Latest information says that Rajni Razdan is being appointed new Member of the UPSC. She is retired 1973 batch IAS officer of Haryana cadre. It means Chairman of the Railway Board S S Khurana is now out of the race.

Photo-identity Cards
The applicant had deposited a list of people of Banjara community along with the problems faced by them and an application for the creation of an Identification Card of these Banjaras. He enquired to know the action taken on the above mentioned application and related information. The Commission directed the First Appellate Authority to present himself before the Commission with his explanation on 12 May 2010 at 4.00pm to show-cause why the Commission should not recommend disciplinary action against him for not passing any order. The PIO admitted that he has visited the site and found that the Banjara community is staying there since long time. However, at least over 300 people are being disenfranchised as the power to give a report lies with ERO and AERO who are not submitting any report in the matter. The Commission requested the Chief Election officer to look into this matter and try and see if these citizens can be given their rights. Comments The case is a depiction of how the RTI Act can be used for solving the problems of the country. The PIO and the First Appellate Authorities should follow the time-limit while disposing off the RTI applications.

Independent agency should inquire
Since in CRPF at higher level officers are from IPS cadre only so inquiry by a IPS will not be suitable. it would be better if it is done by some judicial persons or independent agency.

Inquiry by an IPS would be futile
If that is the case then we can’t expect anything much out of this inquiry. It is officers like him (IPS) who keep their political bosses in dark about the real situation on the ground either due to their inexperience on these issues or some vested interest best known to them only.

It is a dying cadre
I fully support the views on cadre restructuring of CSSS, particularly in respect of Stenographer Grade 'D', currently in progress. As it is well known to everybody whosoever it concerns that Stenographer Grade 'D' cadre is a dying cadre because UDCs in Central Secretariat Service are far ahead in getting promotions. Most of the UDCs appointed/promoted in 1983 have been promoted on regular basis as Assistants in general category. But the Stenographer Grade 'D' have been kept waiting for their regular promotion. With this in view, the Sixth Pay Commission has recommended that CSSS be merged with CSS. In their view, it is the only solution left just to end the acute stagnation in CSSS, particularly with reference to Stenographer Grade 'D'. But CS.II in CS Division has not reacted to this recommendation so far. It is humbly submitted that a sympathetic view/approach in CS Division officers to end the acute stagnation in Stenographer Grade 'D' is necessary. While taking a view in the matter, CS Division may sympathetically consider the regularisation of the Stenographer Grade 'D' working as Personal Assistants continuously since 1996 onwards from the date they are initially appointed as Personal Assistants on ad-hoc basis. It may be mentioned, in this connection, that ad-hoc appointments are suppossed to be treated as short-term measure just to fill the gap. But the officials appointed on ad-hoc basis for more than 2 years cannot be treated as short-term measure. But the stenographers Grade 'D' have been compelled to render their service without any zeal and enthusiasm because of the wrong policy of the Government. The Department of Personnel and Traning, as a one time relief to the affected officials, may issue necessary instructions in this regard. It would not be out of place to mention that with the nod of the then Secretary(Personnel) ad-hoc appointments have been stopped. But what about the ongoing ad-ho appointments? This needs to be addressed suitably with top priority.

Honesty vs Bureaucracy
Now-a-days in the Secretariat, all the government servants are discussing about the d.o.letter dated 3.3.2010 issued by Cabinet Secretary to his Dear Secretaries to the Govt. of India apprising them  "There have been some disturbing incidents which call for serious introspection by civil servants. We (IAS) ponder over the manner in which we discharge our (IAS) duties and fulfill our responsibilities and what we (IAS)  need to do to refurbish our (IAS) image....................Senior Officers must get an example and mentor their colleagues. The civil servants must work wholeheartedly to provide good governance.  .....Let us resolve to serve the nation and the citizens in a committed manner."
 
To write such a philosophical d.o. letter is an easy task.  To preach others is an easy way to shift one's responsibility.  Cabinet Secretary himself is not following the norms of core values of Civil Servants.  He is one of the rule breakers of CSS Rules 1962.    He is a man of escaping nature.  He has no guts to face the personal hearing of stenographers.   The  example is that CSSS officials tried to take appointment with Cabinet Secretary for the last three years, he has been unable to give appointment.  The reason he committed blunders.  Similarly, a retired IAS officer i.e. Principal Secretary to PM has been requested since many years to give appointment, he is also very busy.  Even  Prime Minister has been requested to give appointment for personal hearing  More than 50 representations have been given to Cabinet Secretary, Principal Secretary and the PM.  An Officer who cannot solve the problems of subordinate service officials, how can he be entrusted this biggest position.  Prime Minister should not confine to his economic research on this poor country,  he should honestly come forward to see the pitiable conditions of Stenographers.  Frankly speaking, these Ministers and IAS are the parasite and sucking the bloods of stenographers.  Take all type of secretariat works from them and those who do not work, they feel happy to give them promotions.  Even Prime Minister Manmohan Singh favoured Indian Economic Service Officers by giving them promotions without any rationality as Prime Minister has soft corner for economic service officers.  Likewise, PM favoured ISS officials.  These two service officials are field level officials and getting promotions and working in the Secretariat of the Govt. of India.  Why?    
 
Stenographers have been waiting for their promotion since 25 years.  These IAS Officers are the State Government Servants not the Central Government Servants and they are totally helped by the Stenographers only.  These corrupt IAS Officers including DOP T Secretaries, Addl. Secretaries, Joint Secretaries are favouring Assistants and Section Officers.  They are giving them promotions without rationality. 
 
All the stenographers should unite themselves.  Since you are not getting  promotions do not work with Sincerity And Devotion.  Let us unite and create chain reaction by exchanging information with each other and  expose all the IAS officers, CS Division officials and go for public interest litigation to the Supreme Court against these culprits.  Even try to expose PMO, where representations are sent to dustbin by Principal Secretary to PM, PS to PM and other officials. However, better try to send your grievances to the Press at national and international level.

Acute stagnation
This is to bring to the kind notice of Minister in charge of DOPT that there is acute stagnation in the cadre of Central Secretariat Stenographers Service as the Private Secretary of 1990 and 1991 batch i.e. after rendering 20 years of service are waiting for next promotion. Even Stenographer Gr. III and Grade C of 25 years of seniority are waiting for promotion. Will the higher authorities in DOPT will look into it and promote them on insitu basis.

Only change designation of DG
I think the IFS officers need not empanel them for becoming secretary of the new department of forest and wildlife. What is required is to change the designation of DG Forests and Special secretary to DG Forest and Secretary. There are several other such cases in GOI. That is another mater if they want to become secretary of any other Ministry. PM Manmohan Singh must ensure that the DG Forests is made Secretary by changing the designation only as he is already doing the job of a secretary accept a few things. Posting a separate secretary will create dual power centre and IAS v/s IFS will start again.

It is really the dynamism of Home Minister that cadre review of IPS was done and required vacancies were increased in the IPS cadre specially in the AGMUT cadre. But real challenge will be to cut short the red tapism of MHA to fill all such vacancies in the next year so that work does not suffer

Dear Vikrant, Please come to Andhra Pradesh and see for yourself if IPS officers lead the Anti Naxal Operations or not. AP's success is in large measure because the civil police from Greyhounds to the Police Station level contributed. Paramilitary's role has been limited to post protection. The same is needed in every other state. Army or Paramilitary can’t provide leadership in the guerilla war, it HAS to be the local police. Please verify facts before shooting. Regards.

It is really tragic
The death of almost 80 CRPF personnel is really tragic. But why does all this happen? This is because the CRPF leadership is poor. The Higher level supervisory officers are all from IPS who do not have any linkage with the ground reality and worst who do not have any interest in knowing the ground reality and knowing the troops. The pitiable condition in which the CRPF troops live while the top brass continues to fiddle non issues. Same is the situation in other CPOs. The IG of the Anti Naxal Operations, Jain, continues to function from Delhi like the IG of the CRPf. God forbid if any such tragedy befalls again they will put the blame on tactical level planning.

IPS should undergo commando training
When para military officer goes on deputation to NSG, SPG, they have to undergo rigorous training and if they pass then only they are taken on deputation. Similarly, IPS coming on deputation to CRPF, BSF should undergo commando training and if they clear it then only they should be allowed to come and they should be deployed to hard areas to know the force better and have the feel. Their entry should be restricted because we have very capable officers.

Review promotion policy
Considering the present & future internal security of India and to tackle/combat the naxal/insurgency problem with aggressive & High morale, there is need to review promotion policy among IPS&CPO'S because IPS are getting their Fourth promotion whereas 96 batch CPO'S Officer have got only one promotion and this difference will go high in future as stagnation on higher post increases in CPO'S.

A trauma of its own kind
A PIL comes before the SC on 12/4 about the plight of the Vrindavan widows. Actually they are not widows from the geography called Vrindavan, but going by the language spoken by several of them, they belong to the advanced states in the eastern parts of India. They reached Vrindavan not on their own, but were brought by their sons/daughters under the pretext of Darshan of Lord Krishna and surreptiously left there to live on the mercy of the devout Hindus and social organisations. Their sons/daughters are all well placed, mostly employed. The trouble is the conflict of two generations, because of the Mama's son becoming someone else's hubby. This family conflict tears apart any ordinary person, who is confronted with the choice of abandoning the one for the other: choice between the mother and the wife. They are all English speaking modern and well educated people. Adjustments not being considered, the conflict tends to become very painful, as the only solution to such problems can be amicable settlement .It hits at the basic structure of a family in the Indian context, which largely remains a kind of joint family, even though separate settlements have given birth to nuclear families.But providing separately for an aged parent, especially mother, may not be financially possible always, with meager sources of fixed wages. Slightest harshness can constitute domestic violence. The stressed son/daughter finds it convenient to be kind in the most inhuman way of taking a poor illiterate old mother, knowing only her native language, and desert her at some railway station in the hope she will somehow reach Vrindavan and be lucky to find a kind hearted human being to take care of her.
The Hon' SC may direct the authorities to get a registration of all such women, find out their sons/daughters and use the provisions of the recently passed law that casts a duty on the son/daughter to look after aged parents. Modernity has its own unkind cuts!

How educated people can be so naïve ?
Sometimes I feel how educated people can be so naive. Nagachandran's question "Was it possible for him (Sri Manmohan Singh) to become PM but for his CV. Every one knows Singh became PM not because of his CV, but for his lack of political roots and lack of ambition. The day Madame Sonia asks him to get out he will bow out, irrespective of what the Congress men may say about him. He is only keeping the chair warm for her son to take over. Unfortunately the son is not still ready. He has not exhibited any quality of leadership.

It actually is unfair on Chidamabaram's part as Air Chief is right. Indian Army has been fighting toughest of Insurgencies like in Tripura, Mizoram, Punjab, J&K and many more without ever using heavy weapons. Use of Air Force is unthinkable. Defence Forces have not used Air Force even against Talibani Jehadies and the Government has never allowed it (Probably Vote Bank Considerations).

How can you blame the Air Chief now if he says that Air Force should not be used against Naxalites. For over last ten years or so the MHA, Para Military Forces, IAS and IPS have guzzled millions of Rs of the Tax Payers money (Public money) in raising their numerical strengths, pay and perks, posts, appointments and their Empires. They are the ones who have to deliver the results. BSF have even acquired their own AIR Force. On the other hand, Defence Forces including the Air Forces have been deliberately starved of fund and equipment. People including your own august web site is even after their ration entitlement of Rs 33 per day.

When it comes to delivering the results, it is Defence Forces. But when it comes to goddies, pay, perks and ranks, it is CPO and IPS ? IAS.

Your argument is thus against canon of natural justice and out of common logic. The Central Police organisations and their IPS masters have virtually overtaken Armed Forces in numbers, pay and perks by rough shod methods. Why do not they deliver? This single factor is in fact the greatest demoralizing element for members of the Armed Forces.

So Chidambaram should ask his favoured jolly boys of IPS and CPOs to deliver or vanish. Why cry foul for which he has not paid and fought for? In fact, he played foul against their interests as Finance Minister in sixth pay commission.

Democracies are ill-equipped to deal with ruthless killers
The Maoist attack on the CRPF has only underscored the fact that democracies are ill-equipped to deal with ruthless killers. History has shown that fighting guerillas is a protracted war and which normally favours the insurgents and not the conventional forces. The only success story was in Malaya where the British crushed the Communist guerillas by a)keeping the media out and imposing a blanket censorship till the war was won 2)using only local police and not the army. The local police had better access to information and intelligence. Also they did not alienate the public by resorting to rape , loot etc, the bane of all armies all over the world. 3) the army was kept in reserve and used only on call to beef up police operations, otherwise they remained in their barracks. This war in Malaya was won after 3 years. It was a war of attrition with minimum harm to the lay public who, had they been alienated due to atrocities by armed forces of the government would only have strengthened the hands of the left wing extremists. The Republic is in danger and the danger is from within. So far the Maoist insurgency is limited to the tribal belt stretching from the Northeast to Central India. This can become a fire if the central government is unable or unwilling to control galloping inflation which makes young men and women join the insurgency. Much of the blame lies in following right-wing economic policies ill-suited for a country like India where there is mass poverty. Our population too is mostly under 25. This is a potent cocktail. The Right turn in the Congress came after the Soviet invasion of Afghanistan. We are now reaping the bitter harvest. Our policies have to be long-term , political and socio-economic naturally. After all, the Maoists are growing from strength to strength only because they have support among the poor and the oppressed. Can an elected government really have the resilience to sustain a protracted war where there is daily blood letting? Will our TV addicted public have the appetite for daily gore? I think not. In Indonesia too the Communists were crushed under Gen. Suharto and it cost 3 million lives before that war got over. Such wars can degenerate into civil wars because their very nature is that of a class war. Merely boasting that our GDP has gone up to 12%(and that too by two Sardarjis!)shows that the government is lying with statistics and lying through its teeth.We have become a colony of the West and now we don’t even have a Viceroy! How can our government sustain a long war when our politicians are blinkered by elections every 5 years? And in a democracy there is public pressure which is spearheaded by an irresponsible media which wants sensation rather than hard achievement. Witness NDTV demanding stupidly that the army , air-force and navy be deployed in tribal areas! The war in the northeast started in 1947 and it is still continuing all because our politicians and the media are opportunistic and not serious in dealing with the problem, its root cause as well as its manifestation. Instead they use insurgency and extortion to line their own pockets. See the situation , on the ground in Nagaland and Manipur today. The entire political process is in the grip of the insurgents and there is a confluence of corrupt interests of the politician and the insurgent. Go to Imphal and Kohima and see for yourself what India will look like in 5 to 10 years.

Why should ITDC officers get re-employment ?
What nonsense? Why should 41 officers of ITDC get re-employment in the name of CG 2010. Is there any dearth of officers in India? Why Government is sending wrong signals. Tomorrow, NDMC,DTC, SAI, Commonwealth Games Sectt etc., will follow suit. Stop this and give promotion/jobs to aspiring and qualified youth. I failed to understand how PM is tolerating this tamasha of giving extension in the name of CG 2010. I am sure that India will not top the medals talley? Why plunder country's exchequer.

Statistics measures growth, development and is the only tool for planning and policy decisions. In the competitive era the importance of statistics is enormous. Considering the importance of Statistics the Govt. of India had set up national Statistical Commission and as a follow up of the recommendations of the commission, the CSI post was created and decision was taken to appoint an eminent statistician as the Secretary to Ministry of statistics and PI (MOSPI). But from the views surfacing through this medium it is observed that the concern of the commission has been fully undermined and ISS officers who have never thought of getting Additional Secretary level and without working in various areas of statistics have succeeded to get their names sponsored for interview ignoring the senior ISS officers. It is in the interest of the nation to persuade Dr. Pranob Sen to continue or think of an officer outside ISS to hold such posts.

What a shame ?
It’s really true that the 4000 strong IRS income tax and 2000 strong IRS customs which collect almost 90 % of country's revenue are in such a shape whereas services whose nature is like that of a bottleneck like the IA& AS are getting much more exposure coupled with faster promotions. The morale of IRS cadres is so low that until they are brought on par with other central services GROUP A , most of the brilliant officers will leave the cadres. They are given third rate treatment .I too wish I had not joined this service where without doing any thing wrong you are always considered a thief.worse you don’t get your promotions in time and see every one jump ahead of you.i think upsc should include in the info book supplied to the civil services candidates that the normal period of promotion in each service is this much so that innocent candidates are able to choose what is better for them. Just by giving high sounding name like Assistant Commissioner of Income Tax one can’t hide the fact that they are treated worse than a tahsildaar as far as basic amenities of job are concerned. They go to office in auto and tahsildaars in government vehicle. What a shame ?
