New IPS policy approved Finally, the
ACC has approved the New IPS Policy and sent the Report to Ministry of Home Affairs.
The Report contains 18 pages and 22 paras. Last Report had 11 pages and 15 paras.
New IPS policy has no major changes but only some points have been elaborated.
For example, (i) Fundamental points are same; (ii) Tenure deputation period has
no change; (iii) Different posts tenure period has no change; (iv) The officer
will be posted for 7 years in Hard Areas, subject to condition; (v) If there will
be Pre-matured repatriation, the officers will be report to his parent cadre;
(vi) If the officers is appointed by Central Staffing Scheme such cases would
governed by DOPT rules. The copy of New IPS policy will be available on the official
web site of Ministry of Home Affairs by Tuesday (March 31) evening. Lt

BHELs
capability hiked to deliver 15,000 MW annually Bharat
Heavy Electricals Limited (BHEL) notched its highest-ever turnover of Rs.34,050
Crore, registering a growth of 21% over the previous year. Profit Before Tax (PBT)
surged 31% at Rs.6,353 crore, during the year, moving past the Rs.5,000 crore
mark for the first time. This was disclosed by B. Prasada Rao, Chairman &
Managing Director, BHEL, at a press conference, in Delhi on April 1, 2010. Addressing
media people, he said that BHEL has developed the capability to deliver 15,000
MW of power equipment per annum. Further augmentation to 20,000 MW per annum is
underway and is expected to be completed by March 2012.According to Rao net profit
(PAT) for the year is Rs. 4,287 Crore, as against Rs.3,138 crore of last year
- a growth of 37%. An interim equity dividend of 110% on the enhanced equity capital
was paid for fiscal year of 2009-10, maintaining the track record of paying dividends
uninterruptedly since 1976-77, said B.P.Rao. Earnings per share (EPS) was Rs.87.60
an increase of 37% over that of 2008-09, while net asset value (NAV) per share
stood at Rs. 321.20, post-bonus, reflecting the intrinsic strength of the company.
The total export turnover (physical + deemed) touched rs. 14,436 crore. BHEL CMD
also stated that the BHEL secured orders worth Rs.59,031 crore while operating
in competitive domestic and overseas markets. At the end of the year, total orders
in hand for execution in 2010-11 and beyond, stand at about Rs.1,43,800 Crore

having negligible work. Still Ministry of Environment keeps on demanding more

of tons of foodgrains rotting outside is a telling commentary on the state of

? What are the ration entitlements of an army Officer posted in a peace
area. Earlier days only field officers (to the rank of Major) used to get free
rations. Now it is general officer level. If this is correct, their DA is absolutely
not justified. In the defence services, there are many officers who have not seen
a field area but enjoy all privilege including free ration. Correct me if I am

is welcome but criticism is required to be informed and valid. What your web is

and labour in the country, where they can not prepre their individual meals, are
to be provided collective facilities like canteens with subsidised meals under
Industrial and Labour laws of the country. Industries are doing this superbly.
Provision of ration money, DAs, reimbursement of food bills is extension of this
spirit of the law of the land. In terms of conditions of service, Defence Forces
members are the worst off than industrial labour. Hence they are provided free
cooked meals. This facility has been extended to them even in peace locations
as they remain in peace locations for sometime to compensate their tenures in
hard field. If one goes into the details of the Ration Scales given to soldiers
and officers, it is amazing that those scale were laid down just before 1914 World
War -I. The soldiers are provided ration today at the inflatory value of Rs 30
per day and officers about Rs 35 per day. Whereas all stratas of our society have
progressed far beyond the conditions of life of 1914, the MoD and the Country
has kept the status of its soldiers and officers at 1914 level in terms of ration
scales required for them and conditions of lives they expect them to live in.
Is it not a matter of shame for the Government and society? Today, the bare minimum
subsistence for rural poor is considered to be Rs 110 per day under NAREGA but
for a soldiers of this country, only Rs 30 worth of useless rations are good enough
for his 24 hours responsibility ? What a shame for the Country? As if it was
not enough, there are people reading and participating in your forum who want
that to be taken away. A Brigadiers gets free rations for a family of five...
That is but a loud valedictory joke. He sells his entitlement of 10 gms of sugar
per day in the market... another howler. But is it worth publication? Please

are being done in Government. There has been no reform in this area since independence.
Entire world is looking for excellence and sooner or later we also have to move
towards recruitment based on merit only, instead of following archaic and partisan

outside IAS officers. It will help IAS officers also to compete with others and

was to provide them financial compensation in the event of delay in their promotions.
This could have been best achieved by prescribing the total length of service

of IAS officers in the centre (who get the SAG scale in 16 years in the states
where as others normally do not get it even after 20 years) is not only ridiculous
