and Departments and dealing with numerous varied subjects is a great
learning opportunity for the Civil servants. However, there are some
bureaucrats who continue to pursue formal education while discharging
their official duties. One such person is Mrs. Renuka Jain Gupta, IRS
(1992 Batch). She did her graduation in Electronics Engineering (B.E.)
from Delhi College of Engineering in 1988. Thereafter she enrolled for
the Master of Engineering course in Electronics & Telecommunication
from Delhi College of Engineering, Delhi. She joined Indian Railways
Service of Signal Engineers in 1991 and completed her Master of Engineering
(M.E.) in 1992. She joined the Indian Revenue Service in 1992. She did
Master of Business Administration (M.B.A.) from Indira Gandhi National
Open University, (IGNOU) New Delhi with specialization in Finance in
2000. This was followed by a degree in law (L.L.B.) from the Delhi University
in 2003 and Master of Arts (Economics) from Indira Gandhi National Open
University, (IGNOU) New Delhi in 2007. Her latest degree is a Master
of Philosophy (M. Phil.) degree in Social Science awarded by Panjab
University, Chandigarh in 2008. Apart from the formal education, she
has also attended a 3 month Road Safety course organized by Danish Road
Directorate, Denmark in 2004 and 9 month Advanced Professional Course
in Public Policy and Administration of the Indian Institute of Public
Administration, New Delhi. She has also co-authored books on Electrical
Engineering for students of Engineering and on Science that are used
in classes IX & X . Faiz Ur Rehman is CPMG, Maharashtra circle Faiz Ur Rehman is Chief Post Master General (CPMG) of the Maharashtra
Circle. Earlier he was CPMG in Uttarakhand. Record of JS empanelment in GoI The empanelment of 1990 batch IAS officials for the post of Joint secretary

to more work just because of his experience, logically speaking, there
is no necessity for the posts of PPS/Sr.PPS and PSO who are virtually
enjoying at the cost of these stagnated stenos. Apart from this, you
should also be aware that recent hike in GP has not given these stenos
any benefit in fixation of basis but the benefit has gone to freshers
who entered service in between 2006-08 or got ACP during the above period.
In steno line it is guaranteed that PPS/Sr.PPS and PSOs are enjoying

rank similar to other members-The JS&FA is treated worse than even
a simple SAG officer i. e. DDG- The Project Arrow is nothing more than
a facade-the look of the Post Office has been revamped but the attitude
of counter clerks and officers is as feudal as ever. Speed Posts is

Secretary Vandana It is a concoction Shortage of officers in army is a "concoction" to extract
favours from the government for the army. Large number of army officers
are deployed in purely non-combat duties. If these officers are diverted
to combat appointments, the shortage will become minimal. Some of the
departments from where these officers can be moved out are BRO, Cabinet
Secretariat, MES, MAP, AWHO etc. These organizations have virtually
become dumping grounds for Army officers. There is practically not much

insurgency as a law and order problem. Prior to PC, every other politician
thought of it as a socio economic problem, and thus allowed things to

retired Foreign Service officer and hence particularly unaware of grassroots
realities in India) of too much use in this regard except that they
are given to mouthing platitudes and doing nothing. Platitudes have
led us nowhere. PC is the only person who can do anything about this

the true nature and organizational ( not military)tactics of Maoists.
Had anyone of those involving in service bashing understand the organizational
tactics of Maoists, they would not be doing this. Nothing will lessen
the grief of those who have lost their family members in Dantewada attack
but then indulging in this type of thing is not going to help anybody.
All of them writing against IPS officers need to visit A.P and see for
themselves how successful they are in countering it at all levels (
militarily, socially, developmentally). All charges of people who write
without verifying the facts need to know the role of CPO or military,
if any there. Same is the case with the state of Punjab or Tripura.
CPO's officer writing against army should realise that they have their
own moments of glory and failures like any other organisations. It seems
that CPO officers think that the entire panacea of this Naxal thing
is military and if IPS officers are removed from there, it is a matter
of seconds for them. Addressing grievances related to personnel should
be done at proper forums but that should not be made an opportunity
during time of introspection. They have not faced the thrust of civilian
administration and they dont realize how hard civil administration
is. Similarly they dont realise it is not easy to be in army even
if no conventional wars are being fought. Arun Singh Leave encashment other than on LTC should be allowed to all Govt. Servants
i.e. on tour on availing any kind of leave. People who have Delhi or
any other place of working as their home town then leave encashment
can be availed only once in 4 years. Many a times leave lapses due to
work exigencies and this causes resentment. Govt. may please consider

from the scrap market of Mayapuri somewhere in the governments closets
is dusting a report by CAG of India on the waste management in the country
which has highlighted these risks some two three years ago itself. Now
who bothers about CAG's reports anyway and since executive find them
troublesome so often these reports are filed somewhere in the corners.
Of-course then for many in government CAG is a bottleneck! NKS Vote bank politics The Government of India seems to be more keen to give identification
cards to Bangladeshi's rather than their own citizens such as the Banzaras.

The Ministers and Senior Bureaucrats are not ready to shed their feudalistic
attitude. They still want to spoon fed. They have personal staff much
than their entitlement. They are not ready to bother to see whether
there are sufficient officers/staff below them or not. They only want
their work to be done. Further they enjoy perks & facilities also
much more than their entitlement. A srivastava Stagnation in the CSSS cadre This week itself a presentation was made to MOS(PP)on stagnation in
the CSSS cadre. The facts were completely misrepresented. PS are stagnating
from 1990 onwards and the period of stagnation has been shown as 18
years whereas in actual it is 20 years and same is the case with Gr.
C stenographers and 25 years for Gr.D. CSSS Gazetted association was
officially called by JS(CS) and lot of issues came up for discussion
but there plight, demand but there was no mention of them in presentation
to MOS(PP). Uncalled for information has been added in the presentation
to make fool of MOS(PP)/Secy./JS(CS). Is one director level officer
is responsible for all this lapse or he is doing it intentionally as
he is promoting other interests and always busy in leading delegation
of his cadre. This is high time when his activities needs to be checked
and justice given to CSSS as he is more than 100 percent bias. V K Sharma |
