If informed sources are to be believed, there is a shortage 2000 officers
in CPMF which is causing greater problem in developmental works particularily

India has never been a great sports loving country and never ever sports
person barring cricket have caught frenzy of ordinary Indians. More
so traditional Indian sports like wrestling, malkham , weightlifting
,kabaddi etc had limited audience and very limited patrons
and as a consequence home grown talent faded into oblivion resulting
into domino of disenchantment among promising players who
had talent to perform.
World Kabaddi Cup was great gamble that Punjab Government
and powers that be took to revive the sagging political fortunes . Though
it will premature to fathom the real impact of the Kabaddi mania had
on the rural and the urban youth and its benign impact on Akali rural
vote bank , but it definitely was a mammoth exercise that almost mobilized
5 to 6 lakh people across Punjab . Its geographical spread to
coincide with political epicenters of Majha, Doaba and Malwa, the bigness
of prize money involved and the media rage unleashed to catch the imagination
of rural youth and their guardians is a deft political move that is
reminiscent of Roman emperors who to elude public ire due to ill governance
offered them entertainment through mega sporting events.
Entertainment is a cheap and less laborious alternate to development
and an effective tool to nurture ones vote bank. This entire Kabaddi
charade must not have costed state more than Rs.15 to Rs.20 core ( with
host of sponsors chipping in) , a very cheap alternate to a development
model wherein a capital expenditure of hundreds of core is required
to bring about same level of pleasure experience.
What this Kabaddi craze will probably do is that soon in every nook
and corner of Punjab, undereducated and unemployable youth will vie
for patronage from local Akali leaders as kabaddi will be projected
as ones passport to prosperity and popularity. Also this battery
of young well built youth will act as personal army of the political
warlord to bulldoze any voice of dissent vying for development
and clean governance.
Are congress masters listening and learning or they still dream of sliding
into power ? Most of congress workers of Punjab really wonder at the
slumber and the latitudinarian attitude of their masters
..

Comments made regarding the Army are not appropriate. Army chief was
completely right in his statement. Army officers and soldiers are dying
every day in the line of duty, a fact of life which is new to the Central
Police Orgs. Also, it is ridiculous to the point of dishonesty, to say
that Army officers may never see a war in their lives. Since independence,
we have had wars or warlike situations in 1948, 1962, 1965, 1971, 1980s
(IPKF/Punjab), 1990s NorthEast (Assam, Mizoram, Manipur, Meghalaya,
Nagaland), Jammu & Kashmir, 1999 (Kargil), 2002 and ongoing ops
in Kashmir, and Northeast. Who handled all these situations? The CPO's?
I dont think so. Every generation of Army officers has seen MORE than
one war!
CRPF has grown to 200+ bns. How many of their officers have any combat/insurgency
experience at all? How many are capable of leading a company in war
or anti terror ops? Furthermore, Kargil may have started out bad, but
it finished in victory. And that it was not the failure of the Army,
was amply pointed out by the KRC. And where failure was identified,
the responsible (Senior) Army officers were dismissed from the service.
This is scarcely something we see in other arms of govt. Will the DIG/IG
who was responsible for the Dantewada disaster be dismissed from service?
Impossible! In other arms of government, even child molesters are made
DGPs and given medals, forget being given the sack!

Prove your mettle as Chairperson NAC-II: An open appeal to Ms
Sonia Gandhi !!!
This is an opportunity of a life-time for you. In UPA-I, the NAC-I headed
by you, was mandated to monitor the NCMP. The alliance was bound
by powerful coalition partners. In UPA-II, the Chairperson has
emerged as the most powerful politician. Its agenda could
possibly include: Food security amendment Bill to cover
the urban poor, mis-use of NREGA funds by the States, the un-finished
agenda of NAC-I etc. Fair enough. But, could these objectives be achieved
under the present dispensation? Perhaps,never. India, as of today,
is leaderless. There are centres surrounding sub-centres of power
mush-rooming all around. Corruption has become a negotiable commodity.
We hear of intra- and inter-ministerial wranglings among ministers.
A no-holds-barred one-up-man ship of sorts. The Prime Minister, though
personally honest, is as helpless as the Aam aadmi. India badly
needs a leader like the late Mrs Indira Gandhi, not, an academician-turned-politician.
The public has grown intolerant to corrupt politicians mis-using
tax-payers money by shamelessly erecting statues, memorials and
flaunting garlands of currency notes. Strangely, even the Supreme Court
seems to be fed up with the melodrama when it brushes aside such
acts of misconduct as administrative matter! Failure of
Civil Service, its nexus with corrupt politicians and the absence of
substantive agenda for the NAC is a serious matter. We do not expect
the Law of Parkinson to create work for NAC-II
.As a citizen of India, I offer a simple prescription in the form of
Eik Sutri Karyakram for NAC-II.This could be
a panacea for countrys multiple ills. As Chairperson of
NAC-II, I would urge upon you to don the responsibility. Please attack
the decades old problem of Indias black money stashed in Swiss
Banks and other tax havens. The NDA failed to tackle it . UPA-I
also failed due to compulsions of realpolitik.
Our promising PM and FM, suffering from short-term
memory lapses, seem to have conveniently forgotten about their
promises made last year before General elections. As Chairperson
of NAC-II, I would urge upon you to don the responsibility as
the Chairperson NAC-II and strive hard to get the black
money repatriated to Indian shores. This parallel economy could
be utilised for funding several socio-economic and poverty alleviation
programmes and the most vexatious problem of Food Security.
Even the Maoists threat ,which is a byproduct of economic
disparity in the country, will be impacted. Your strength as Chairperson
NAC-II should be used as an opportunity rather than as a
threat in this endeavour! Can you demonstrate the political
will, to take up the challenge for the sake of Aam aadmi? I
am not sure? Please prove me wrong.If you succeed in achieving the Eik
Sutri Karyakram, I shall be the first to propose your name for
Bharat Ratna !

Reforms in Services
All organised Services should have equal opportunity to man senior
positions of Joint Secretary and above equally. Hence a quota in proportion
to the cadre strength needs to be reserved for the Other backward services
(OBS i.e. non IAS officers) for manning these posts.

It is understandable
The worry expressed under heading "it is worrisome" by Aarti
Khosla about poor promotional prospects of IRS officers vis`a`vis other
Central Services is understandable. She has rightly rued the fact that
while 1994 batch is being considered for promotion to SAG in IA&AS
in IRS they would have got selection grade only recently. However, if
you see the conditions of some of the engineering services, the situation
is so pathetic that the officers of even 1986 exam have not got the
selection grade (Grade Pay 8700) till date. The officers of 1987 batch
shall be getting the selection grade with effect from 2012 upto 2019.
Even, in case of batch parity granted by the government as per 6th pay
commission, so much confusion has been created by DOP&T (Read IAS)
by imposing conditions not at all commensurate with the letter and spirit
of 6th CPC and government resolution, that there is no relief in sight
for these marginalized services. It is a pity that the Ministry of Personnel
which is under the Prime minister is working so pathetically.

Message to the policy makers of central government
Stagnation in Gr.D Stenographers in the CSSS
It is very unfortunate for the Gr.D. stenographers in the CSSS that
they have not been given promotions even after completing 25 years of
their sincere and regular service in the grade. The policy makers of
the Central Government are requested to kindly look into it and do something
for the downtrodden class of Gr. D Stenographers of CSSS. Immediate
action in this regard will be highly appreciated by this class of central
government employees.

not got their second promotions yet. If you actually use the same methodology
of using the year of writing exams it is CPO 93 batch i am talking about.

No sufficient infrastructural facilities
No sufficient infrastructural facilities provided in most of the branch
office of the income-tax department. At the same time they are the highest
revenue generating department. it may also appreciated to see that the
total expenditure for the department is less than 1% of the total tax
collection. This department has express its highest social commitment
by unearthing the black money, which is injurious to the economic health
of country. In most of branch offices through out the country faces
acute shortage of man power caused by restructual programe. during the
month of January, February and March 2010 all most all office were working
from 8 am to midnight. Who cares it. At least the employees are deserving
an appreciation in this regards. I am welcoming the negative views in
this facts.
