government exchequer is
a must and in the interest of the Nation, same austerity matter which
was prevalent in 2009 should be reimposed.

Our leader should be matured
Those who sing paeans for the 'humble and intellectual' young man of
the Gandhi dynasty should know that this young man has not opened his
mouth on any of the crucial issues facing our country. Staying with
few common people is only a stunt supported by a pliable visual media
and will not make him an intellectual. Our nation has already suffered
by pushing an immatured Nehru over the heads of more qualified leaders
like Sardar Patel. Kashmir, China are the result of this. Same thing
is the case with Rajiv Gandhi. Shah Bano case, Ayodhya, Sri Lanka problems
all can be traced to him. We should also not forget that even when Indira
Gandhi was demolishing one constitutional edifice after another, there
were selfish chamchas glorifying her as "Indira is India".

Caste has a divisive potential
The primary argument against caste is that it has a divisive potential.
This argument is based on fancy and propagated by vested interest. It
completely ignores the politics of the disadvantaged. Nowhere in the
independent history or in antiquity has the caste based politics ever
harboured the idea of secessionism. Dr Ambedhkar had set the bench mark..
We believe in gaining one constitution , equal right and common destiny.
It must be borne in mind this was his instance way back in 1930. As
for the facts of today is centuries of oppression have resulted in socio-economic
disadvantage which can be tangibly studied in terms of caste- a fact
that has been recognised by the apex court. Identities and poverty are
closely linked in this country and this cannot be ignored. If we have
this blinkered approach I do not think any meaningful reform can ever
come from within. Infact post mandal the work place have become more
democratic and there is little room to nurse age old stereotypes.

Bring in experienced and mature administrators
Recently, during a visit to one of the big metro town of the country,
I realised that how for our narrow self interests and ego, we do not
care even two hoots for general public. How can IAS/IPS officers of
8-11 years of service take care of the big towns as DM/SP. Is it not
the right time to bring in experienced and mature administrators/top
cops to manage the affairs of metro towns. No, it can not happen because
IAS do not want to lose magisterial powers. They can not allow professional
police officers to take over as in many other big metros having police
commissioners as the chief of law and order. This despite the fact that
many committees including Senior retired IAS officers, noted jurists
etc favouring such system in metros having more than a million population.
They simply do not want good governance to protect their own vested
interests and boost their egos. The ultimate sufferer is common people.
