Extend Chidambarams strategy to state police services also
Thiru P Chidambaram's strategy to induct IPS officers by having a limited
examination confined to para military forces should be extended to state
police services also. Why should the state police services not be allowed
to take this exam? And why not allow officers from the armed forces
to take the limited examination as well? Only central para military
forces will be too narrow a choice. Unless it is intended to benefit
only a chosen few from the CISF.

Are these Maoists really our own countrymen?
It was heart-rending to see the images of grief of the families of those
massacred in Dantewada operation. The sad part is that our jawans did
not die fighting the enemy on the borders but were butchered mercilessly
by their own country men. Or are these Maoists really our own countrymen?
I have my doubts. The way they are armed with sophisticated weapons
and the way they kill in such an inhuman manner gives credence to the
doubt that they are set up by our enemy across the border.It is another
matter that they found easy accomplices in our poor tribals who have
been exploited all through. We have failed to stop the inflow of weapons
from across the border as also the influx of foreign rogues coming to
train them in the heart of our country itself. We seem to be sleeping
to the dangers of this massive built-up within the country. We also
failed to give better training to our forces. Then there was this utter
failure of intelligence in knowing that these Naxals were in the vicinity
of the Camp of our jawans in such large numbers. We simply pushed them
into the jungle,as if,to get them killed.One wonders why no one has
been held responsible for all that went wrong in this operation or is
it that an omission of putting a wrong fullstop or a comma in a Government
note more serious than this failure which gets 75 of our jawans and
officers killed leaving so many widows, orphaned children and old parents
with their backbone broken. Operation Greenhunt has turned out to be
a real Botch-Up operation.

Really shocking
The nation is deeply shocked on massacre of 76 valiant Jawans including
two officers of the CRPF by the unscrupulous Maoists. More than the
shock is the damage to the confidence of the nation on the strength
of this force which has been standing like a rock to quell internal
security threats the nation has faced in the past four decades. There
are valid questions the leadership needs to examine; a)Who's accountable
for such flawed operation leading a whole lot of contingent into a trap
where they got killed in one swipe? b)How is it that the coordination
between the CRPF and state police is now being stated to be lacking?
Why was the CRPF leadership accepting it? c)Why the incumbent of IG's
post at Raipur/Dantewada allowed to function from Delhi until end 2009?
What for IG COBRA force still functioning from Delhi when his force
is meant for Red corridor deployment? There are many such questions.
Will the government and the leadership of CRPF honestly examine the
weaknesses which resulted in loss of such large number of men. 'All
is well' being sung by the Chief of the force in the TV interviews does
not seem to impress many.

Time for government to wake up
The IPS lobby and politician will continue to institute such inquires
and let PMF face such butcheries. Why dont the government give
powers to CPMF. Till now power only under arms act is given. The CPMF
leadership also needs to be given to their cadres only as none of IPS
can ever led from front. History has all the answers. Its time for government
to wake up otherwise .

So, according to Mr./Mrs. P. Gupta, the Search Committee should look
for someone who cannot underscore in their commitments to excellence,
intelligent planning and focussed efforts. The person who runs a tea-stall
outside UPSC, therefore, is the best choice, is it not? Sorry, Mr./Mrs.
Gupta, your logic is unfathomable; maybe you deserve a Nobel for inventing
such a logic, but I will be the last person to buy such a logic. Have
you ever wondered why Dr. Manmohan Singh became PM? Was it possible
for him but for his CV, which only underscores his commitments to excellence,
intelligent planning and focussed efforts to be selected as PM, by riding
past political figures like Shri Pranab Mukherjee? (Incidentally, Shri
Mukherjee was Dr. Singh's boss at one time earlier.) It is to be understood
that seniority has nothing to do with leadership, but it is commitments
to excellence, intelligent planning, focussed efforts and track record
(whenever a chance was available to lead). May I ask, who is this Gupta
who has repeatedly claimed that he is voicing the views of the insiders?
Under what authority is he speaking this? He can neither identify himself
nor the insiders. So I think there is no need anymore to entertain Mr./Mrs.
P. Gupta on his suggestions to look (search?) for someone who lacks
commitments to excellence, abhors intelligent planning and makes no
effort.

Pitiable condition of LDC/UDC
I would like to draw kind attention of Dop&T and Ministry of Finance
regarding pitiable condition of LDC/UDC of Central Secretariat. The
6cpc has widened the gape more. In these days the difference between
Basic Pay of UDC and Asstt is approx 10000/-. If we add other allowances
in it, the gap between salary will widened more and it reached to Rs.
15000/- . while the work of LDC/UDC/Asstt is almost similar in central
secretariat but on the front of salary they may not get equal treatment
with Asstt. The lowest functionary of the Central Secretariat is LDC/UDC/Assistant.
besides routine noting and submission of cases, is required to locate
and collect other files or papers, information, data and material, if
any, referred to in the receipt, or having a bearing on the issues raised
therein, identify and examine the issues involved in the case and record
a note. The section consisting of LDC/UDC/Assistant and Section Officer,
while putting up a case, are required to see whether all the statements,
so far as they are open to check, are correct; point out mistakes, incorrect
statements, missing data or information(if any), draw attention to the
statutory or customary procedure and point out the relevant law and
rules; furnish other relevant data or information available in the Department;
state the questions for consideration and bring out clearly the points
requiring decision; draw attention to precedents; evaluate relevant
data and information; and suggest, where possible, alternative courses
of action for consideration. This all work has been done by LDC/UDC/Asstt
and Section Officer but the credit has been always taken by Asstt..
The govt. of India should must think and amend the needful.
