Mittal who is rated as an ace & honest officer was principal secretary (PS) to Prof. Dhumal while the latter had become Chief Minister of Himachal Pradesh earlier. At that time Mittal was in the Election Commission from where he was

Two dozen bureaucrats are in hit list in Pakistan
More than two dozen senior bureaucrats posted in Pakistan's National Accountability Bureau (NAB) are on the hit list of the political establishment of the ruling party in the Federal government. One of them a Director General (operations) has been demoted as Director (Finance) and about 10 have been served transfer orders. The bureaucrats have however united "to face the consequences and not leave their present positions".
The bone of contention is reopening of corruption cases against some powerful politicians including president Zardari and the interior minister Rehman malik after the Supreme Court of Pakistan quashed the National Reconciliation Order (NRO) issued by Parvez Musharraf based on which the corruption cases against these and some other individuals) were dropped in the first place. While the bureaucrats being targetted consider it their duty to comply with the Supreme Court's direction politicians in power want to avoid the compliance by hook or by crook for obvious reasons. 
One of the officers on the hit list is Addl Director National Anti Corruption Strategy (NACS) Zahir Shah who incidentally is the custodian of the documents/records pertaining to the notorious Swiss case against president Zardari which has to be reopened in compliance of the Supreme Court's direction.

Bihar Chief Minister releases report card
Bihar Chief Minister Nitish Kumar released report card pertaining to progress and achievements of his government during the last four years. The report card published in three languages i.e. Hindi, Urdu and English was released in Patna on July 9, 2010. It is a published
document running into 112 pages with 336 photographs. It showcases welfare schemes that the Bihar government had launched with its own resources for upliftment of minorities and under privileged sections of the society.

“Civil servants v/s Defence officers !!!”
The unsavory controversy about comparison of Civil servants with the Officers of the Armed Forces is unwarranted and should better be avoided in the national interests. The comparison between the two is not apt . It is like comparing the two in- comparables! Their nature of duties , facilities ,pay-scales and allowances are totally different and so are their mindsets. The only commonalities between the two categories are : ( a) their sky- high egos; (b) equal levels of corruption ; (c) levels of patriotism in equal measures; (d) both have produced excellent leaders and (e) both are richly endowed with normal human failings. So why fight over nothing? It is high time the controversy is put to rest.

Chinese Rail Link to Pakistan
It was refreshing news to know that after the British, somebody is thinking on their lines. I feel Indians should give wholehearted support to the Chinese project of linking Pakistan with Rail. Instead it should go a step further and invite Chinese to seek their advise as to how to provide rail link to remote areas of the country. I am sure the Chinese Engineers have the brain to extend railway lines in India to hill stations beyond those constructed under British rule, i.e. beyond Shimla, beyond Dehradun, beyond Dalhosie, beyond Darjeeling, beyond Haridwar-Rishikesh etc. I think it is better to appoint Chinese Engineers than wait for British control over India again for discovering India, as they did in the 19th century/early 20th century, because there is no hope from Indian leaders. If they could not plan any new railway track in the above mentioned hill stations during the last 60 years, what to expect in future from them. However, Chinese have certainly proved their potential, first the Tibet Rail link and now the planned Karakoram Railway line.

Caste Census
Why should we fear in knowing the exact figure of all castes and sub castes. It is important in a democracy like India where politics is broadly caste based. When it is a fact of all aspects of our life, we must have exact configuration of our society. It does not make any difference in India what the constitutional provisions are as far as non- discrimination is concerned. Despite more than sixty years of freedom, every thing is decided on the basis of caste/subcaste as far as social and political life is concerned. We Indians are hypocrates- let us face the reality, let us have exact figures- than talk. Let us learn to accept the reality of our country in a candid and fair way. It is not shame but being correct.

Please do something for Steno 'D'. Recently I noticed that 50 years old officer (Steno 'D') still writing for his promotion to his Grade 'C" It is a great insult to become Steno 'D' and shameful without any promotion. DOPT please do something.

Discrimination galores
As on date, if a steno 'D' is still ahoc steno 'C' even after 20-25 years, it is because more no of posts in r/o PPS, Sr.PPS an now PSO have come into existence. It is true that these posts have not served the purpose for which these have been created and instead Steno D an 'C" have been burdened by being posted with senior officers along with these persons. At present, nobody is prepared to listen to this because persons holding these posts definitely got these designations only after considerable manipulation which we have not done.
