Shortage of IPS
If the information regarding shortage of IPS officers in Maoist affected
area is true, why these officers are going on deputation to other organisation
e.g. CPMF. It is two way loss.
They are stooping these organisation officers from coming on higher
posts and on the other hand these post are lying vacant in naxal affected
areas.

Who is responsible for the killings ?
One wonders how a reputed force like CRPF become cannon fodder for an
irregular force like Maoists. I feel the reason must be low morale and
lack of acclimatization and training. Like the Kargil affair, so far
no higher-ups in CRPF has been made accountable for this tragedy. Government
should review the method of selection of the Chiefs of paramilitary
forces. It is a tragedy that a DGP who was considered as a joke in one
of the southern states is presently heading one of the forces. At the
same time one of the best IPS officers from the south who was instrumental
in liquidating dreaded Veerappan and his gang is rotting as a Principal
of one of the Police Institutes! The latter due to the pressure from
DMK.

Reform in services required
There is need for reform in the Services, all Services should have equal
opportunity to man senior positions of Joint Secretary and above equally.
Presently, this is so theoretically and all posts of Central staffing
are theoretically open to all services, but in practice, the IAS hogs
all. It does not even allow the Indian Foreign Service to get in. The
IPS and the IRS are also deliberately delayed by the vicious tactics
of the IAS (empanelment itself is delayed by half a decade or more).
Till there is equality in this, a quota needs to be reserved for the
Other backward services (OBS i.e. non IAS viz. IPS/IRS/IForeignS etc
) in manning these posts.

It is worrisome
It is indeed worrisome to find IRS officers so demoralised. One of the
main causes for bad governance in the country is a very serious divide
between the All India services, particularly the IAS and other Group
A Services recruited through the same Examination by the UPSC. Then
there is wide gap for promotion even among the Group A Services. For
Example ,while 1994 batch is being considered for promotion to SAG in
IA&AS in IRS they would have got selection grade only recently.
Among the Accounts Services themselves, there is a wide gap. Of the
four Accounts Services in Group A IRAS is way behind IDAS,P&T finance
and of course the IA&AS. The cadre controlling authorities are equally
to be blamed for not managing the cadre well. In case of IRS what are
the CBDT and CBCES doing? Why are they letting their officers get frustrated?
Somebody has to give serious thought to this. The Ministry of Personnel
which is under the Prime minister is required to consider all aspects
of personnel policies including transfers and promotions but unfortunately
the whole machinery has become so personalised that no one thinks of
the Administration as a whole thus leading to malfunctioning of the
entire set-up. Good Governance needs good human beings and that is what
we do not have.

Many experts without ground knowledge
The problem with our country is, there are many experts without ground
knowledge. Gen V K Singh, COAS need to tell the nation what made him
to construe that training in CRPF is poor and 62 Bn was not well equipped
to face the naxals? Where is this expertise with our holy Army. So in
that case the Army first need to gain expertise and then get in to the
troubled water. What a pity? The irony is that after Dantewada incident
there is competition among the top Brass of Army, Air Force, Home Secretary,
Ex- DGPs and various government functionaries to score points over each
other. No one criticised the entire Army for their blunders in Kargil,
failure of Air Force to deliver on the high altitudes. Country is spending
handsome amount on their facilities and equipments. Who knows in their
life time they may not fight a war. So why this ho-hulla about deployment
of AF and Army in naxal area. In a way are they considerate and have
the apprehensions of failures against naxals. This is understandable.
It is hard for them to digest and answer their failures. Those who are
writing the posts must acquire basic knowledge about the functioning
of CPMFs. CPMFs are centre's least neglected employees. The leadership
provided to them is spineless and totally selfish. We are still facing
various crisis as far as functioning of CPMF.
